About this file
The document is a Health Start Program Solicitation (BPM002372) Clarification Request from Apache County, Arizona. It involves multiple local organizations and service providers including Apache County Health Department, Little Colorado Behavioral Health, Natata Dziil Health Center, Hummingbird Early Intervention, Early Head Start, and AzEIP (Arizona Early Intervention Program). The document addresses various clarification points for a community health and home visiting program targeting prenatal, postpartum, and child health services.
The Health Start program focuses on comprehensive client services including family planning, prenatal care, child development monitoring, and mental health support. Key program elements include providing consultation from a Registered Nurse and Licensed Social Worker (specifically Laura Letendre Denali, LMSW), mental health consultation with Scott Poche (a Licensed Marriage and Family Therapist), and collaborative efforts with other local programs to avoid service duplication. The program aims to support mothers and children by ensuring developmental milestones are met, offering additional assistance for premature or developmentally challenged children, and providing holistic support across multiple community health domains.

If another similar home visiting program exists in the neighborhood/community selected as the targeted service area that serves the same population, document the efforts of the proposed Health Start program and the other programs in the community, and how all activities will be coordinated to avoid duplication of services and staff;
The following statement is in question:
Currently there are two existing home visiting programs in southern Apache County:
Hummingbird Early Intervention and Early Head Start. To avoid duplication of services, Health Start staff will ask upon enrollment if the child is enrolled in AzEIP and if so, community health workers will decline enrollment unless the client wasn’t to join the program.
Apache County should remove this. (page 9) The Health Start Program works collaboratively with AzEIP and does not consider it a duplication.
Apache County Health Start works closely with AzEIP on client cases to make sure our infants are meeting all their developmental milestones. CHWs and AzEIP, the parent and the child form a plan to help any child who needs additional help.
We will not deny service to make sure clients are served. We have found this necessary when babies are not walking or are so premature that the extra assistance is necessary for the child. Mothers are supported with helping their child to catch developmental issues as soon as they occur so the child will continue to overcome and develop normally. We also consult and work closely with Head Start to ensure services are not duplicated we help mothers with many other target things that Head Start does not cover in their program.
