About this file
This is an Invitation for Bid (IFB #25-0248-PW) issued by the City of Florissant, Missouri, for Portland Cement Concrete sidewalk slab removal and replacement services in the Willow Creek subdivision. The project encompasses three line items: removal and replacement of 10,000 square feet of 4-inch PCC sidewalk, 250 square feet of 6-inch PCC approach sidewalk, and 200 square feet of PCC ADA sidewalk curb ramps across 79 separate work locations. All work must comply with Americans with Disabilities Act standards. A separate contractor will complete tree removal and stump grinding prior to concrete work to address existing sidewalk damage caused by tree roots. The project was released on April 1, 2026, with a question submission deadline of April 22, 2026, and a mandatory bid response deadline of April 29, 2026, at 2:00 p.m. via electronic submission through the OpenGov procurement portal. The contract term is 120 days from issuance of the Notice to Proceed, with no renewal options available.
Bidders must submit lump sum bids for each line item and provide a bid security deposit of $500 (5% minimum) in the form of a certified check, cashier's check, or bid bond, with the successful bidder required to furnish a performance bond equivalent to 100 percent of the contract price. No specific set-aside designations for disadvantaged or minority-owned enterprises are identified. All contractors must demonstrate E-Verify enrollment and compliance with Missouri Revised Statute 285.530 regarding work authorization through a notarized affidavit. Prevailing wage rates established by the Missouri Department of Labor and Industrial Relations apply, with rates ranging from $42.03 to $82.11 per hour depending on occupational classification. Contractors must maintain certified payroll records and provide comprehensive insurance coverage including Workers' Compensation ($1,000,000 minimum), General Liability ($1,000,000 each person/$3,000,000 aggregate), and Automobile Liability ($1,000,000 each occurrence). Monthly invoicing with 10 percent retainage applies, and liquidated damages of $300 per calendar day are assessed for delays beyond the contract completion date. The specific budget or award value has not been disclosed in the bid documents.
