About this file

This is a Change Order Request for Participation or Piggyback Contract issued by the State of Illinois Chief Procurement Office General Services (CPO-GS) for mailing equipment, supplies, and maintenance services provided by Pitney Bowes Inc. through the NASPO ValuePoint cooperative procurement platform. The original contract, effective January 1, 2023, through December 31, 2023, covers equipment, services, and maintenance support to meet the mailing needs of state customers, including mailing machines, printers, computers, furniture, and accessories for mail room functions. The contract has been extended multiple times—first to May 14, 2024, then to May 15, 2025, and subsequently to May 14, 2026. This change order requests a one-year extension through May 14, 2027, to ensure uninterrupted service to statewide agencies. The extension is necessary because planned responsibility handoff to another state agency did not materialize, and agencies continue to require these products and services.

The cost of the change order was not specified in the document, though the original contract value was listed as indefinite quantity with no specific amount identified. The change order was determined to be germane to the original contract as signed and was not reasonably foreseeable at contract inception. Multiple approvals were obtained, including the Agency Purchasing Officer (Jan E Morrow), State Purchasing Officer (Dereck Reeves), and Unified Procurement Program Representative (Andrew Hennig), all dated May 7, 2026. All reviewing officials recommended approval, citing cost savings through the NASPO ValuePoint piggyback arrangement, the contract's widespread use across state agencies, and the competitively-sourced nature of the underlying agreement. The contract is available to all governmental units and not-for-profit agencies throughout Illinois.

Section II - Change Order Information

1. Provide the original contract description:

CPO-GS is seeking to procure equipment, services, and maintenance support to meet the mailing needs of customers. This includes but is not limited to mailing machines, printers, computer, furniture, and accessories to be used in a mail room function.

2. Provide a detailed description and explanation for the change required:

To meet the ongoing demand from statewide agencies, this change order is necessary to extend the term of the Piggyback agreement.

The original term was from January 1, 2023, through December 31, 2023. Then it was extended to May 14, 2024, and again to May 15, 2025 with an additional one-year extension currently set to expire on May 14, 2026. There were plans for CPO-GS/UPP to hand off responsibility for this need to another agency to procure these products and services on behalf of the entire State, but those plans did not ultimately materialize. Given that the expiration of the current contract is imminent and there are continued agency needs, CPO-GS would like to proceed with a one-year extension to ensure uninterrupted service and alignment with procurement requirements off NASPO ValuePoint CTR058808 / 23-510CPOGSCPOGS-P-45094.

3. The completion date will be extended, shortened or remain the same.
