About this file

This document is a Request for Quote (RFQ) issued by the State of Illinois Department of Information Technology (DoIT) for Payphone Services. The RFQ seeks a contractor to provide intra- and inter-LATA payphone services, including furnishing, installing, removing, and maintaining public coin-operated phones at various state-owned facilities and institutions on an as-needed basis. The RFQ specifies an estimated number of 100 payphones to be maintained over a 12-month term. Vendors must provide a monthly maintenance cost per phone, which will determine a total monthly maintenance price. The RFQ also outlines a revenue-sharing plan where the state will receive 50% of commissions on revenues above the monthly maintenance cost per phone, while the vendor will invoice the state for any shortfalls if a payphone generates less than the monthly maintenance cost.

The pricing structure, revenue-sharing plan, and estimated quantity of payphones are the key details provided in this RFQ. The state is seeking to secure a contract for these payphone services, and vendors will need to respond with their proposed monthly maintenance costs per phone to be considered for the award.

Revenue Share Plan (for information purposes only, no action needed here.

Formula(s) for determining revenue share with the State:

$ per month/per phone (your monthly cost per phone in above table), 50% Revenue Share Plan:

For each phone per month, Vendor shall pay the state 50% of Commissions on all revenues above the $ per month/per phone. If, however, a phone generates revenues below the $ per month/per phone, Vendor shall invoice the State for the difference between the revenue generated that month and the $ per month/per phone for that phone.

Examples (amounts entered below are for example purposes only):

1. If payphone generates $35.00 in revenue that month, Vendor shall invoice the State the shortfall of $30.00 ($65.00 - $35.00 = $30.00 shortfall).

2. If payphone generates $75.00 in revenue that month, Vendor shall pay the State 50% of the revenue above $65.00 ($75.00 - $65.00 = $10.00 and $10.00 x 50% + $5.00 commission owed to the State).

3. Commission earned on any payphones shall be deducted from the total balance due for the entire account to cover the shortfall of those payphones that did not meet the $ per phone/per month. If all payphones generate more than $ per phone/per month, Vendor shall pay the earned commissions to the State in the form of a check.
