1.0 Project Description / Summary:

1. This project will construct a temporary pavilion shelter over an existing Historical

Structure, the Walnut Hill Privy. The structure is thought to have been constructed been constructed in approximately 1826. The Privy is situated in a highly visited section of the park and is in need of rehabilitation

2. This scope of Work (SOW) is for the construction of a 20’ X20’ pavilion structure to protect and stabilize the Historic Walnut Hill Privy Structure from further degradation from being subject to adverse weather conditions till a future complete rehabilitation project can be completed.

3. The work for this project will be performed at 1384 Pawlings Rd. Phoenixville Pa 19460

4. The pavilion will provide protection to the elements of weather till a future restoration project can be completed.

5. The contractor shall protect the Historical Privy from any damage during the construction of this shelter.

2.0 Scope of Work:

1. Lay out a 20’x20’ area for the new pavilion around the existing Privy structure.

2. Install construction fencing 30’x30’ around that area to secure work area.

3. Install 12 Helical anchors into the ground and secure the (12) 8x8x16’ timber post that serve as the vertical support structure.

4. Lay an 18” wide 4”s thick bed of gravel on grade from corner to corner around the footprint with a geotextile fabric beneath.

5. Set top 2”x8” roof rafters 24” on center with hurricane straps to beams and ½” through bolt to rafters

6. Install 3’ corrugated roof deck @1/4” per 1’ slope

7. Install a railing system 48” around the pavilion with welded steel wire and a lockable gate on the East side

3.0 Tasks and Requirements:

1. The contractor is responsible to field verify all estimated quantities

a. It is STRONGLY encouraged that each bidder visits the site and fully acquaints themselves with the problems and conditions they will encounter if they become the successful bidder. Since absence from visiting the project will not be considered as an excuse for misunderstanding of the

Valley Forge National Historical Park- Privy Stabilization Pavilion SOW Page 3 requirements of the contract, bidders are strongly encouraged to visit the park and attend the pre-bid site visit(s).

2. Contractor must be knowledgeable and adhere to all federal, state and local laws and regulation governing the types of work included in this document. Contractor shall also follow the Secretary of the Interior’s Standards for the Treatment of Historic Properties. Contractor shall plan, schedule, coordinate, and assure effective performance to provide the services required.

a. If there is a conflict between The Secretary of the Interiors Standard for the

Treatment of Historic Properties and manufacturers recommendations, the contractor shall submit a request for information (RFI), identifying the conflict to the COR and Contract Specialist for determination of precedence.

3. Contractor(s) shall be licensed in their respective jurisdictions. Contractor(s) are solely responsible for measuring and verifying in field prior to bidding all existing dimensions, sizes areas and conditions. Also prior to bidding, contractor(s) shall investigate and verify nature and extent of work necessary and advise NPS in writing of any discrepancies and/or omissions in the requirements.

4. The contractor will confirm existing site conditions and measurements material samples and product submittals related to the proposed work will be prepared and submitted to the National Park Service (NPS). NPS approval shall be obtained prior to ordering materials.

5. Weather Limitation: Any work that could be impacted by weather condition shall only proceed when existing and forecasted weather condition permit work be performed according to manufacturer’s written instruction and warranty requirements.

6. Coordinate all work with prevailing weather conditions to Parks satisfaction.

7. Contractor(s) is solely responsible for measuring and verifying in field prior to bidding all existing dimensions, sizes, areas and conditions. Also prior to bidding, contractor(s) shall investigate and verify nature and extent of work necessary and advise NPS in writing of any discrepancies and/or omissions in requirements.

8. The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW.

9. Any on site storage of material shall be coordinated with the COR. No Connex boxes are permitted. Store and protect all materials in accordance with manufacturer’s requirements.

10. The contractor shall provide proper safety equipment to employees and ensure a safe work environment for employees.

11. Protect and do not disturb all existing historic on the Privy

12. Restoration of all ground and areas disturbed in execution of this contract shall be fully restored to original condition, including all grading, seeding (with park approved native seed mixture).

13. Any damage resulting from contractor’s operation shall be immediately brought to the attention of the Contracting Officers Representative.

14. The contractor shall take all necessary and reasonable measures to keep the site clean of trash and debris. Work areas shall be cleaned immediately as work in that area is completed. Place all trash and debris in approved containers, remove, and properly dispose of thrash off site daily. Keep work site clean on a daily basis.

15. At the completion of all work, the contractor shall remove all equipment, tools, surplus materials, and shall clean all work areas. The contractor shall be responsible for providing all tools, supplies, materials, and labor necessary for cleanup.

4.0 Quality Assurance

1. The quality of all work shall be the responsibility of the prime contractor. Inspect and test all work often enough, including all sub-contractors work to ensure that the quality of materials, workmanship, construction, finish and functional performance is in compliance with applicable specification and requirements.

2. The project superintendent or project manager shall inspect the project ensuring all work is completed.

3. The contractor shall submit with their bid the following documentation outlining their qualifications for the work.

a. Company qualifications:

i. Examples of 3 project of similar scope and complexity of this Scope of Work completed in the last 5 years. Project descriptions must be no more than one page, single spaced and written in 11pt. type.

Along with the project description submit no more than 4 photographs illustration the work. At least one photo should show the prior condition of the project to show the extent of the work.

b. All work shall be completed by qualified workers skilled I their trade. All work shall be done in a workman like manner. Substandard, defective work shall be corrected or replaced at the contractor’s expense. The contractor shall provide documentation for each subcontractor the will be used to show the following:

i. The contractor shall assign a qualified job superintendent to the work. The supervisor shall have control of the job site and be responsible for the work and present whenever work is ongoing either by the contractor’s own personnel or his subcontractors.

ii. Minimum worker/subcontractor qualification required:

1. Job Superintendent:

a. Minimum of 5 years of experience in construction field, at least 2 years of managing construction work crews.

2. Carpenter:

a. Minimum of two (2) years as a framing carpenter

5.0 Delivery

1. The contractor shall develop and submit a Quality Control Plan (QCP) that implements procedures to identify, prevent, and insure non-recurrence of defective services. The contractor’s quality control program is the means by which they assure themselves that their work complies with the requirements of the contract. The QCP shall be delivered to the COR for approval. After acceptance of the QCP the contractor shall receive the Contracting Officers acceptance in writing of any proposed changes to their QC system. A revised copy of the QCP shall be submitted to the COR within five (5) working days when changes are made thereafter.

2. Other plans and documents that must be submitted and approved prior to work beginning to include, but not limited to:

a. Health and safety plan

b. Project schedule

c. Schedule of values

d. Project site plan

e. Accident prevention plan

3. Plans and documents required after the start of the project include but not limited to:

a. Look ahead schedule of one week

b. Other plans and items as required by the tasks such as product submittals

c. Project photos

6.0 Government-Furnished Property

1. Facilities

a. The government will provide no facilities to the contractor. A staging area will be designated for the contractors use.

2. Utilities

a. There are no utilities for use on the site

b. Toilet facilities will not be provided to the contractor. The contractor shall provide a portable toilet for worker use and locked overnight

3. Equipment

a. The Government will provide no equipment to the contractor

4. Material

a. The Government will provide no material to the contractor

7.0 Security

8.0 Place of Performance

1. The Walnut Hill complex is located at 1384 Pawlings Rd, Phoenixville Pa 19460

9.0 Period of Performance

1. A non-mandatory pre-bid site meeting will be schedule by the Contracting Officer.

It is STRONGLY encouraged that each bidder visits the site and fully acquaints themselves with the problems and conditions they will encounter if they become the successful bidder. Since absence from visiting the project will not be considered as an excuse for misunderstanding of the requirements of the contract, bidders are strongly encouraged to visit the park and attend the pre-bid site visit(s).

2. The period of performance shall be 90 days from the Notice to Proceed.

3. Recognized Holidays:

a. The contractor is not authorized to work at the site on Federal Holidays or weekends unless specifically authorized in writing by the NPS Contracting Officer. Requests to work over a holiday or weekend must be received no less than 5 working days prior to the holiday.

4. Hours of Operation:

a. The contractor is responsible for conducting business at the site between the hours of 7:00 am to 3:30 pm Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Work outside of these hours will not routinely be approved and must be requested with the Park and COR no less than 5 days prior.
