140P4223Q0086 – VAFO Privy Stabilization Pavilion
AMENDMENT 0001
1. Is there a geotechnical report showing test borings and soil conditions? Every Screw Pile/ Helical pile foundation manufacture has asked for this information to be able to price these piles. Without this information they would have to way oversize them to allow for the worst possible soil conditions.
Since the SOW ask for delegated design for the helical pile, this is part of the contractor scope.
The park has no Geotechnical data for this site.
2. Are we to include fee’s for an engineer to design the foundations? We as contractors cannot do what is being asked of us to design a pile.
Since the SOW ask for delegated design, this is part of the contract.
3. Can we auger 24” diameter holes 36” deep and pour concrete foundations in lieu of installing a 36” diameter Pile that is 6’ long?
A full concrete foundation would be a delay to the project for archeological reasons.
4. Are there any utilities or historical artifacts in the area that would hinder our work?
Depending on what type of footing is proposed, a test pit will be dug by our archeologist. There are no utilities know in that area.
5. Is the soil that will be disturbed considered to be hazardous due to the close proximity of the privy?
The true History of this structure is unknown, some believe it to be a Milk House. The spoils will not be treated as hazardous.
7. Are there large rocks in the soil?
This is unknown as we have never excavated in that area.
8. Can our Superintendent also be the Quality Control Officer and the Site Safety and Health Officer?
This would be allowable for this project.
9. The drawings call out for plywood and moving blankets to be placed around the privy while our work commences. That will not protect the structure at all if something as heavy as a beam or roof deck sheet is dropped on it. Please advise if everyone is to price building a structural scaffolding structure around the privy and covering that with plywood to adequately protect the privy.
This will be accomplished as called out in the SOW. Section 1.0 (5). states "The contractor shall protect the Historical Privy from any damage during the construction of this shelter". Section 3.0 (11). "Protect and do not disturb all existing Historic Fabric on the Privy".
10. Are permits required? If so, is that the responsibility of the contractor?
No. Permits will be not required for this project.
11. Given the magnitude of this project, will AHA's in lieu of a full HASP/APP be acceptable?
A Health and Safety plan will be required as it relates to this specific project.
12. Is there water access onsite or in the park nearby?
Water can be provided at the site.

13. Is a full-time onsite QCM required?
Yes
14. Is in the contractor required to have an onsite full-time QCM, can the site superintendent triple hat as the QCM/SSHO/Site Super? If full-time QCM is not required onsite, can the Site Super/SSHO be a dual-hatted role?
Yes, this would be acceptable provided they are qualified for all three positions.
15. Is a port-o-John able to be staged on site?
Yes
16. Is an offer guarantee/ bid bond required?
No. Not required.
17. Is bonding required for this project?
Performance and payment bonds are not required, but Alternative Payment Protections are required. Please refer to the solicitation, page 26, clause 52.228-13 Alternative Payment Protections.
