The project encompasses comprehensive sidewalk infrastructure improvements including removal and replacement of existing sidewalks, concrete and architectural paver installations, and landscape restoration. Specific deliverables include installing 9,208 square yards of concrete sidewalk, 45,000 square feet of architectural pavers, 220 square feet of detectable warning surfaces, and 7,401 square yards of performance turf. Bids must be submitted electronically through the OpenGov procurement platform by January 6, 2026, at 2:00 p.m. A non-mandatory pre-bid conference is scheduled for December 17, 2025, at 10:00 a.m. via Microsoft Teams, and questions must be submitted through the platform's Question & Answer tab prior to the deadline specified in the solicitation timeline. The project will be evaluated across three distinct sections: Concrete Sidewalk, Brick Pavers - Driveways, and Landscape.
Qualified contractors must demonstrate a minimum of three years of successful operations, hold appropriate licensure, and maintain a minimum combined single limit liability insurance of $1,000,000. Bidders are required to provide 10 percent bid security, and successful awardees must furnish 100 percent performance and payment bonds. The solicitation includes a local vendor preference provision allowing local vendors within 10 percent of the lowest bid to submit best and final offers. Mobilization and maintenance of traffic costs are capped at 5 percent of the total project amount. The project includes a one-year general warranty from substantial completion and provisions for liquidated damages for schedule non-compliance. The City reserves the right to award multiple contracts or select secondary bidders based on responsiveness and overall project requirements. Evaluation criteria include responsiveness, responsibility, technical compliance with City of Daytona Beach and Florida Department of Transportation specifications, and overall bid pricing.
