About this file
This is a Request for Proposal (Addendum #4 Revision) issued by the City of Orlando Procurement and Contracts Division for a Pavement Management System implementation project (RFP25-0180). The City seeks a qualified consultant to collect pavement surface condition data and implement a comprehensive pavement management system covering approximately 1,050 lane miles of city-maintained streets and 55 centerline miles of brick surface streets. The consultant will replace or enhance the existing PAVER program from the American Public Works Association and is responsible for determining Pavement Condition Index (PCI) values, measuring road segment dimensions, creating GIS-compatible databases, and developing multi-year pavement rehabilitation programs. The project timeline includes a non-mandatory pre-proposal conference on May 21, 2025, at 1:30 p.m., a question submission deadline of June 2, 2025, at 5:00 p.m., and a proposal submission deadline of August 11, 2025, at 2:00 p.m. The contract term is six months, consisting of five months for initial inspection and data gathering and one month for final result compilation, with no renewal options specified.
Proposals will be evaluated using a point-based system weighted across four criteria: Operating Plan (48 points), Experience of Proposer and Assigned Management Team (25 points), Veteran Business Enterprise participation (2 points), and Price Proposal (25 points). All submissions must be made electronically through the City's e-Procurement Portal; paper responses will be rejected as non-responsive. The living wage policy requires covered service contractors to pay a minimum of $15.00 per hour for employees providing covered services. Proposers must provide comprehensive insurance documentation, including Workers' Compensation, Comprehensive Automobile Liability, and Commercial General Liability coverage. The contract is subject to Florida law, Orange County venue, and the City's Procurement Code provisions. No specific budget amount is stated in the RFP; however, the project's comprehensive scope and requirement for professional consulting services suggests a significant municipal investment in pavement infrastructure management.

4. SCOPE OF WORK AND TECHNICAL REQUIREMENTS
4.1. Description of Project
The City of Orlando (referred to as "City") is seeking to retain the services of a qualified consultant to implement a pavement management system. The City currently uses the PAVER program from the
American Public Works Association, but may consider other pavement management systems as proposed by the consultant. The Consultant will be responsible for the collection of pavement surface condition data and the initiation of the program.
4.2. Scope of Services and Technical Requirements
As set forth in this RFP, Proposals shall conform to the scope of services and technical requirements as set forth herein.
A. The City is seeking to retain the services of a qualified Consultant to implement a pavement management system. The City currently uses the PAVER program from the American Public Works
Association, but may consider other pavement management systems as proposed by the Consultant.
The Consultant will be responsible for the collection of pavement surface condition data and the initiation of the program.
B. The City’s road network varies in its structural composition and includes flexible and rigid pavements. Pavement condition data must be gathered in a sound, systematic and reproducible manner to ensure consistent and accurate results for all City maintained pavements.
C. The Consultant shall:
https://procurement.opengov.com/portal/orlando
1. Collect pavement condition data for approximately 1,050 lane miles of City streets; Annexed and additional mileage added on to contract
a) Additional miles for annexed or added roads to be added at unit price of contract, per mile.
2. Collect data and measure the surface condition of approximately 55 centerline miles of brick surface streets; in accordance with the PASER method, or other standard as proposed by the consultant.
3. Provide Pavement Condition Index (PCI) values for all roadway segments, which shall be determined by most efficient and accurate method, in accordance with ASTM D6433.
4. Determine the length and width of each road segment and provide this information to the City in a user-friendly GIS format.
5. Provide periodic updates on pavement condition for City streets, as needed.
6. Acquire other pavement related data and configure the system as required to generate multi-year pavement rehabilitation programs that reflect the City’s policies and practices.
7. Upload all data to the City’s computer network in a format which is compatible with the most current version of MicroPAVER, Cityworks, Cartegraph (Software), or other pavement management systems as proposed by the consultant.
8. Create a new File Geodatabase (Line Type) containing each surveyed pavement segment and the attribute data listed above. City Staff will supply a copy of the Street Centerline File Geodatabase for reference.
For the purposes of linking the new File Geodatabase to existing GIS layers and the Paver Database, this File Geodatabase should include the following:
a) The Segment ID of the corresponding segment in the Street Centerline File Geodatabase.
b) The Street Name of the segment (including the cross streets at the start and end of the segment) in the appropriate format to match the Street Centerline File Geodatabase. This includes separate fields for the street Direction, Name, and Suffix.
c) The Date the data is observed.
9. Provide a written report documenting the work done and summarizing the key findings of the project;
on a monthly basis and also at the time of each invoice submission.
10. Produce the template for an annual pavement report to be submitted at the end of each calendar year documenting work performed, results of the work program, budget level analysis, strategies for the upcoming year and other related information; and
11. Prepare and implement a five-year strategy to accomplish a frequency for future reassessment of pavement surface conditions.
12. Prepare data and documentation for PCI predictive futures and fiscal impacts of strategies including industry termed “worst first”, “best first” along with documentation illustrating the budgetary requirements for the program to maintain current PCI score, to improve to a determined score, or to eliminate current backlog.
4.3. Work Program and Fee Schedule
Phase 1
Task 1: Project Kick-Off
Objectives:
1. Conduct a Project Kick-Off meeting to initiate the project.
2. Acquire data necessary to initiate fieldwork including City GIX street centerline file.
Deliverable
1. Minutes of Meeting documenting relevant items discussed, and decisions taken at the Project Kick-
Off Meeting
2. Finalized Project Communication Plan
Task 2: Prepare for Fieldwork / GIS Integration
1. Prepare all necessary maps and databases required for efficient and accurate collection of field data per ASTM D6433 and approved data collection method.
2. Configure the data collection vehicle (if applicable) to meet the requirements of the project, including the creation of a calibration site.
3. Obtain approval of camera angles/views in digital imagery from City staff to capture GPS (sub-meter) location of each representative pavement distress per segment.
Assumptions:
The network definition (e.g. the Street Name and From/To Termini descriptions) from the existing pavement database will be maintained and ported to the Pavement Management database.
GIS Requirements
The Pavement Management Database will need to be compatible with SQL Server 2009. Server location and setup is TBD.
The Section ID numbers should be intelligently numbered to correspond to Street Name and well-spaced as to accommodate additional Sections for future segment splits.
In addition to the standard shapefile/s to be set-up and connected to the Pavement Management data, we require a new, separate ESRI File Geodatabase/s that will allow us to calculate:
1. The lane mileage for the entire City of Orlando (within ½ mile accuracy).
2. The pavement area of each Pavement Management Section. The areas should include separate calculations differentiating the main pavement area (i.e. pavement length by pavement width) and the curb return radius areas at the ends of each segment.
You can develop the best type of File Geodatabase/s to capture this information, be it polygons or lines, as long as the Sections are properly divided and given their proper Section ID number. The File
Geodatabase/s need not contain every captured field for the pavement survey, but contain a minimal amount of fields to calculate the information needed for Lane Miles and Section area, and joinable to the rest of the Pavement Management data base fields via the Section ID number as needed.
The City of Orlando Street Centerline File Geodatabase will be provided by City staff, which will be used only to reference the coordinate system as well as the street names, whose spelling and format is to be mimicked. City staff will provide updates of this File Geodatabase periodically as it is populated with new streets, or any street names are changed. City staff will also provide aerial photographs, though it is of utmost importance that this data is never shared with any person or agency outside of this project, as that would violate copyright.
Deliverables:
1. Maps and Field Book prepared for field work
2. Prior to full scale field collection, meet with City staff on 10 example segments to come to agreeance on scoring and distress collection results.
3. Data collection vehicle configuration to collect geo-located digital imagery to meet the requirements of the project (if applicable)
4. Sample digital images for review and approval by City staff
Task 3: Field Work
Systematically collect geo-referenced digital imagery of City maintained roads per ASTM 6433.
1. Measure all pavement distresses within a given sample area in each roadway segment (for segments where data collection vehicle is not used). Pavement distresses and the location of the first sample area will be determined as per ASTM 6433.
2. The number of sample areas to be inspected per roadway segment are shown in the table below, where (N) is the total number of 2,500 square foot sample units within a given segment and (n) is the minimum number of units that are to be inspected.
Total No. of Sample Units in
Section (N)
Min. No. of Units to be Inspected
(n)
1 to 5 n = N
6 to 15 6
16 to 40 8
Over 40 20 %
Deliverables:
1. Geo-referenced, pavement oriented digital imagery of City maintained roads for subsequent pavement condition rating and pavement length and width measurements in the office.
Task 4: Acquire Pavement Condition Data
Objective:
To Acquire pavement condition data either from pavement survey field measurements or geo-referenced digital images, depending on the approved approach.
1. The Pavement Management system looks at different distresses for AC surfaced roads and PCC surfaced roads. In addition, the severity and extent of AC distresses is typically assessed based on length or area of the pavement affected by the distress. The severity and extent of PCC distresses is typically assessed on a slab-by-slab basis.
2. For brick surfaced streets, create a model based on the PASER method or accepted alternative presented by the consultant. This model will focus on distortion related distresses since cracking related distresses clearly do not come into play in this case. Patching will also be included in the model.
The resulting PCI scores of brick surfaced roads will then be reviewed by City staff.
Deliverables:
1. A computerized Pavement Management report that lists the PCI score for each road segment in the database. This report can be sorted as required for review by City staff.
Task 5: Pavement Length and Width Determination
Provide pavement length and width information for each road segment maintained by the City. Note locations at which a significant change in paved width occurs. Turning lanes and widened lanes at intersections will be considered as part of this exercise in order to provide an accurate area of the City maintained roadway network. In addition to the length and width of the roadway, the curb return radius areas at the ends of each segment should be determined.
Deliverables:
1. Pavement Management database containing the nominal width of each section of road in the pavement management system.
2. Additionally, provide a more detailed database containing information about the widths and location of width changes for the City’s road network.
Task 6: Provide Geo-Referenced Digital Images
Provide geo-referenced, sequential digital images of the forward-looking pavement / right of way view
(where data collection vehicle is used). Provide photographs, with GPS (sub-meter) locations, of each representative pavement distress for segments where field measurements are collected for PCI data
(i.e. where data collection vehicle is not used).
1. Sequential, geo-referenced digital images of pavement/right of way view in JPG format with an approved quality and resolution.
2. Uniquely name each image and associate the images with the corresponding road segment.
3. Configure Pavement Management Database so that the images for each road segment can be viewed in sequential order.
Phase 2
Task 7: Delivery of PCI Data
Objectives:
Assist with the upload of all data to the City’s computer network in a format which is compatible with
MicroPAVER (Version 7.1), Cityworks, and Cartegraph or any approved pavement management software provided by consultant.
Deliverables:
1. Data to be uploaded to City computer(s)/network.
2. Provide 5 drives containing all pavement condition data collected, that is compatible with the software stated above.
Task 8: Infrastructure Report and Templates
1. Provide an infrastructure report that:
a. Documents the work done as part of this project; and,
b. Summarizes the key findings of the project.
2. Provide an annual pavement report template that City staff can use to document:
a. Pavement rehabilitation work performed in the past year;
b. The results of the work performed;
