About this file

This is an Erosion, Sedimentation & Pollution Control (ES&PC) Plan for the PATH400 Along Adina Drive project in Fulton County, Georgia, prepared by Livable Buckhead Inc. in coordination with the City of Atlanta and the Georgia Department of Transportation. The project consists of constructing a 10-foot multi-use trail along Adina Drive connecting to Lindbergh Drive, incorporating a road diet that reduces existing 12-foot lanes to 10.5-foot lanes. The construction scope includes clearing and grubbing, roadway construction with reduced lane widths, drainage improvements, utility coordination, permanent grassing and sod installation, and comprehensive erosion and sedimentation control measures. The project is located between stations 10+75.00 and 18+50.00 on Adina Drive with a total disturbed area of 0.26 acres. The ES&PC Plan was prepared on July 31, 2015, with revisions dated August 1, 2016, and identifies two outfall discharge locations draining into Peachtree Creek, an impaired stream segment designated as Category 4a under the 305(b)/303(d) list with fish biointegrity criteria violations attributed to urban runoff.

The plan incorporates a three-stage construction sequence with specific Best Management Practices (BMPs) for each phase: initial BMPs including perimeter inlet sediment traps and construction exits prior to clearing operations; intermediate BMPs including temporary grassing, mulch placement, and inlet sediment trap maintenance during earthwork progression; and final BMPs consisting of permanent grassing and sod installation upon final grade establishment. Sediment basins are not utilized at the outfall locations due to adverse impacts from construction and removal activities, and the plan documents representative sampling justification based on disturbed acreage, average outfall slope, and soil erosion index characteristics. The contractor is responsible for establishing construction exit locations, developing the detailed construction schedule post-award, and implementing pollution control measures including petroleum storage and spill prevention plans, dewatering and pumping protocols with water quality sampling requirements, dust control in accordance with Standard Specification Section 161, and strict adherence to stream buffer protection regulations. The project requires design professional certification, Level II erosion and sedimentation control qualification, and compliance with Georgia's GAR 100002 NPDES permit requirements and the Manual for Erosion and Sediment Control in Georgia standards.

Sediment storage volume must be in place prior to and during all land disturbance activities until final stabilization of the site has been achieved. A written justfication explaining the decision to use equivalent controls when a sediment basin is not attainable must be included in the plan for each common drainage location in which a sediment basin is not provided. A written justification as to why 67 cubic yards of storage is not attainable must also be given. Worksheets from the Manual must be included for structural BMPs and all calculations used by the design professional to obtain the required sediment storage when using equivalent controls. When discharging from sediment basins and impoundments, permittees are required to utilize outlet structures that withdraw water from the surface, unless infeasible. If outlet structures that withdraw water from the surface are not feasable, a written justification explaining this decision must be included in the plan.
