About this file

This is a Sole Source Notice issued by the Oregon Department of Forestry (ODF) for the procurement of forest planning software and related services from Spatial Planning Systems (SPS). The procurement (S-62900-00001231) seeks to establish a sole source contract for the provision of Patchworks forest planning software, software customization, and technical support services. ODF intends to utilize Patchworks to support forest management decision-making and strategic planning efforts within the State Forests Division. The primary deliverables include current version Patchworks software with license keys and internet authentication access for two concurrent annual use licenses, along with technical support services. Additional deliverables encompass consulting and development services for updating existing model code, data integration, script development, model rules implementation, and automated reporting within the Patchworks system. All customization work must be completed by December 31, 2026. The protest deadline for this sole source determination was November 17, 2021, at 3:00 PM, with protests to be submitted to Burke Mayer at burke.mayer@oregon.gov.

ODF has determined that SPS is the sole source capable of providing the necessary Patchworks software licenses and associated support services, citing the specialized expertise required for forest planning modeling and ODF's existing investment in Patchworks-based workflows. To qualify as a protestor challenging this sole source determination, an entity must demonstrate the ability to provide all software and associated services including upgrades, customization specific to ODF's requirements, training, and support. The procurement documentation does not specify contract pricing, funding amounts, or renewal terms. Licensing may be renewed annually at ODF's discretion. The sole source authority is granted under OAR 125-2460-0170 and OAR 125-247-0275. No information is provided regarding set-asides, incumbent vendors, or disadvantaged enterprise requirements.

Sole Source Notice: S-62900-00001231 ODF intends to enter into a sole source contract with Spatial Planning Systems (SPS) to provide forest planning software (Patchworks), software customization, and technical support. SPS is a forestry consulting and software development company specializing in spatially explicit, long-range forest planning, and decision support. ODF uses the Patchworks software to support forest management decision making and planning. SPS will provide software and technical support services to ODF directly related to the ongoing use and customization of the Patchworks application in support of strategic and implementation level forest modeling efforts at ODF. ODF has made the determination that SPS is the sole source capable of providing the necessary Patchworks software licenses and associated support.

ODF anticipates that SPS will provide the following services for this project:

1.0 Project Overview

This project will build on past modeling efforts within the State Forests Division of ODF the relied on the Patchworks forest planning model software.

Forest planning models, generally, are used by landowners and natural resource managers to aid in long-term evaluation of forest management alternatives and to evaluate trade-offs and outcomes affected by management actions (e.g. harvest, revenue, habitat, forest health).

ODF uses forest planning models to support the development of long-range strategic plans as well and more near-term implementation and annual operations plans. Forest planning models are highly technical and require specialized knowledge and expertise.

ODF has used the Patchworks forest planning model during past projects and has developed data and expertise to support the necessary workflows. ODF intends to use the Patchworks forest planning model software to support strategic and implementation level forest planning and to aid in related decision support.

2.0 Tasks, Deliverables and Due Dates – SPS

Deliverable 1: Patchworks Software and License SPS will provide ODF with the most current version of Patchworks. SPS will also provide license keys and/or internet authentication access necessary for two concurrent use annual licenses and associated technical support. Licensing may be renewed annually at ODF’s discretion.

Deliverable 2: Customization and Implementation SPS will provide consulting and development services as needed to assist ODF in updating existing model code to use current data provided by ODF and model rules consistent with current forest management plans. Additional customization may be provided by SPS to implement model rules for evaluating alternative forest management. Specific customization tasks may include data integration, script development, model rules and accounting, and automated reporting within the Patchworks system. Specific work items will be determined through consultation with SPS to meet ODF needs and level of support.

accounting, and automated reporting within the Patchworks system. Specific work items will be determined through consultation with SPS to meet ODF needs and level of support.

SPS shall complete all work by December 31, 2026.

The Oregon Department of Forestry has made a determination that the level of expertise for this project is only available from one source, Spatial Planning Systems.

ODF intends to enter into this sole source agreement under authority granted in OAR 125-2460- 0170 and OAR 125-247-0275.
