About this file

This is a Sole Source Justification Form for the Illinois Department of Transportation (IDOT) Office of Highways Project Implementation seeking a contract amendment with Replica, Inc. for All-Applications Access software. IDOT requires an upgrade to its existing Replica subscription to include specialized scenario-planning applications—Road Closure Scenario, Safe Streets Planner, and Active Transportation Analysis—that enable the agency to evaluate safety outcomes, test infrastructure interventions, and assess system impacts of road closures across Illinois. The need was identified on February 24, 2025, with services required by January 1, 2026. The contract is structured as a one-time amendment to the existing Replica Data Proprietary Model contract (24-494DOT-FINAD-P-62707), with an initial term running from execution through March 4, 2027, to align with the existing contract expiration date. No renewal options are included in this amendment.

The contract value for this amendment is $900,000, representing a 4 percent discount applied to the All-Applications upgrade for the remaining 15 months of the subscription. The amendment is funded through State Appropriated Funds. IDOT evaluated alternative vendors including AirSage, StreetLight, and Teralytics but determined they were unacceptable due to aggregated data limitations and less frequent update cycles; Replica alone provides individual-level traveler characteristics with semi-annual or weekly updates necessary for Justice 40 compliance and equity measure evaluations required by Illinois law and federal mandate. IDOT determined the price fair and reasonable when compared against the cost of independently acquiring equivalent datasets and performing associated analyses. The contract obligates the State to Replica for ongoing maintenance and updates, as Replica Trends are updated weekly and Replica Places models are updated twice annually as part of the annual subscription fee. The sole source was approved by the State Purchasing Officer on December 15, 2025, with initial posting to the Illinois Procurement Bulletin on December 16, 2025.

Section VI - Business Rationale

1. Provide a detailed explanation of the need for the supplies or services:

The Illinois Department of Transportation (IDOT) requires continued access to Replica’s All-Applications Access platform to support statewide planning, safety analysis, and policy evaluation. This subscription expands IDOT’s existing use of Replica’s calibrated travel demand model by adding specialized scenario-planning applications including Road Closure Scenario, Safe Streets Planner, and Active Transportation Analysis that directly address IDOT’s priorities around system resilience, roadway safety, and multimodal planning.

These services provide IDOT with timely, accurate, and privacy-preserving insights into how people and goods move across Illinois.

Unlike traditional travel surveys, which are infrequent and limited in scope, Replica delivers a continuously updated, validated, and statewide model of travel behavior. This enables IDOT to:

Monitor current travel patterns and mode choices at the household and person level.

Evaluate the safety and mobility impacts of proposed interventions (e.g., road closures, traffic calming, bike/pedestrian improvements).

Inform infrastructure investment, program design, and policy decisions with data that is consistent, calibrated, and integrated into existing IDOT workflows.

In short, these services are essential for IDOT to make evidence-based decisions, improve transportation safety, and plan for resilient, multimodal systems across the State.

This change order is germane to the original contract as signed.

2. Provide a list and describe in detail the specifications required to satisfy the need:

Third-party mobile location data and GPS data should provide the characteristics of individual travelers; superior to travel demand surveys, which rely on survey participants to track their own individual data; extrapolate a broader segment of the population than other data/tools that are presently on the market today; must provide reliable alternative mode choice for secondary travel options;

and must be updated on a semi-annual basis, whereas household travel surveys are done less regularly. In addition, the system must include scenario-planning applications that support IDOT’s safety, resiliency, and multimodal planning objectives. The capabilities listed below demonstrate the unique, economically feasible value Replica provides:

The use of dozens of de-identified and anonymized data sources, including mobile carrier data, location data from third-party aggregators, and household characteristic data to generate an internally consistent and representative travel model for a region and/or State. Replica develops and implements proprietary technology to estimate daily individual itinerary characteristics, based on analyzing locations from millions of devices, while ensuring individual privacy of travelers is protected.

Replica is the only fully-calibrated travel demand model offered as Software-as-a-Service that enables the public sector to understand the movement of people and goods, now enhanced by exclusive applications such as Road Closure Scenario, Safe Streets Planner, and Active Transportation Analysis.

Replica provides complete organizational access, with unlimited seats, allowing each member agency a single source of baseline data, thereby creating a common data framework for technical and policy collaboration.

Replica’s machine learning and data science team has extensive experience in developing advanced travel demand models using mobile phone data techniques, and has established theoretical and practical links to the demand side by tailoring products specifically toward travel demand modeling and scenario analysis needs.

Replica leverages both public and proprietary data sets in building modeling and planning tools. The engineering and science team has a proven, demonstrated ability to handle privacy-sensitive datasets and extremely large datasets.

Replica is a browser-based web-service, requiring no client installation, on-premise storage solutions, or expensive hardware. There are no restrictions to the number of users as long as they belong to the same organization.

Replica enables customers to consume data and application outputs including all travel demand model results, safety analysis, and active transportation measures through a web interface or scheduled cloud transfers of the underlying activity tables.

Replica’s new suite of applications directly supports IDOT’s objectives: Road Closure Scenario helps test system resiliency during planned or emergency disruptions; Safe Streets Planner identifies high-risk corridors and evaluates safety improvements; and Active Transportation Analysis measures and forecasts walking and biking trips to guide multimodal investments.

Replica’s data and applications are already integrated into workflows across the State, providing consistency and continuity in transportation planning, safety analysis, and policy development.

The add-on includes additional data that the Agency requires. It is an add-on application that is part of the larger software "Replica" that IDOT already uses. The Agency already has and uses the main software "Replica" but there are additional tools and apps. The Agency requests that we procure for these additional applications so that Replica can use driving event data from vehicles to provide information on corridors that are high risk for vulnerable users such as pedestrians and cyclists.

The Road Closures Scenario Tool is another app or "addition" that uses the same model that develops the data that the Agency uses from Replica currently cannot project what would happen if a section of road is closed. This tool provides rapid results to inform planning processes (such as construction planning). By procuring these additional applications, the Agency would satisfy the requested need to provide information to the motoring public related to possible road closures and to provide alternate measures of travel.

Requesting Agency/University IDOT

3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?

Replica’s All-Applications Access provides a unique suite of applications that extend the Department’s existing subscription to better support safety, resiliency, and multimodal planning goals. This upgrade builds upon Replica’s proven Places product by enabling IDOT to test real-world interventions and forecast their impacts in ways no other vendor can provide.

The All-Applications suite includes:

Road Closure Scenario: to evaluate the system-wide impacts of planned or emergency closures on mobility, safety, and access.

Safe Streets Planner: to identify high-risk corridors and simulate the effects of safety improvements.

Active Transportation Analysis: to measure, forecast, and plan for walking and biking trips to support multimodal investment strategies.

Together, these applications deliver an accurate and trustworthy framework for testing the effectiveness of proposed solutions, while continuing to provide the baseline insights Replica Places and Trends already deliver.

Replica remains the only vendor capable of providing these services due to the following unique features:

-Composite data sources: The use of dozens of de-identified and anonymized data sources, including mobile carrier data, location data from third-party aggregators, and household characteristic data, to generate an internally consistent and representative travel model for a region or State. Replica develops and implements proprietary technology to estimate daily individual itinerary characteristics from millions of devices while ensuring privacy is protected.

-A shared platform: Complete organizational access with unlimited seats, creating a common statewide data framework for technical and policy collaboration.

-Fully calibrated: Replica is the only fully calibrated travel demand model offered as Software-as-a-Service that enables the public sector to understand the movement of people and goods, now with additional scenario-based applications built directly into the platform.

-Specialized data science: Replica’s team has extensive research and applied experience developing travel demand models using mobile phone data techniques. Unlike general-purpose data vendors, Replica has built a product tailored specifically for Travel Demand Modeling and scenario-based analysis.

-Data access: Flexible options to consume both baseline model outputs and new application outputs through a web interface or scheduled cloud transfers.

-Software-as-a-Service (SaaS) delivery: A secure, browser-based web service requiring no client installation, on-premise storage, or special hardware, with no limits on the number of organizational users.

-Existing integration: Replica’s data is already incorporated into IDOT workflows, providing continuity and consistency while introducing new application-based capabilities.

For these reasons, Replica is the only economically feasible provider of the services required for IDOT’s All-Applications Access upgrade.

The add-on from Replica is only available from Replica. The add-on includes additional data (ex: the safe streets planner app adds in driving event data from vehicles to provide information on corridors that are high risk for vulnerable road users like pedestrians and cyclists) and also uses additional analytical tools within their interface to answer important questions that currently take us a lot of resources and time to do as one-off projects.

The best example of this second use case is the app that we’ve gotten the most requests from users for, the Road Closure Scenarios tool. This tool uses the same model that develops the data we use from Replica currently and can project what would happen if a section of road is closed. There are other ways to do road closure forecasts, but they are very labor-intensive to set up and to run. This tool provides rapid results to inform planning processes (such as construction planning). It would not be possible for us to take the data out of replica and use a different tool to do this same analysis, we would need an entirely different source of data and analysis.

4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:

Replica’s All-Applications Access includes unique capabilities that are not available from any other vendor and that directly support IDOT’s requirements for statewide planning, safety analysis, and multimodal investment.

-Privacy-Preserving Synthetic Population: Replica compiles de-identified and anonymized mobile location data and integrates it with Census-based household and person attributes to create a statistically valid “synthetic” population. These synthetic residents make the trips in the model, enabling IDOT to query trips by both trip-taker characteristics (income, household size, vehicle ownership, demographics) and trip characteristics (origin, destination, mode, purpose, time of day, route). No other provider offers this combination of privacy protection and person-level analysis.

-Scenario-Based Applications: Replica is the only provider offering integrated scenario-planning applications within a calibrated travel demand model. Road Closure Scenario uniquely allows IDOT to test the network-level impacts of planned or emergency closures. Safe Streets Planner identifies high-risk corridors and forecasts the safety benefits of interventions. Active Transportation Analysis measures and projects walking and biking activity to inform multimodal planning.

-Probabilistic Mode Choice: Unlike traditional models, Replica provides not only the most likely travel mode for each trip, but also the probability of alternative modes being chosen. This quantifiable feature enables IDOT to assess how close individuals are to shifting to safer or more sustainable travel modes.

-Detailed Trip Purposes: Replica distinguishes trips across multiple purposes—including work, school, shopping, recreation, social visits, and eating—whereas traditional models are typically limited to home/work categories. This level of detail provides more accurate inputs for policy, land use, and safety planning.

-Calibration and Seasonal Updates: Replica calibrates and validates model outputs using observed traffic, transit, and non-motorized counts from Illinois agencies. The model is updated and recalibrated twice (2 times) per year, enabling IDOT to monitor seasonal variation in travel and safety outcomes.

-Network-Level Detail: Replica produces link-level data tied to traveler and household attributes, allowing IDOT to assess impacts on specific corridors, intersections, and modes in ways that are not possible with other data sources.

In combination, these features make Replica the only vendor able to provide IDOT with a privacy-protected, fully calibrated statewide travel demand model enhanced by scenario-planning applications to evaluate roadway closures, safety interventions, and multimodal strategies.

5a. If yes, name the alternative vendors whose supplies or services were evaluated:

AirSage, StreetLight, Teralytics

5b. If yes, what were the alternatives for each vendor and why were they unacceptable? Be specific with regard to features, characteristics, requirements, capabilities and compatibility:

The firms listed above were considered as options. They also offer mobile location data that are used to develop trip origins and destinations by time of day. The purpose of each trip is generally imputed from the location data -- places frequency visited and the arrival time and duration of stay at the locations. The general benefits of these datasets are that they cover a large geographic area, they include many observations and they have a much quicker turnaround time than collecting household travel surveys. The main drawback of these datasets is that all data are aggregated so that the characteristics of individual travelers are not known. Additionally, household surveys are generally conducted once a decade or so in the Chicago region. The data is collected and provided through Replica is updated more frequently. Replica Trends is updated weekly, providing near, real time insights, and Replica Places is updated two (2) times a year, allowing the department to take seasonal weather patterns into consideration when looking at existing facilities.

There is no other vendor on the market that provides a more frequent update of data nor the necessary details of this data that IDOT needs to properly support legislative programmatic requirements mentioned in the paragraphs below.

The Department intends to use the Replica proprietary data source for a number of projects and initiatives. The initiatives have been on hold until a long-term contract can be implemented. Access to the Replica data is required to move forward with the Department's program initiatives. The Replica too is used to evaluate any new capacity projects IDOT undertakes. IDOT is required by law to support the federal Justice 40 initiative. Replica Trends allows IDOT to evaluate equity measures required by Illinois law. The Department must update our equity measure for the data driven decisions tool and the Department requires Replica data to complete this requirement.

The Replica data will also assist the Department with implementation of the federally required Justice 40 initiative – one specific example is our National Electric Vehicle Charging Infrastructure (NEVI) program. IDOT will soon announce a Notice of Funding Opportunity to EV charging providers to build Direct Current Fast Chargers every 50 miles on our interstates. Per the Justice 40 requirements, 40% of the ‘benefits’ of these chargers must fall within a Justice 40 area. The data Replica provides is necessary for IDOT to comply with the Justice 40 requirements.

5c. Explain how the market evaluation was conducted?

*This evaluation is to determine available options within a market. If the evaluation is to determine quality or best suited option, this is not the appropriate source selection. Under no circumstances shall the evaluation consist of testing alternative options. These activities must be conducted in a competitive transparent environment (i.e. IFB or RFP).

Many of the Metropolitan Planning Organizations in the state utilize the data from AirSage, StreetLight, or Teralytics. Staff asked relevant modeling staff from the state’s MPOs as to what service providers they utilize for similar transportation modeling efforts.

6. Are there resellers or distributors?

Yes No N/A

7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?

The proposed price was reviewed against the cost IDOT would incur to independently acquire equivalent datasets and perform the associated analyses, which would require significantly greater staff time and resources. Additionally, a 4 percent discount was applied for the All-Applications upgrade for the remaining 15 months of the subscription, ensuring the price is fair, reasonable, and advantageous to the agency.

8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?

Yes No

8a. If yes, please provide details regarding future obligations and/or needs:

Replica delivers this unique combination via a secure hosted browser-based web-service, requiring no client software installation, on premise storage solutions, or new hardware. There are no restrictions to the number of users as long as they belong to the same organization. Replica Trends are updated weekly and Replica Places models are updated two (2) times each calendar year as part of an annual subscription fee.

9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?

Without this project, IDOT will miss the opportunity to obtain critical data and analysis that will be helpful to municipalities, regions, MPOs, and IDOT for planning and funding roads and bridges in Illinois.

10. Is there any additional information you would like to add to justify this sole source?

Q3Answer: Replica’s All-Applications Access provides a unique suite of applications that extend the Department’s existing subscription to better support safety, resiliency, and multimodal planning goals.

Q4Answer: Replica’s All-Applications Access includes unique capabilities that are not available from any other vendor and that directly support IDOT’s requirements for statewide planning, safety analysis, and multimodal investment.

Q5aAnswer: AirSage, StreetLight, Teralytics
Q5bAnswer: The firms listed above were considered as options. They also offer mobile location data that are used to develop trip origins and

destinations by time of day.

Q5cAnswer: Many of the Metropolitan Planning Organizations in the state utilize the data from AirSage, StreetLight, or Teralytics. Staff asked relevant modeling staff from the state’s MPOs as to what service providers they utilize for similar transportation modeling efforts.

Q7Answer: The proposed price was reviewed against the cost IDOT would incur to independently acquire equivalent datasets and perform the associated analyses, which would require significantly greater staff time and resources. Additionally, a 4 percent discount was applied for the All-Applications upgrade for the remaining 15 months of the subscription, ensuring the price is fair, reasonable, and advantageous to the agency.

Q8aAnswer: Replica delivers this unique combination via a secure hosted browser-based web-service, requiring no client software installation, on

premise storage solutions, or new hardware. There are no restrictions to the number of users as long as they belong to the same organization. Replica Trends are updated weekly and Replica Places models are updated two (2) times each calendar year as part of an annual subscription fee.

Q9Answer: Without this project, IDOT will miss the opportunity to obtain critical data and analysis that will be helpful to municipalities, regions, MPOs, and IDOT for planning and funding roads and bridges in Illinois.
