About this file
This is a sole source justification letter from Replica, Inc. to the Illinois Department of Transportation (IDOT) dated September 3, 2025, supporting a proposed All-Applications Access subscription expansion to IDOT's existing statewide analytics platform for transportation planning. The proposal seeks to add specialized scenario-planning applications including Road Closure Scenario, Safe Streets Planner, and Active Transportation Analysis to enable IDOT to evaluate safety outcomes, test infrastructure interventions, and assess system impacts of road closures and multimodal investments. Replica's platform is described as the only fully-calibrated travel demand model offered as a privacy-first Software-as-a-Service solution in the public sector market. The platform integrates dozens of de-identified and anonymized data sources, including mobile carrier data, third-party location data, and Census-based household attributes, with model outputs calibrated and validated twice annually against observed local data. The system provides a browser-based, secure platform via SaaS with unlimited organizational access requiring no local installation or specialized hardware.
The justification emphasizes that Replica is the sole economically feasible source for this integrated offering due to its unique combination of capabilities, including the ability to analyze both trip and traveler attributes through a privacy-first synthetic population, probabilistic mode choice outputs supporting transit and active transportation policy evaluation, and detailed trip purpose delineation. The platform delivers multiple pathways for accessing model outputs through a web interface that can integrate into IDOT's existing planning workflows. No specific pricing, contract term, renewal options, or funding sources are detailed in this letter; the document serves solely to establish the basis for sole source procurement under Illinois procurement guidelines.

Dear Ms. Bieneman, Thank you for considering this proposal for Replica to expand our statewide analytics platform for transportation planning in Illinois through the All-Applications Access subscription, building on our existing partnership with the State.
This proposal meets the State of Illinois’s procurement guidelines regarding sole source contracting because this product, for the reasons set forth below, is available from only one economically feasible source: Replica.
Replica is the only fully-calibrated travel demand model offered as privacy-first Software-as-a-Service that enables the public sector to understand the movement of people and goods, and the only platform that integrates specialized scenario-planning applications within this modeling framework. The capabilities outlined below demonstrate the unique, economically feasible value Replica provides to public sector agencies:
● Exclusive access to applications: Road Closure Scenario, Safe Streets Planner, and Active
Transportation Analysis that allow IDOT to evaluate safety outcomes, test infrastructure interventions, and assess system impacts of road closures and multimodal investments.
● The use of dozens of de-identified and anonymized data sources, including mobile carrier data, third-party location data, and Census-based household attributes, to generate an internally consistent and representative statewide travel model while protecting individual privacy.
● Calibration and validation of model outputs against observed data from local agencies, including traffic, transit, and non-motorized counts, with updates and recalibration twice (2 times) per year.
● The ability to analyze both trip attributes (origin, destination, mode, purpose, time of day, route) and traveler attributes (household income, vehicle ownership, demographic characteristics), made possible through Replica’s integrated privacy-first synthetic population.
● Probabilistic mode choice outputs that not only identify the most likely mode of travel but also the probability of mode shifts, supporting evaluation of active transportation and transit policies.
● The ability to delineate between detailed trip purposes at the individual trip level (work, school, shopping, eating, recreation, social visits) for more comprehensive planning than traditional models.
● A single, browser-based, secure platform delivered via SaaS with unlimited organizational access, requiring no local installation, on-premise storage, or specialized hardware.
● Multiple pathways to access model outputs, including web interface, enabling integration into
IDOT’s planning workflows.
Given these capabilities, Replica remains the only provider able to meet IDOT’s requirements for an integrated, privacy-preserving, fully calibrated travel demand model with scenario-based applications for safety, active transportation, and system resilience.
