About this file
This document is a Sole Source Justification Form for the Illinois Department of Human Services to designate 211 Illinois Incorporated as the 211 Lead Entity to manage the 211 dialing code and provide statewide 211 information and referral services in Illinois. The contract term is from April 16, 2022 to June 30, 2027, with no renewal options. 211 services are currently provided by three organizations serving 13 counties, and designating 211 Illinois Incorporated as the statewide lead entity will allow these services to be available across the state. This is a cost-neutral procurement for the state, as 211 services are provided at no cost to the Department of Human Services.

Section VI - Business Rationale
1. Provide a detailed explanation of the need for the supplies or services:
The 211 Illinois Incorporated has been identified as a zero dollar sole source procurement. 211 has been set aside by the FCC to provide citizens with a universal, easily remembered telephone number to call to get critical information about human services. Similar in concept to 911, which is used for emergency police and fire calls, or 411, used for Directory Assistance, 211 call centers now operate in 46 states and serve over 243 million Americans.
2. Provide a list and describe in detail the specifications required to satisfy the need:
As indicated in Public Act 096-0599, in awarding the previous contract, the Department shall ensure that the 211 lead entity has the organizational capacity to carry out the terms of the new contract and that the contract is cost-neutral to the department. The 211 Illinois Incorporated has been identified based on their qualifications to provide governance and oversight to deliver a quality 211 statewide service utilizing existing resources at their disposal. The 211 Illinois Incorporated will utilize existing third party resources capable of supporting operations needed for a Statewide initiative.

Requesting Agency/University IL Department of Human Services
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
The 211 Illinois Incorporated is the only known vendor with the capacity to provide the services with no cost to the State.
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
Currently, 211 serves over 243,000,000 Americans covering 46 states plus Washington, D.C. and Puerto Rico. Also, more than 28% of the Canadian population is served by 211. 211 has been set aside by the FCC to provide citizens with a universal, easily remembered telephone number to call to get critical information about human services. Implementing a contract with the 211 Illinois Incorporated as the lead entity is part of an on-going effort by the State of Illinois to expand 211 services to allow Illinois residents to easily access health and human services information. This project will enable Illinois to deliver critical information on health and human services in specific geographic areas. The 211 Illinois incorporated has a strong affiliation with the United Way which can serve as a private funding source. United Way has demonstrated a strong ability to raise funds for 211 and network throughout the communities which will be essential to roll out 211 statewide in Illinois.
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No
5a. If no, why weren't alternatives evaluated?
The 211 Illinois Incorporated has the necessary expertise, resources, community support and ability to provide governance and oversight as articulated in Public Act 096-0599 and also provide the service at no cost to the State.
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
No state funding is required with Illinois 211. As indicated in Public Act 096-0599, in awarding the contract, the Department shall ensure that the 211 lead entity has the organizational capacity to carry out the terms of the contract and that the contract is cost-neutral to the department.
8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
There will be a negative impact on the continuity of 211 services that are currently being provided within three geographic areas. Each organization worked with the existing telecommunication carriers to ensure an effective transfer of calls made to the 211 services with the assistance of the Illinois Commerce Commission (ICC). Necessary agreement with telecommunication carriers would delay any further implementation of 211 services beyond the three organizations already identified. These three organizations have strong ties and receive funding from the United Way.
10. Is there any additional information you would like to add to justify this sole source?
Without 211 services, Illinois residents will be without an easy method to call to get critical information about health and human services. The state will lose the ability to build on an existing 211 infrastructure identified by Public Act 93-0613 which established the 211 Human Services Collaboration Board to oversee the implementation of 211 services as a pilot project. Department of Human Services will be in violation of its statutory authority, as indicated under Public Act 96-0599, to identify, designate and enter into a contract with a lead entity to expand 211 services statewide. No other entity is known that can deliver the qualifications of the lead entity with a public or private governance structure to include state health and human services departments; expertise in planning for a statewide information and referral system; demonstrated support from community partners; access to human services; collection of needed information about human services; periodic reports and cost-neutral to the Department.
