About this file
The document is a Sole Source Justification Form for a Joint Purchase Master Contract between the Illinois Department of Central Management Services (CMS) and ComWell, a qualified not-for-profit agency for persons with severe disabilities, to provide a variety of bakery mixes. The contract term is from April 20, 2023 to April 19, 2024, with no renewal options. The estimated value of the initial term is $12,749,629.17. CMS determined that contracting with ComWell through the State Use Program, as allowed by Illinois Procurement Code, was in the best interest of the State and would provide employment and job training for 15 persons with disabilities.
The pricing for the proposed agreement was reviewed and determined to be fair and reasonable by the State Use Committee. This sole source procurement is being used for transparency and to meet the requirements of the State's Joint Purchasing Act. If the contract is not approved, it would result in the loss of employment and job training for the 15 persons with disabilities.
