This is a Technical Specifications document for the Eugene Water & Electric Board (EWEB) Invitation to Bid (ITB) 26-056-PW for water main replacement work on Arthur Street to Amazon Creek Bridge in Eugene, Oregon. The project involves the removal and installation of approximately 125 linear feet of 8-inch ductile iron pipe and appurtenances, including a section braced to the bottom of the Amazon Creek Bridge. Key work components include maintaining erosion control procedures to prevent contaminants and debris from entering Amazon Creek, performing complete tracer wire continuity testing, water main flushing, and hydrostatic pressure testing of the new pipeline. EWEB will handle pipeline disinfection, connection of the new pipeline to the existing system, and all testing and inspection services. All work must be completed by dates specified in the contract documents, with work hours restricted to 7:00 a.m. to 7:00 p.m. The project requires prevailing wages and adherence to City of Eugene construction standards, erosion and sediment control permit requirements, and right-of-way permit conditions.

The contract specifies unit price and lump sum bid items, including mobilization and demobilization, over-excavation, 8-inch ductile iron pipe installation, curb and gutter, sidewalk restoration, asphalt concrete, erosion control and creek protection, traffic control, and as-built drawings. Contractors must submit a construction schedule for approval before commencing work, provide a minimum 48 hours' notice for EWEB inspections, and submit a minimum 2-week advance notice for tie-in work scheduling. Required submittals include a construction site safety plan, erosion and sediment control plan, traffic control plan, and hydrostatic test plan. The contractor is responsible for all costs associated with mobilization, equipment, labor, materials, permits (except right-of-way and erosion/sediment control permits), and site restoration. Special inspections will be coordinated between the contractor and EWEB's contracted inspector, with inspections required at various stages including prepared subgrade, compacted materials, pipe installation, and final paving. Final payment is contingent upon submission and EWEB approval of as-built records, valve cards, and a professional survey of all installed infrastructure.
