About this file

This is Addendum No. 1 to Invitation to Bid 26-056-PW issued by the Eugene Water & Electric Board (EWEB) for the Arthur Street to Amazon Creek Bridge Water Main Replacement project. The addendum addresses questions raised during the bidding process and modifies specific sections of the original bid documents. The project involves the removal and installation of a new 8-inch ductile iron distribution main on Arthur Street, including installation of pipe braced to the bottom of Amazon Creek Bridge. Key clarifications include confirmation that contractors must supply new hardware per structural plans to hang the new pipe, that bike path closures of 1-2 days are anticipated and require Traffic Control Plans with temporary traffic control plan approval (TPAR) and detours, and that contractors are responsible for excavation up to connection points with EWEB providing final tie-in materials and labor. The addendum specifies that the contractor must obtain a Utility Public Way Use Permit, work within specified hours (7 a.m. to 7 p.m.), notify affected residents and businesses five days in advance, and coordinate with City Engineering. The substantial completion date is September 4, 2026, and contractors must start work within 10 days of receiving notice to proceed. The addendum incorporates an attached ROW permit into Specification Section 10000, adds structural plans to the drawing list, and replaces the bid form in its entirety with Revision 1.

The addendum confirms that perimeter control required under erosion control plans (EC4) shall be incidental to bid item 7 and determined by the city based on contractor means and methods. The public way use permit, approved May 7, 2026, specifies work activity within a 125-foot length, 5-foot width, and 4-foot depth on West 14th Place, involving open trench methodology. Restrictions include prohibition of work on arterials during 7:00-9:00 a.m. and 4:00-6:00 p.m., no work in school zones during 7:30-8:30 a.m. and 2:30-3:30 p.m. on school days, and compliance with Oregon utility notification requirements including calling 811 for utility location 48 hours before digging. The permit is valid for six months from approval and may be extended if a written request is submitted prior to expiration. The addendum acknowledges receipt of the addendum constitutes a material change requiring bidder signature confirmation on the bid form.

ADDENDUM #1

Arthur St to Amazon Creek Bridge Water Main Replacement

ITB 26-056-PW

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

Questions and Answers:

1. The note on the plan drawing on sheet C1 says “see structural drawings for pipe attachment details” where are those drawings found? Can we reuse the existing hardware to hang the new pipe?

a. See the attached structural drawings in addendum #1. The contractor must supply new hardware per the structural plans to hang the new pipe.

2. Can we close the bike path for 1-2 days?

a. It is anticipated that a bike path closure will be required to complete the work. Contractor is responsible for developing Traffic Control Plans with appropriate TPAR with the ROW permit and detours to submit to City for approval.

3. Once we install the blow off at each end, will EWEB do the excavation and supply any material for the final connection (keynote 4)? Which curb and gutter are we replacing (bid item 4), will this require excavation of the asphalt street in front of the gutter bar?

a. The contractor is responsible for digging up to the connection point for final tie-ins, EWEBs crews will provide the materials and do the final connection. It is not anticipated that any curb and gutter/asphalt paving will be necessary, see the revised bid form in addendum #1.

4. The erosion plans (EC4) call for “perimeter control” to be discussed at pre-construction meeting, are we to include some allowance for this work or will it be a change order once the scope is defined?

a. Perimeter control shall be incidental to bid item 7 Erosion Control and Creek Protection. The city will determine how much perimeter control is necessary based on the contractors means and methods to installing the new pipe.

5. The contract requires we start work within 10 days of NTP, substantial completion is not until 9/4/26, will we have the option to decide when we get NTP as long as we are done by 9/4/26?

a. EWEB will issue the notice to proceed as soon as the contract is approved and fully executed. Contractor is responsible for submitting their project schedule and coordinating work with the EWEB Project Manager.

Description of Change(s)

1. Incorporate the attached ROW permit into Specification Section 10000

2. Incorporate the attached Structural Plans in the Drawing List.

3. Replace Section 00400 – Bid form in its entirety with the attached Section 00400 – Bid Form – Revision 1.
