About this file

Summary

This is a Sole Source Justification Form submitted by the Illinois Department of Transportation (IDOT) for the continuation of travel data services from Replica, Inc. IDOT seeks to procure Replica's proprietary travel demand modeling platform and analytics tools to better understand state and regional travel patterns, assess transportation project impacts, and meet federal Justice40 requirements. The contract is structured as a three-year term agreement beginning March 5, 2027, and ending March 4, 2030, with no renewal options. The requested services include access to Replica Places (a high-fidelity synthetic travel outcome model updated semi-annually) and Replica Trends (a nationwide mobility model with weekly updates at census-tract level fidelity), delivered via browser-based Software-as-a-Service with unlimited user seats for all member agencies across the state.

The contract value is $11,780,000 for the initial three-year term, with IDOT negotiating a discounted multi-year rate that generates savings of $1,027,000 (approximately $342,333 annually) compared to annual pricing. IDOT funded this procurement through state appropriated funds and determined Replica as the sole economically feasible source based on research requirements and lack of alternative vendors offering equivalent capabilities, specifically noting that competitors such as AirSage, StreetLight, and Teralytics provide only aggregated data without individual traveler characteristics or sufficient update frequency. The justification references three prior contracts with Replica valued at $6,900,000 (2024-2027), $2,520,000 (2021-2022), and $3,381,814 (2019-2021). The State Purchasing Officer approved this sole source determination on September 21, 2026, following agency bureau head approval on September 16, 2026.

Total Value of All Renewals:

If a Term Contract, does the term, including renewals, exceed 12 months? Yes No

If yes, provide a detailed justification including any economic benefit received for agreeing to a multi-year term:

IDOT continuously works to collect data from various reputable sources and explore new methods to better understand the travel patterns of the state and region and assess the impact of potential transportation projects. These data are major inputs into transit agency, municipal, MPO, and IDOT planning and investiture decisions. Replica, Inc. proprietary model uses several data sources and analysis tools that have advantages over traditional travel data gathering and analysis methods.

Traditional household travel surveys are both costly and biased due to sampling methodologies, and often do not provide reliable information on smaller demographic groups that tend to use alternative modes of transportation (such as biking, walking, transit). Also, data gathered is typically dated by the time they are aggregated for analysis. Particularly at the state level, collecting the amount of detailed travel data necessary for comparing projects across the state would be intensely time consuming and resource intensive.

Replica's proprietary model is able to provide more detailed information and analysis faster with more robust data sources and less bias that traditional methods. This purchase by IDOT will provide these data and analyses to all of our statewide partners at a cost much less than each could fund individually. Without Replica, IDOT would not be able to achieve this level of analysis to assist in funding decisions and more accurately assess equity and environmental impacts of transportation investments.

Having this data for 3 years will also allow IDOT consistency in our data sources for multiple years. This allows IDOT to evaluate projects based on the demographics (and other items) of the people who use a facility and how they use the facility instead of justifying spending by saying IDOT is investing in communities. IDOT will be improving the facilities that are most used by disadvantaged populations by how they use them. In procuring a three year term, IDOT will be saving on average $342,333.00 per year with the discounted pricing, with a total savings of $1,027,000.

Section VI - Business Rationale

1. Provide a detailed explanation of the need for the supplies or services:

The Illinois Department of Transportation is looking to continue services for a state-wide analytics platform for transportation planning for Illinois. Primarily, the Department seeks to get detailed travel data for the State of Illinois in order to continue the development and maintenance of the statewide travel demand model. The data that is necessary includes survey data on travel behavior related to how people move in and about a city, region, or state. Typically, this data is collected through surveys of individuals. This data is usually a very small percentage of the population and the travel demand model extrapolates how this sampling of individuals would behave if different transportation investments are made. With Replica’s product, the data is gathered from dozens of de-identified and anonymized data sources, including mobile carrier data, location data from third party aggregators, and household characteristic data and therefore provides a much greater statistically significant population from which to run alternative scenarios for where traffic would go if a new bridge or road were constructed. Without this data, the travel demand model would need to conduct an independent travel survey to gather similar data to what Replica would be producing.

Additionally, the Department is seeking granular detail and high quality data in order to make generational policy and investment decisions, like major transportation investments, or substantial changes to land use policy, and to have the near-real time data required to monitor behavior changes and measure the impact of on-going operational and policy decisions in a rapidly changing world.

2. Provide a list and describe in detail the specifications required to satisfy the need:

Third party mobile location data and GPS data should provide the characteristics of individual travelers; superior to travel demand surveys, which rely on survey participants to track their own individual data; extrapolate a broader segment of the population that other data/tools that are presently on the market today’ must give reliable alternative modes choice for secondary travel options; data must be updated on a semi-annual basis, where as household travel surveys are done less regularly. The capabilities listed below demonstrate the unique, economically-feasible value Replica provides:

+ The use of dozens of de-identified and anonymized data sources, including mobile carrier data, location data from third-party aggregators, and household characteristic data to generate an internally consistent and representative travel model for a region and / or State. Replica develops and implements proprietary technology to estimate daily individual itinerary characteristics, based on analyzing locations from millions of devices, while ensuring individual privacy of travelers is protected.

+ Replica is the only fully-calibrated travel demand model offered as Software-as-a-Service that enables the public sector to understand the movement of people and goods.

+ Replica provides complete organizational access, with unlimited seats, allowing each member agency a single source of baseline data, thereby creating a common data framework for technical and policy collaboration.

+ Replica’s machine learning department lead had extensive research experience in developing the Bay Area travel demand model using mobile phone data techniques. While other service providers may focus on general data science’s supply side, Replica has already established theoretical and practical links to the demand side by tailoring their products toward Travel Demand Modeling needs.

+ Replica leverages both public and proprietary data sets in building modeling and planning tools. Replica’s software engineering and data science team has a proven, demonstrated ability to handle privacy-sensitive datasets and extremely large datasets.

+ Replica is a browser-based web-service, requiring no client installation, on premise storage solutions, or expensive hardware. There are no restrictions to the number of users as long as they belong to the same organization.

+ Replica enables customers to consume data, including all travel demand model outputs, through a web interface, API, or scheduled cloud transfers of the underlying activity tables.

+ Replica’s data is currently integrated into workflows across the State and the travel demand modeling efforts.

3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?

Complimentary product suite: Replica has two complimentary products with unique capabilities to help the Department achieve the objectives as described above:

Replica Places is a high-fidelity synthetic representation of travel-related outcomes that can improve the monitoring and planning of transportation and land use systems. Replica is the only calibrated, regional, or mega-regional-scale travel demand model offered via software-as-a-service (SaaS) in the world, and it is delivered in a pioneering privacy-sensitive approach.

Replica Trends is a nationwide model, with census-tract level fidelity and weekly updated data covering mobility, and consumer spend.

Customers use Trends to understand the current state of the world and monitor how it’s changing in near-real time.

Together, these products deliver an accurate and trustworthy baseline of how people move today, and enable the State to make these key policy and planning decisions.

Equally important, Replica’s platform is structured to enable a wholesale reinvention of the scenario modeling and forecasting that is critical to testing the effectiveness of proposed future solutions.

-Composite data sources: The use of dozens of de-identified and anonymized data sources, including mobile carrier data, location data from third-party aggregators, and household characteristic data to generate an internally consistent and representative travel model for a region and / or State. Replica develops and implements proprietary technology to estimate daily individual itinerary characteristics, based on analyzing locations from millions of devices, while ensuring individual privacy of travelers is protected.

-A shared platform: Replica provides complete organizational access, with unlimited seats, allowing each member agency a single source of baseline data, thereby creating a common data framework for technical and policy collaboration.

-Fully-calibrated: Replica is the only fully-calibrated travel demand model offered as Software-as-a-Service that enables the public sector to understand the movement of people and goods.

-Data science: Replica’s machine learning department lead had extensive research experience in developing the Bay Area travel demand model using mobile phone data techniques. While other service providers may focus on general data science’s supply side, Replica has already established theoretical and practical links to the demand side by tailoring their products toward Travel Demand Modeling needs.

-Data access. Replica leverages both public and proprietary data sets in building modeling and planning tools. Replica’s software engineering and data science team has a proven, demonstrated ability to handle privacy-sensitive datasets and extremely large datasets.

-Software-as-a-Service: Replica is a browser-based web-service, requiring no client installation, on premise storage solutions, or expensive hardware. There are no restrictions to the number of users as long as they belong to the same organization.

-Flexibility of use: Replica enables customers to consume data, including all travel demand model outputs, through a web interface, API, or scheduled cloud transfers of the underlying activity tables.

-Existing integration: Replica’s data is currently integrated into workflows across the State and the travel demand modeling efforts.

4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:

-The characteristics of individual travelers are available. To protect individual privacy, data compiled by Replica are anonymized so that individual travelers cannot be identified. However, Replica is integrated with a population synthesizer which creates a statistically valid set of household and person attributes using Census data. These “synthetic” residents make the trips reported by Replica, enabling the ability to query trips both by the characteristics of trip takers (household and person attributes) and trips (origin, destination, mode, purpose, time of day, route).

-Replica is an analysis tool, not just a data vendor or data reseller. Replica applies normalizing, scaling, and modeling techniques to its datasets to take the burden off of customers so they can derive insights about their built environment without surfacing the actual movements (and compromising the privacy) of any real individual. A unique aspect of Replica’s data is the ability to provide not just the most likely mode used to make each trip, but the probability of the trip being made by each of the competing modes available. This feature can specifically help with analyses to see how close individuals are to choosing a different mode of travel. Additionally, Replica provides network link-level information, including person-level and household level attributes, and the ability to delineate between different trip purposes at the individual trip level, including trips for the purpose of work, home, school, eating, shopping, recreation, and social visits; this is in comparison to traditional models, which only support work and home descriptions.

-Replica calibrates and validates its model outputs using observed data such as traffic, transit, and non-motorized counts from local agencies. Additionally, Replica updates and re-calibrates its model twice (2 times) each calendar year, allowing for the possibility of showing seasonal variation in travel patterns.

The Department intends to use the Replica proprietary data source for a number of projects and initiatives. Access to the Replica data is required to move forward with the Department's program initiatives. The Replica too is used to evaluate any new capacity projects IDOT undertakes. Replica Trends allows IDOT to evaluate equity measures required by Illinois law. The Department must update our equity measure for the data driven decisions tool and the Department requires Replica data to complete this requirement.

5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No

5a. If yes, name the alternative vendors whose supplies or services were evaluated:

AirSage, StreetLight, Teralytics

5b. If yes, what were the alternatives for each vendor and why were they unacceptable? Be specific with regard to features, characteristics, requirements, capabilities and compatibility:

The firms listed above were considered as options. They also offer mobile location data that are used to develop trip origins and destinations by time of day. The purpose of each trip is generally imputed from the location data -- places frequency visited and the arrival time and duration of stay at the locations. The general benefits of these datasets are that they cover a large geographic area, they include many observations and they have a much quicker turnaround time than collecting household travel surveys. The main drawback of these datasets is that all data are aggregated so that the characteristics of individual travelers are not known. Additionally, household surveys are generally conducted once a decade or so in the Chicago region. The data is collected and provided through Replica is updated more frequently. Replica Trends is updated weekly, providing near, real time insights, and Replica Places is updated two (2) times a year, allowing the department to take seasonal weather patterns into consideration when looking at existing facilities.

There is no other vendor on the market that provides a more frequent update of data nor the necessary details of this data that IDOT needs to properly support legislative programmatic requirements mentioned in the paragraphs below.

5c. Explain how the market evaluation was conducted?

*This evaluation is to determine available options within a market. If the evaluation is to determine quality or best suited option, this is not the appropriate source selection. Under no circumstances shall the evaluation consist of testing alternative options. These activities must be conducted in a competitive transparent environment (i.e. IFB or RFP).

Many of the Metropolitan Planning Organizations in the state utilize the data from AirSage, StreetLight, or Teralytics. Staff asked relevant modeling staff from the state’s MPOs as to what service providers they utilize for similar transportation modeling efforts.

6. Are there resellers or distributors?

Yes No N/A

7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?

The price is similar in cost to conducting a travel demand survey and acquiring large data sets. In procuring a three year term, IDOT will be saving on average $342,333.00 per year with the discounted pricing, with a total savings of $1,027,000.

8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?

Yes No

8a. If yes, please provide details regarding future obligations and/or needs:

Replica delivers this unique combination via a secure hosted browser-based web-service, requiring no client software installation, on premise storage solutions, or new hardware. There are no restrictions to the number of users as long as they belong to the same organization. Replica Trends are updated weekly and Replica Places models are updated two (2) times each calendar year as part of an annual subscription fee.

9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?

The impacts of not approving this sole source would mean that the state would have to use data that is not as refined when running our modeling tools. It would also mean that the state would need to engage in development of a household travel survey that is statistically significant. The effort to do so would be time consuming and the estimated cost would be more than the cost to procure this tool and provide less detailed, reliable data. In addition, the state would be without near, real-time data of Replica Trends that have enabled the state and local agencies to make planning and decisions. Having this data for 3 years will also allow IDOT consistency in our data sources for multiple years. This allows IDOT to evaluate projects based on the demographics (and other items) of the people who use a facility and how they use the facility instead of justifying spending by saying we are investing in communities. IDOT will be improving the facilities that are most used by disadvantaged populations by how they use them.

Q2Answer: Third party mobile location data and GPS data should provide the characteristics of individual travelers; superior to travel demand surveys, which rely on survey participants to track their own individual data; extrapolate a broader segment of the population that other data/tools that are presently on the market today’ must give reliable alternative modes choice for secondary travel options; data must be updated on a semi-annual basis, where as household travel surveys are done less regularly.

Q3Answer: Complimentary product suite: Replica has two complimentary products with unique capabilities to help the Department achieve the objectives as described above:

Q4Answer: -The characteristics of individual travelers are available.

Q5aAnswer: AirSage, StreetLight, Teralytics
Q5bAnswer: The firms listed above were considered as options.
Q5cAnswer: Many of the Metropolitan Planning Organizations in the state utilize the data from AirSage, StreetLight, or Teralytics. Staff asked relevant modeling staff from the state’s MPOs as to what service providers they utilize for similar transportation modeling efforts.

Q7Answer: The price is similar in cost to conducting a travel demand survey and acquiring large data sets. In procuring a three year term, IDOT will be saving on average $342,333.00 per year with the discounted pricing, with a total savings of $1,027,000.

Q8aAnswer: Replica delivers this unique combination via a secure hosted browser-based web-service, requiring no client software installation, on premise storage solutions, or new hardware. There are no restrictions to the number of users as long as they belong to the same organization. Replica Trends are updated weekly and Replica Places models are updated two (2) times each calendar year as part of an annual subscription fee.
Q9Answer: The impacts of not approving this sole source would mean that the state would have to use data that is not as refined when running our modeling tools.
