About this file
This document is Addendum 1 for the City of Janesville's Request for Proposals (RFP) for Paratransit Services, issued by Janesville Transit on May 21, 2025. The addendum provides detailed responses to potential bidders' questions about the paratransit service contract. Key clarifications include the holiday schedule (six holidays observed), confirmation that the contractor shall provide both ambulatory and non-ambulatory trips, and verification that Janesville Transit expects to award one contract for the entire service area. The document confirms the average trip length of 17 minutes and details the current fare structure for non-agency and agency riders.
The addendum reveals several important operational and financial details about the paratransit service. The current contractor is Rock County, using Via scheduling and dispatch software, and operating two 2023 Ford E-450 vehicles. The 2025 budget for the service is $157,326.00, with a per-ride rate of $20.17 for 2025. The fare collection mechanism is complex: non-agency riders pay $3 cash or use a $30 ten-ride punch pass, while agency riders use passes issued by Janesville Transit. The contractor invoices Janesville Transit differently for each fare type, with non-agency fares being billed at a reduced rate accounting for the rider's direct payment. The city is not interested in alternative pricing models and expects bidders to provide pricing on a per-trip basis.

City of Janesville, Janesville Transit
Paratransit Services
JTS-RFP-2025-1
Addendum 1
May 21, 2025
Please find below responses to the questions received.
Response to Questions Holiday Schedule: Please provide a list of official holidays during which Janesville Transit does not operate.
JT does not operate on the following six holidays: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day. If a holiday falls on a Sunday, JT is closed the following day (Monday) to observe the holiday.
Holiday Work Compensation: In the event that transportation is required on holidays, can we offer separate holiday rates in our bid?
Any rates you wish to offer shall be included on the Appendix B: Price Proposal Worksheet.
After-Hours Support: As per the standard operating hours mentioned in the bid document, will Janesville Transit require transportation providers to offer support outside of those hours as well?
Historically, JT has never asked our contractor for transit services outside the stated hours; however, in the event of an extremely significant emergency, a request could be made. We would then use our emergency procurement and change order methods to ensure reasonable payment.
Trip Type Clarification: For paratransit members, are we expected to provide only ambulatory trips, or also wheelchair and bariatric wheelchair trips? Kindly confirm if you require pricing for all three types, so we can include them accordingly in our submission.
The contractor shall provide ambulatory and non-ambulatory trips. Please include in your response the weight limit of your ramps or lifts.
Coverage Areas: The bid map shows various locations. Will each transportation provider be expected to serve all marked areas, or will coverage be divided among different providers?
JT expects to award one contract for the entire service area.
Trip Duration Reference: On Page 5, Bullet Point 3 of the bid document, it states that the average trip length is 17 minutes. Should we assume this is the average expected trip length for future trips as well, for pricing and planning purposes?
Yes.
Fare Structure & Billing Clarification (Page 57):
The document states that non-agency riders pay a $3 cash fare or use a 10-ride punch pass, and agency riders use either a single-ride or 10-ride punch pass. Will
JTS-RFP-2025-1
Addendum 1 these punch passes be issued by Janesville Transit to the paratransit members directly?
The paratransit contractor makes and sells the ten-ride punch passes for non-agency fare riders. The pass costs $30, and the contractor keeps the revenue received from pass sales. For every non-agency fare ride provided, the contractor invoices JT for the per ride cost less the revenue the contractor received from the rider.
JT makes and sells the single ride pass and ten-ride punch pass for agency riders. The agency rider presents their pass upon boarding and no fare is collected by the contractor. For every agency fare ride provided, the contractor invoices JT for the contracted per ride cost. There is no revenue received by the contractor directly from agency riders.
For example:
The 2025 per ride rate is $20.17.
• For each non-agency fare ride provided, the contractor invoices JT $17.17 per ride ($20.17 minus the $3 fare collected by the contractor from the rider upon boarding).
• For each agency fare ride provided, the contractor invoices JT $20.17 per ride, as the contractor collected no fare from the agency rider upon boarding.
How will we, as the transportation provider, be billing Janesville Transit — will it be based on actual trip rates regardless of the fare method used by the rider?
JT is invoiced on a per trip basis; each invoice includes two line items – one line item for non-agency fare rides and one line for agency fare rides.
Could you please elaborate on how this fare and billing system works in practice? Understanding this will help us submit an accurate and competitive bid.
JT receives the required monthly reports and the invoice via email from the contractor.
JT reviews and completes the report analysis and follows up with the contractor if there are any questions. JT reviews, approves and sends the invoice to City Finance for payment processing.
JTS-RFP-2025-1
Addendum 1
Is each trip just a flat rate bid per trip, regardless of long distances around 5 per month? So we just bid a flat rate per ride / pickup correct?
Janesville Transit doesn’t know what the text in yellow means and cannot address that phrase.
We prefer to pay on a per-trip basis, which requires the vendor to state their per-ride cost. If there are other fees associated with serving as the paratransit contractor, you must state those on Appendix B Price Proposal Worksheet or include them on an additional sheet as part of your proposal.
Can the City share its annual budget for the paratransit services scoped in this
RFP?
The 2025 budget is 157,326.00.
Would the City be open to alternative pricing models, for example pricing based on vehicle revenue hours?
We are not interested in this pricing model at this time.
Who is the current operator of the service?
Rock County
What scheduling and dispatch software is the current operator of the service using?
Via
Can the City please furnish the below data in a spreadsheet format (CSV, XLS) in order to better inform our understanding of the network?
1. Shape file or boundaries of the existing paratransit service zone – the shape files are available for download as a zip file at:
JTS-RFP-2025-1
Addendum 1 https://www.janesvillewi.gov/Home/Components/RFP/RFP/277/857. An updated paratransit service area map is attached.
2. Paratransit sample two weeks of data (origin, destination, number of passengers, mobility aids, departure time and date) – this info is available for download as an Excel document at:
https://www.janesvillewi.gov/Home/Components/RFP/RFP/277/857
Paratransit productivity (passengers per vehicle hour) JT does not have this information.
What proportion of ride requests are from riders in a wheelchair?
JT does not have this information.
Are there any pain points with current service that the City hopes to address with this procurement?
No.
Are current operators/staff represented by a Union? If so, can the City please provide the most recent collective bargaining agreement (CBA)?
The individuals providing paratransit services are not JT employees; they are employees of the contractor. JT does not know if they are unionized, but any affiliation those workers have with a union does not affect any future contractor.
What types of vehicles (make/model) is the current contractor using for service?
2023 Ford E 450
How many revenue vehicles is the current contractor using for service? What is the spare ratio?
2 vehicles are used for JT paratransit services; the contractor performs other transportation services in tandem with JT paratransit services (shared vehicles), so their spare ratio is not based solely upon the contract with JT.
Please furnish a representative sample of monthly invoices from the current operator.
Please find attached monthly invoices.
