Questions and Answers (Q&A) for
PANWRN_19_P_0000_006077
Q&A #2 dated 25 April 2019
Q1) Are we required to perform preproduction or acceptance testing per MIS-31920B, Table 1?
A1) Yes
Q2) What does the input connection interface look like?
A2) Government will provide electricity to the site. The test stand will not be connected to any network systems. Test stand will test the actuators and provide a computer read out of the results (print and save a copy on hard drive).
Q3) Can we get a copy of Army-MI Drawings 13032204 & 13213312?
A3) We have a 13213312C which is the newest drawing.
Q4) Are there any facility constraints we should be concerned with? (Utilities, Floor Space, Door Access) Is there a floor space constraint we need to work in?
A4) No.
Q5) Are there any contractor requirements for install on site?
A5) Unsure what you mean. Contractor must furnish, offload, install, make operational, acceptance testing, training. (turnkey job). Additionally see local narratives on SF 30 Amendment.
Q6) Are there any requirement for linear measurement?
A6) No.
Q7) Can the Technical data package be in contractor format?
A7) All documentation as specified in SOW.
Q8) Are weld certifications required for weldments?
A8) No.
Q9) Does the test stand need to calibrated by third party for final acceptance?
A9) No.
Q10) Are there any correlation requirements to the existing test stand?
A10) No.
Q11) Can we remove and send out the testing equipment to a lab for calibration?
A11) If testing equipment they mean the Ball Screw Actuators, yes they can, but contractor is responsible for the Ball Screw Actuators as soon as they are received up until they are returned back in the same condition that they were received.
Q12) Are there any picture of existing test stand available?
A13) Yes. See pictures at the end of this Q&A document.
Q13) What is the potential for site visit? We can do a site visit?
Can we see the existing stand if we do a site visit?
A13) Yes. There will be only one schedule site visit. Site visit is schedule for 14 May 2019 from 0900 – 1200 hrs local time for any that may be interested. Contact Gary Richardson at email gary.richardson4.mil@mail.mil. Deadline to submit names for site visit is 10 May 2019 at 1300 hrs local time.
Q14) How do we measure the smoothness of operation and the clearances they mention? Is that part of the test equipment? FAT procedures?
A14) Transducer should pick up any roughness, drag etc..........and the readout should document where it was and how much.
Q15) The test fixture drawing makes no sense. Where is the rotary actuator? Can we go see what they have now?
A15) We can do a site visit. There will be only one schedule site visit. Site visit is schedule for 14 May 2019 from 0900 – 1200 hrs local time for any that may be interested. Contact Gary Richardson at email gary.richardson4.mil@mail.mil. Deadline to submit names for site visit is 10 May 2019 at 1300 hrs local time
Q16) Is the rotary actuator part of the ball screw assembly?
A16) Yes. Can see on a site visit
Q17) How does the side loading and the resistive torque loading work?
A18) There is no side loading. Resistance torque works by hydraulic brakes.
Q18) It appears you’ll need a second ball screw operating on side of the one your testing to apply all the loading during the motion of the ball screw your testing. Is that their intent and is that the current configuration?
A18) Still awaiting answer from customer.
Q19) Would they like an upgraded/different design or a re-make from 1983?
A19) Would consider either if the proposed machine incorporates everything in the
SOW.
Q20) Please confirm the new Test Stand must need to be able to handle all the old shock and vib spec’s and temp’s -34 to 60 C.”?
A20) No. -34 is for a first article new Ball Screw Actuator. This machine will be testing remanufactured Ball Screw Actuators and will not be put to -34 during testing.
