About this file
This is a Questions and Answers document for a small purchase solicitation (PANRSA-26-P-0000-034790) issued by the Department of the Army Materiel Command Contracting Command Redstone Arsenal for 5K Security Systems Maintenance services at a facility in Huntsville, Alabama. The Government clarified that this is a Lowest Price Technically Acceptable (LPTA) award vehicle not requiring a formal solicitation document (SF-1449) or detailed Instructions to Offerors. A detailed equipment inventory with quantities has been provided on the Contract Requirement Package (CRP). The Government will not be hosting a site visit; vendors should reference the CRP for complete technical specifications and equipment lists.
Offerors may submit both pricing sheets and capabilities statements in response to this requirement. The solicitation covers maintenance and technical refreshment services for Lenel-compatible electronic security systems, including Access Control Systems (ACS), Closed-Circuit Television (CCTV), security sensors, detectors, system control keypads, power supplies, and industrial-grade strike equipment. The period of performance extends to 27 May 2026. Vendors should direct questions to the Contracting Officer, and specific deadlines for formal technical question submission remain subject to Contracting Officer determination.

Questions and Answers for 5k Security System
1. Formal Solicitation/Instructions to Offerors: The current attachments include the Statement of Work (SOW), but we did not see a formal solicitation document (such as an SF-1449) or specific "Instructions to Offerors." Could you please clarify the required submission format, evaluation criteria (e.g., LPTA or Best Value), and which volumes (Technical, Price, Past Performance) need to be submitted?
This is a small purchase under SAT; therefore, a formal solicitation document (such as an SF-1449) or specific "Instructions to Offerors is not need it. This is a LPTA requirement.
1. Equipment Inventory (Total Units): Section 4.0 of the SOW lists the categories of equipment to be maintained (Access Control, CCTV, etc.), but it does not specify the quantities or a detailed inventory list. To provide accurate pricing, is a detailed equipment list or "Total Unit" count available for the Huntsville facility?
We already provided a detailed inventory list with quantities included on the CRP.
1. Site Visit: Given the technical nature of the maintenance and refreshment of the existing Lenel-compatible system, will the Government be hosting a site visit? If so, could you please provide the registration details and date?
No, the Government will not be hosting a site visit.
1. Question and Answer Period: Is there an established deadline for the submission of formal technical questions regarding this requirement?
I think that is a Contracting Officer decision.
1. What is the requirement for this Same Notice? If a price is needed for the Services described in the Purchase Description, is there a pricing sheet you would like us to complete?
Or is the request for capabilities statements?
The vendor can submit s pricing sheet and capabilities statements
