About this file

This document appears to be a "More Information About Requirement" document related to a federal solicitation for Crane and Freight Services. The key details are:

The solicitation is for onsite crane and freight services to transport two calibration vans mounted on trailers from the Transportation Support Center (TSC) in Sacramento, CA to DLA in Tracy, CA, a distance of approximately 130 miles. The trailers have old, dry-rotted tires and cannot be pulled by a standard truck. The vendor will be responsible for loading, transporting, and offloading the cargo using specialized equipment such as a heavy lift crane and low-boy trailers. The solicitation provides details on the dimensions and weight of the cargo, along with information about the site access and layout. The government is requesting firm-fixed price quotes for the required services, to be submitted by 12:00pm EST on June 7, 2024. Award will be made on a lowest-priced, technically acceptable basis.

More Information About Requirement:

1. The tires are extremely old and dry rotted so the trailers cannot be pulled.

2. The PWS has the vendor uploading and transporting from TSC Sacramento, CA to DLA, for turn in Tracy, CA, roughly 130 miles, and offloading.

3. Dimensions (LXWXH): calibration vans are 38’ long x 8’ wide x 12’ tall.

4. For the calibration vans, plan for the heaviest weight of 59,970 lbs each. If it ends up being less, you can still perform the task without delay as we are not exactly sure if the lower plate weight includes items combined for Trailor & Shelter weight.

5. Are vendors responsible for loading and unloading? Yes

6. The customer encourages you to provide all-in pricing for the initial pick-up, transport, and offload for one heavy lift crane and two low boy trailers with semi’s to relocate at least 130 miles. This will include all the same equipment to transport TSC Sacramento, CA to Tracy, CA to offload. Firm pricing or rough order of magnitude would be helpful.

7. The tires cannot be replaced on the trailers and pulled with a truck like a standard trailer. Due to inoperable break lines and needing to add hydraulic fluids to trailers (which won’t be accepted), this isn’t a possible solution.

Pictures of the turn from the main road to the motor pool, the main road width is 22' and the road to the motor pool is 30':

After you enter the motor pool. It is more than 80’ wide:

In the back, where the trailers are. The red arrow shows trailers and the other red arrow where HMVEE is parked is where crane can set up, green arrow is where lowboy trucks can set up. There is plenty of space and if the drivers are experienced they could probably back up from the main road all the way to the trailers so they won’t have to turn around when leaving:
