Paint Inspection Questions

1Do you have an estimated time frame for the coatings applicator to complete the 30 containers in each grouping?
Answer:Typically 30-36 containers per week are completed.
2We are assuming the 25 trips equates to one grouping of 30 containers. However, 400 containers divided by the group of 30 would suggest approximately 14 trips.
Will this work be continuous, or will there be gaps between groupings of containers?
Answer:There will be periods of continuous work, but there will likely be some periods of interruption due to upstream factors such as material availability, equipment breakdown, potential weld/helium inspection issues or other priority jobs that require use of the paint booth. This is why there is a discrepancy between the best case 14 trips and the 25 trips specified, to allow some cushion to deal with the inevitable issues that arise.
3Are the 7 inspection forms existing or do they need to be created by us? If they are existing, may we see them.
ANSWER:The forms already exist and are attached to this email as well as listed below. Line 1 and 2 below can be completed by our painters in house. Lines 3 thru 7 will need to be done by the contractor.
1. Blast Booth temp/humidity and items blasted. (TEAD Sand Blast Daily Conditions Tracker)
2. Daily Temp/Humidity of Paint Booth Readings prior to use (Daily Environmental Readings form)
3. Blast Profile Measurement worksheet averages annotated on Process 9 record (blast profile measurement worksheet)
4. SAND BLASTING INSPESCTION REPORT (SSPC-SPE/NACE 3 Commercial Blast Cleaning 2006)
5. Dry Film coating thickness measurements averages documents on Process 11 record. (Paint Thickness worksheet)
6. PAINT INSPECTION REPORT . (Process 11 Protective Coating Inspection Report)
7. Solvent cleaning (SSPC-SP1 Solvent Cleaning 2016) (Process 10 Paining Inspection record).
4What training is required to enter the base and work area?
ANSWER:There is no training that I am aware of needed.
5What is the process and time required to enter the base (vehicle access)?
ANSWER:The contractors will need to be able to pass the security check done by the guards when they arrive the 1st time and will need valid ID and will be issued a victors badge. They will need to be met at the gate and escorted to the paint shop.
6Is our coating thickness meter acceptable to use (as long as it can read according to the PWS), or do we need to use the government’s?
ANSWER:We use a DeFelsko Positector with SPG, 6000 and DPM attachments. As long as the equipment meets the needs of the inspection and are up to date on calibrations, they should use their equipment.
7Is a 7 or 14 day calendar day notice to us to be onsite for the up to 25 visits acceptable to the government?
ANSWER:Yes we can work with that.
8Is invoicing 1x only (end of the project) acceptable to the government?
ANSWER:Yes
