About this file

This document is a Performance Work Statement (PWS) for a paint inspection project related to a federal contract opportunity. The key details are:

The PWS requires the contractor to inspect the surface preparation, primer application, and topcoat application for a minimum of 400 metal containers. This will involve onsite daily observation and documentation of the surface preparation, primer mixing/application, and paint mixing/application steps. The containers must be blasted to achieve the SSPC-SP 6 Commercial Blast Cleaning standard, primed with a minimum of 3.0 mils and maximum of 4.0 mils of zinc-rich primer, and topcoated with a minimum of 4.0 mils and maximum of 6.0 mils of polyurethane paint. A NACE Level II or III certified coating inspector must perform all paint inspections and complete the required inspection forms. The related federal contract opportunity is for the TEAD FY24 - Paint Inspection, Solicitation Number PANROC24P0000005179, issued by the Department of the Army Materiel Command Contracting Command Rock Island Arsenal.

Mercury Ton Container Paint Inspection Performance Work Statement

Container Paint Inspection Requirements

Project Schedule A minimum of four hundred (400) containers will be tested. The number of containers available for testing will be broken down to groups of 30 each. Due to the nature of the required inspections, the contractor will need to be onsite daily during the processing of each group of 30 containers to observe and document the surface preparation steps, primer mixing and application steps and paint mixing, and application steps as detailed below. This process will continue as necessary, until 400 containers are successfully manufactured. Depending on weather and Tooele Army Depots schedule this may take up to 25 trips to complete this project.

Surface Preparation for exterior surfaces of each carbon steel container shall be blasted to achieve the Society for Protective Coatings (SSPC), Surface Preparation (SP) 6, Commercial Blast Cleaning. The inner surfaces of the MC 6 x 18 channel shall be blasted and painted to the best ability of Tooele Army Depot. These surfaces do not need to satisfy the primer and paint thickness requirements.

Any oil, grease or other deleterious material shall be removed by chemical solvent from the container surfaces before assembly. For example: acetone followed by alcohol dry wipe. The container internals shall be kept covered by the plug, dust cap, or other suitable means during fabrication and throughout assembly up until delivery, to ensure no foreign material enters the inside of the container. The completed container shall be vacuumed clean prior to closure and shipping. Cleanliness shall be inspected and documented.

Primer—All exterior surfaces shall be primed with PPG ZNP-300/301 ZINC RICH PRIMER (color gray: 0700) to a minimum dry thickness of 3.0 mils and maximum thickness of 4.0 mils. Inspection within 24 hours.

Topcoat—After primer is fully dry, all exterior surfaces shall be painted with one coat of PPG AUE-370 POLYURETHANE TOPCOAT SAFETY BLUE One coat shall be a minimum of 4.0 mils to a maximum thickness of 6.0 mils.

Coating Inspection—A calibrated coating thickness meter shall be used to verify the dry thickness of each layer of paint at a minimum of four locations (~90 apart) on the side and one on the top plate within two inches of the plug. If the thickness of the paint is out of acceptable range, the container shall be blasted to SSPC SP 6, reprimed, and re-painted. Each container shall have the surface prep, primer, and topcoat inspected and documented. Finished painted surfaces, upon visual inspection, shall appear smooth and free of any visible pits or imperfections. Container(s) shall be allowed time to completely dry prior to delivery. All paint inspection to be completed by a National Association of Corrosion Engineers (NACE) Coating Inspector (level II or III) , with current certification.

(viii) Note Inspection forms required:
