About this file

This is an Industry Day presentation from Army Contracting Command-Orlando regarding the SATMO Aviation Technical Assistance and Training Multiple Award Contract (MATOC) II procurement. The presentation outlines details for a 3-day Industry Day event scheduled for February 3-5, 2025, including acquisition briefings, Q&A sessions, and one-on-one contractor meetings.

The presentation provides details about a planned MATOC II contract with an estimated $249M ceiling and 5-year base period starting May 2027, with potential for 5 additional years. The contract will support Security Assistance Teams providing aviation training and technical assistance services, primarily OCONUS. ACC-Orlando anticipates selecting 5-7 contractors for the award pool using FAR Part 15 procedures, with subsequent task orders competed under FAR 16.505. While no final acquisition strategy has been determined, the agency is conducting market research to assess contractor capabilities and evaluate potential increased small business participation. The current NAICS code is 611512 (Flight Training) with a $34M size standard. Required services include rotary wing training, maintenance training, and technical assistance for both standard and non-standard aircraft missions including FRIES, SPIES, aerial gunnery, and air assault operations.
