About this file

This is a Request for Information Report (RFI) issued by the U.S. Army Mission and Installation Contracting Command, 919th Contracting Battalion at Fort Bliss, Texas, concerning the Embedded Behavioral Health Office Furniture Move contract (PANMCC-26-P-0000036442 / W911SG-26-Q-A007). The document consists of clarifications provided in response to contractor inquiries regarding project scope, building specifications, logistics, and insurance requirements. Key findings indicate that Building 11282 is a one-story structure while Building 20525 is a two-story building with two stairwells and no elevator; moving vehicles may access the left side door of Building 20525 as close as possible without damaging the building, and parking at Building 11282 is unpaved requiring daily assessment. The government will handle emptying and moving all file cabinets and chests to prevent HIPAA violations, and will designate parking areas at the destination. A furniture inventory list is available at SAM.gov. Damage beyond normal wear and tear remains the contractor's responsibility. Bonding is not required. All parties must carry professional liability insurance per FAR 52.237-7; however, only the Prime Contractor must submit proof of coverage for contract award eligibility.

The Government emphasizes that all pricing submitted in response to this solicitation must be firm fixed price offers representing the offeror's final proposed pricing for the required work, and estimates are not acceptable. The RFI includes site photographs and interior furniture room images to assist contractors in understanding the scope and complexity of the relocation project.

REQUEST FOR INFORMATION – REPORT (RFI)

Contract Title: Embedded Behavioral Health Office Furniture Move

Contract No: PANMCC-26-P-0000036442 / W911SG-26-Q-A007

RFI Subject: Clarification Request for Embedded Behavioral Health Office Furniture Move

1. The SOW states that the Contractor shall be responsible for any damages caused by the contract employees to Government property and to the FMO warehouses. Does that mean any small scuff or scratch would need to be repaired at contractor cost?

Answer: Damage beyond normal wear and tear shall need to be repaired.

2. We are attempting to get an employee to attend the site visit but it may not be possible for us next week. Therefore, do you have a furniture list available to share that highlights the number of units of each type of furniture that must be relocated?

Answer: The furniture inventory list should now be available at SAM.gov.

3. Do you have a building description or map you can provide to give us an idea of the scope of the building (ie 3 floors, stairs, etc.)?

Answer: Building 11282 is a one-story building. Building 20525 is a two-story building. There is not an elevator in the building. There are 2 stairwells located at each end of 20525.

4. Are our moving vehicles able to pull up to the door at Building 20525?

Answer: When facing the building the moving company can pull their moving vehicle as close to the left side door as possible without hitting or damaging the building Picture provided.

5. Does the move need to be bonded?

Answer: No, refer to question #8

6. Per the manufacturer’s guidelines, it is highly recommended that the lateral files be emptied prior to moving at any distance due to the high likelihood of damage occurring. If totes are provided and moved, would you consider emptying out the lateral files prior to the move?

Answer: All files’ cabinets and chest will be emptied and moved by the government to avoid any HIPPA Violations.

7. Total of 4 pictures requested:

- one L shaped desk - any room (confirm if most L shaped desks are similar)

- one U-shaped desk - room 117

- one conference table - room 113

- one picture of the stairwell if possible in new building

8. 1.Professional Liability Insurance Section 1.1.1.2 requires the Contractor to maintain liability insurance in accordance with FAR 52.237-7.

Please confirm whether the Prime Contractor must submit its own insurance coverage, or whether insurance maintained by a subcontractor may be acceptable in support of this requirement.

Answer: All parties involved must have insurance; however, only the Prime Contractor should submit their insurance for proof of coverage and eligibility for contract award.

9. Furniture Inventory List To support accurate pricing and staffing, please provide the detailed inventory list of furniture and equipment to be relocated, including item types and quantities.

Answer: Please see the inventory attachment at SAM.gov for the furniture items.

10. We were told we needed to move the stand-up file cabinets completely loaded. This is a bad practice and can result in damage to cabinets. Best practice dictates emptying the top 2-3 drawers of their contents. We would stretch wrap the file cabinets prior to moving them.

Answer: All file cabinets and chest will be emptied. Flies will be moved by Government personnel to prevent any HIPPA Violations.

11. We need to clarify on parking at destination. It is a very busy location and parking is limited.

Answer: Government personnel will designate a place where the moving vehicles can park to unload at building 20525.

Pulling up to building 11282 will not be a problem. Moving company needs to assess each day the ground they are parking on it is not paved see picture of the outside of the building 11282 and 20525.

NOTE: The Government will not accept estimates. All pricing submitted in response to this solicitation must be firm fixed price offers and represent the Offeror’s final proposed pricing for the required work.
