About this file
This is a Questions and Answers document for RFQ PANMCC-24-P-0000-00907 regarding Lifecycle Field Support Services at Fort Liberty, NC. The document addresses 10 industry questions about pricing, quantities, servicing requirements, and contract structure.
Key details from the Q&A include: this is a follow-on requirement with three current incumbents (Portable Toilets of Fayetteville Inc., Bush Fire Services Inc., and Cumberland Septic Services Inc.) whose BPAs run from 07FEB20-06FEB25. The government intends to award four BPAs, with no consideration for single awards. Each BPA call requires a minimum of $2,500 and maximum of $250,000, with micro-purchases under $1,000 to use Government Purchase Cards. The pricing structure requires vendors to provide daily rates for individual units (latrines, handwashing stations, holding tanks, dumpsters) and servicing, with all mobilization/demobilization fees included in unit costs. Quantities and servicing frequency will vary by mission and be specified in individual BPA calls. No minimum quantities are guaranteed, though vendors must submit complete catalog pricing for all units and services, which will be updated annually in the Master BPA.

Questions and Answers
RFQ PANMCC-24-P-0000-00907
Lifecycle Field Support Services
No Industry Question U.S. Government’s Answer
1 How many units does it require? BPA Master states the price listing for one unit: latrine, holding tank
(fresh water and grey water), handwashing station, and dumpster. This enables the MICC to validate and establish the pricing of each individual unit. The follow-on BPA calls will specify the number of units the customer needs to include dimensions of dumpsters based on the company catalog, identifying what can be provided by the vendor within the BPA Master. The MICC did not specify dimensions for dumpsters in this RFQ for competitive purposes and to not exclude vendors from competition. Put your lowest priced dumpster. If you have the ability to provide a dumpster the vendor is competitive. Please ensure you submit your company’s catalog pricing for all units and servicing because this will be emplaced into the Master BPA and updated annually.
2 We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.
This is a follow-on requirement and there are three incumbents for the current Master BPAs in place performing these services. Past ordering period was for the following Master BPAs listed below are from
07FEB20-06FEB25.
W91247-20-A-0006 (Portable Toilets of Fayetteville, Inc.)
W91247-20-A-0007 (Bush Fire Services, Inc.)
W91247-20-A-0008 (Cumberland Septic Services, Inc.)
3 In the pricing matrix, does "Price of one servicing per latrine (daily)" mean the daily price for 1 latrine, serviced
1x per week? Likewise, does "Price of two servicing per latrine (daily) mean the daily price for 1 latrine, serviced
2x per week?
Yes, the pricing matrix for the CLIN structure specifies daily servicing per one (1) latrine. The follow-on BPA calls will specify the number of units to include servicing needed for the units. For example, a BPA call can request for two (2) weekly servicing on six (6) latrines which translates to one (1) daily service on two separate days for six (6) latrines. Customers will specify the period of performance and needs for their requirement which will be identified in the BPA call. The needs of the units will vary. Customers will request for different number of servicing and number of latrines, but the vendor must result to their daily unit and servicing rate. Please ensure you submit your company’s catalog pricing for all units and servicing because this will be emplaced into the Master BPA and updated annually.
4 Am I able to provide the price for mobilization and demobilization in the pricing matrix? Or should that be addressed separately?
Address any delivery fees or mobilization/demobilization fees into the unit cost. Please do not add any separate CLINs that are not addressed or identified in the RFQ.
5 Is there an incumbent to this contract?
Refer to the Answer #2 above.
6 For each BPA Call, what is the expected quantity of portable units requested (latrines, hand washing stations, holding tanks, and dumpsters)?
It varies based on the mission. The follow-on BPA calls will specify the number of units the customer needs to include dimensions of dumpsters based on the company catalog, identifying what can be provided by the vendor within the BPA Master. Please ensure you submit your company’s catalog pricing for all units and servicing because this will be emplaced into the Master BPA and updated annually.
7 What is the anticipated frequency of servicing these units and removing waste/grey water from the holding tanks per BPA Call?
It depends on the nature of mission and exercises. Refer to the Answer
#2 above.
8 Sec.1.6 Purchase Limitations. In the past three years how often was the Micro purchase Limit applied?
a. Is a Historical Service record available which would show the inventory levels and service frequency for a set period (month, year, etc)?
b. Based on historical calls, what is the minimum number of portable latrines that will be ordered under one Call Order, and what is minimum number of latrines that will be serviced at a single time? Same question for handwashing stations, holding tanks, grey water removal, and dumpsters.
Although micro purchase was occasionally made, a single BPA call will take precedence over micro purchase upto $250,000.
a. Historical data or call not available at this time.
b. There is no minimum quantity under the BPA. However, the minimum dollar limit for each call shall be $2500.00. All authorized BPA Call Orders that do not meet the $1000.00 threshold shall establish service using the unit’s Government
Purchase Card (GPC) as the service will be under the micro-purchase limit. The maximum dollar limit for each call is
$250,000.00.
9 Sec 4.(a) Intent to Award Four BPA’s. What is the
Government’s reasoning to award four BPA’s? Is there a scenario where the Government would award a single
BPA?
Multiple vendors preferred due to resource constraints in line with mission requirements. No single award considered at this time.
10 What size dumpster is typically used? It depends on the nature of mission and exercises. Refer to the Answer
#2 above.
