About this file
This document is a Request for Information (RFI) response from the Oregon Military Department (OMD) for the PANG HVAC Bundle project, detailing clarifications and confirmations for a comprehensive HVAC system repair and replacement initiative across multiple buildings. The RFI covers 10 Contract Line Item Numbers (CLINs) involving various HVAC tasks, including AC unit replacements in Buildings 142, 165, 175, and 430, chiller diagnostics and repairs in Buildings 255 and 400, VRF system repair in Building 290, IR heater troubleshooting in Building 310, and chiller and compressor replacement in Building 485. The bid opening date has been moved to July 10th, and schedules will require pre-approval due to escort requirements for some buildings.
Key details include Time and Materials (T&M) tracking for several CLINs with not-to-exceed limitations, contractor responsibilities for providing lift equipment, and specific guidelines for each building's scope of work. The government will provide historical drawings and specifications upon bid award, and contractors must submit detailed line items with allocated hours and dollar values for each CLIN. Notably, Building 115's cooling addition has been removed from the scope entirely, deemed to require a separate engineered project. Contractors are expected to handle equipment disconnection, reconnection, and comply with current service sizing standards, with the government approving specific details like ceiling tile replacements, refrigerant piping routes, and existing infrastructure reuse where appropriate.

OMD RFI Responses
PANG HVAC BUNDLE
1. Per the pre-bid, can OMD confirm they will provide refrigerant recovery tanks (where needed). Confirmed govt to provide recovery tanks to contractor and will require them to be returned.
2. The scope of work says “TAB and Commissioning to be provided by contractor prior to project closeout”.
Does OMD have TAB and commissioning information on existing systems to reference and can these be provided prior to work? If the government has copies, they will be provided to the contractor.
3. The scope of work says “Contractor to provide updated CAD drawings when new unit is installed.” Does
OMD have existing files that can be provided for mark up? Also, for the “temporary” equipment (like for building 165) will these updated drawings/as builts also be required? This is only required when an entire new system in installed with new ducting, wiring or piping. Govt requires equipment marked on existing plans, and updated specs and O&M.
4. Please also see separately attached “RFI PANG HVAC Bundle 250624.pdf” document with questions from
AROCK Technologies. N/A as fire systems are not part of this scope.
5. Since some of the work is investigative and potentially T&M. Do contractors need to provide T&M rates as part of the bid? Yes, each CLIN shall be line itemed with allotted hours and dollar value of each hour on CLIN line. Not to exceed on each building is required in the bid.
6. CLIN #1 BLDG 142 – Replace the AC unit on the roof. Can OMD confirm contractor can reuse the existing disconnect and service outlet or does this also need to be replaced? Yes, as long as what is exchanged is properly sized to existing service.
7. CLIN #2 BLDG 165 – Replace equipment with ductless split/heat pump units for the south side of the building. Per discussion during the prebid, can OMD provide drawings/building layout information? These were sent via DoD safe drop off. This would help with determining location of the indoor units for the proposed ductless minisplits and refrigerant piping routes and condensate piping routes.
a. Per discussion during the prebid, can OMD confirm decision on ceiling tile replacement (if needed)?
Will OMD provide replacement ceiling tiles or the contractor? Contractor to replace ceiling tiles.
Govt approves standard number of 10 ceiling tiles for this project to be included only if damaged during removal.
b. Does OMD have an order they want these units replaced or will the assumption be that they will be replaced all at the same time? The units can be placed at the same time or during the same week.
Govt does not want a delay between unit placement.
c. Can OMD confirm contractor can utilize the existing house keeping pads or do these need to be replaced? If housekeeping pads meet code/current standards, yes, they can be reused.
8. CLIN #3 BLDG 175 – Replace the existing furnace and AC system at ground level The scope of work says
“Update local thermostat. No update to DDC approved.” Can OMD clarify if this unit is stand alone or hooked up to DDC? The unit is a stand alone and needs a new thermostat. The thermostat that is currently controlled in the office is part of this project. This is the thermostat that should be replaced.
9. CLIN #4 BLDG 255 – Diagnose and repair chiller Per discussion during the prebid, please confirm that OMD will clarify the scope of “diagnose and repair chiller” to include the details: Assume 6x condenser fan motor replacements
a. Assume up to 16 man hours for additional investigation and up to 40 man hours for repairs (including the fan replacements). *The proposed hours are estimates and can be adjusted at OMD discretion for the proposes of the bid. Approved. Allotted hours and dollar value of each hour are required.
b. Work will be tracked T&M . Work shall have a not to exceed.
10. CLIN #5 BLDG 290 – Diagnose and repair VRF Per discussion during the prebid, please confirm the error code displayed. I had noted code 151.1 Confirmed.
a. Per discussion during the prebid, please confirm that OMD will clarify the scope of “diagnose and repair unit” to include the details: Assume up to 56 man hours for investigation and repairs (including the fan replacements). And assume material cost of $2000. *The proposed hours are estimates and can be adjusted at OMD discretion for the proposes of the bid. Diagnoses of 16 man hours is approved. CLIN #10 BLDG 400 – Repair condensing fan on the chiller in existing unit (or replace chiller) Per prebid discussion, can OMD confirm this unit will not be repaired/investigated for repair and the option to be pursued is a full replacement because OMD staff confirmed condenser fan replacements are no longer available? Confirmed.
a. Can OMD confirm contractor can reuse the existing disconnect or does this also need to be replaced? Approved if sizing is correct.
b. Per prebid discussion, can OMD confirm if the Pipe insulation would need to be redone during the replacement? This is not a requirement at this time.
