About this file

This is a Statement of Work (SOW) for a five-year Blanket Purchase Agreement (BPA) established by the Ogden Air Logistics Complex (OO-ALC) at Hill Air Force Base (HAFB) for the delivery and management of compressed gases, cryogenic fluids, microbulk tank filling, and empty compressed cylinder collection.

The contractor shall perform delivery, bulk refill, microbulk tank refills/initial fills, and exchange of gases listed in Appendix B on an as-needed basis. Key performance requirements include: providing quotes within one business day of request; performing required services within one week of service call or on an arranged day/time; performing emergency services within one business day; maintaining base access and pacer flight fence access as specified in Appendix C; providing new or reconditioned gas canisters/cylinders meeting or exceeding OSHA/DOT specifications; and assuming responsibility for transporting, loading, unloading, moving, and providing all tools, labor, parts, equipment, and transportation. The contractor must visibly demonstrate service completion to OO-ALC maintenance technicians and provide visual inspection of bulk/microbulk refill tanks without requiring tools or system shutdown. Quality standards require no more than one error per quarter for all Contract Data Requirements List (CDRL) submittals, with substantive mistakes corrected within two working days. Two CDRLs are specified: an Incident/Mishap Report (A001) due within one business day following a loss, and a Safety Plan (A002) due within fifteen days after contract award. The contractor must comply with extensive security requirements detailed in Appendix C, including credentialing systems (DBIDS, CAC, CAB/RAB), mandatory training (OPSEC Awareness, Antiterrorism Awareness Level 1, 309 MXSG New-Hire Orientation, Security Education & Motivation), and safety requirements outlined in Appendix D, including mishap notification procedures and OSHA compliance standards.

3.0 OBJECTIVES

The contractor shall perform the delivery, bulk refill, microbulk tank refills/initial fills, and exchange of the gases listed in Appendix B on an as needed basis. The customer will place a service call when bulk gas tanks are ready to be filled, or the canisters are ready to be exchanged including microbulk tanks, compressed cylinder gases, and cryogenic fluids that are needed and/or empty cylinders requiring pickup. The customer will provide the delivery address for the canisters, compressed cylinders, and/or cryogenic fluids to be exchanged. The customer will also provide which bulk gas tanks, and/or microbulk tanks require filling when they place the service call.

• The contactor shall be responsible for planning and scheduling all site visits with the OO- ALC point of contact (POC) (EESOH-MIS HDSC Operator) or the maintenance supervisor when the service call is placed.

• The contractor shall provide a quote within one (1) business day of it being requested by an authorized caller. A business day is considered to be Monday through Friday excluding official Government holidays.

• The contractor shall not provide any services without prior written authorization.

• The contractor shall perform the required services within one (1) week of the service call or on the day/time arranged when the service call is placed.

• The contractor shall perform emergency services within one (1) business day of the service call.

• The contractor shall provide new or reconditioned gas canisters/cylinders that are equal to or greater than the original equipment manufacturers (OSHA)/(DOT) recommended specifications.

• The contractor shall be responsible for transporting, loading, unloading, and moving all parts and equipment necessary to perform this service.

• The contractor shall be responsible for providing all tools, labor, parts, equipment, and transportation in support of this service.

• The contractor shall be responsible for maintaining base access and access behind the pacer flight fence as referenced in appendix C.

4 | P a g e

4.0 QUALITY

• After the delivery, refill, and exchange of the gas tanks, compressed cylinders, microbulk tank filling or refill, and pickup of empty compressed cylinders, the contractor shall visibly demonstrate for the OO-ALC maintenance technician or shop supervisor that all obligations for the service have been completed and are free from defects and documentation of the compressed gases or cryogenic fluids provided, and all empty tanks picked up.

• The contractor shall visually inspect the condition of the entire bulk/microbulk refill tanks, to the extent that they will not require the use of tools or system operation shutdown and verbally inform the OO-ALC technician or shop supervisor of any deficiency or defect found.

5.0 GOVERNMENT FURNISHED EQUIPMENT/INFORMATION (GFE/GFI)

• The government will provide a Commercial Off the Shelf (COTS) manual to the contractor upon request or as needed.

6.0 PLACE OF PERFORMANCE

• Hill AFB, exact location will be provided to the contractor when the service call is placed by the customer.

7.0 CDRL SUMMARY

Contract information data shall be delivered electronically in accordance to the corresponding requirement for each Data Item listed in Table 6-1 (below). The contractor shall have no more than one error per quarter for all CDRL submittals. The contractor shall submit CDRLs according to the due date indicated and have no more than one CDRL per quarter submitted after the identified due date. Grammatical errors do not count as an error.
