This is a Request for Order Proposal (RFOP) Amendment 001 issued by the U.S. Army Contracting Command - Detroit Arsenal under the Basic Ordering Agreement Sustainment Track (BOAST) program for the procurement of Diffuser Assemblies (NSN 2540-01-200-5821, Part Number 12324202). The solicitation is a Total Small Business Set-Aside competitive action with a response due date of 28 August 2026 at 1600 EST. The Government seeks 76 units of Diffuser Assemblies as the production quantity with an unexercised option for an additional 76 units exercisable within 365 days. The delivery objective is 300 calendar days after receipt of order, with offerors permitted to propose accelerated schedules. The item is non-commercial and classified under NAICS code 333413. Award will be made on a firm-fixed-price basis to the responsible BOA holder submitting the lowest-priced proposal, evaluated for reasonableness. A mandatory eligibility requirement stipulates that vendors must have a fully executed BOAST Basic Ordering Agreement in place prior to the closing date to be considered for award; proposals from vendors lacking an executed BOA will be deemed ineligible and not evaluated.

The RFOP incorporates substantial technical and regulatory requirements including MIL-STD-129 and MIL-STD-2073-1D packaging (Method 32, Level B), inspection and acceptance at origin with FOB destination, and compliance with a qualified products list. The solicitation includes export-controlled technical data accessible through SAM.gov, requiring vendors to possess a current DD Form 2345 certification from the Joint Certification Program. Payment terms are Net 30 days from receipt of invoice and acceptance of goods. The item is subject to Buy American provisions, requires compliance with ISO 9001:2015 quality management standards, and mandates adherence to extensive demilitarization and trade security control requirements applicable to munitions list items. Additional mandatory requirements include OPSEC training, Counterintelligence Awareness and Reporting (CIAR) training, controlled unclassified information handling, hazardous material identification, and configuration management documentation for engineering change proposals, requests for variance, and notices of revision. Questions must be submitted by 30 July 2026 at 1300 EST to the designated point of contact.
