About this file

This is a Questions and Answers (Q&A) document addressing 10 key clarifications for the BOAST RFOP PANDTA-26-P-0000_036688 for a Traverse & Elevation Mechanism Assembly (NSN 1005-01-592-1520, Part Number 13046600).

The Q&A confirms that award will be made using Price Only evaluation methodology to the responsible BOA holder submitting the lowest-priced proposal, with price evaluated for reasonableness. The solicitation requires submission via email with subject line "RFOP-PANDTA-26-0000 036688." The requirement consists of a base quantity of 102 units with an option for 100% of the base quantity (102 units). For First Article Testing, contractors shall propose one lot consisting of 5 units to be tested, with these 5 units includable within the production quantity. The Q&A clarifies that Contract Data Requirements List (CDRL) items A001 through A006 are data CLINs that are not separately priced. The Nonmanufacturer Rule (FAR 52.219-33) application is pending engineering review. Origin inspection and acceptance requirements and ISO 9001:2015 certification requirements are noted as pending engineering review and as a higher-level quality requirement respectively. A First Article Test waiver will be posted on SAM.gov for interested contractors. Small business manufacturers/subcontractors may be identified as the inspection/acceptance point when used by a small-business prime.

Sheet1

1. Evaluation method. The released RFOP still contains the internal instruction to select one methodology and includes all three alternatives: Price Only, LPTA, and Best Value Tradeoff. Please confirm which evaluation methodology governs this RFOP.
2. Email subject line. The submission instruction states: “Proposal for RFOP-PANDTA-21-P-0000 036688-[Your Company Name],” while the notice and RFOP identify PANDTA-26-P-0000_036688. Please confirm the exact subject line offerors should use.
3. NSN/CLIN identification. The requirement is identified as NSN 1005-01-592-1520, but CLIN 00002AA lists 1005-01-592-1521 and CLIN 00003AA lists 1005-01-592-1522. Please confirm the correct NSN for the production and option quantities.
4. First Article quantity and pricing. FAR 52.209-3 states that five units of item 13046600 are to be tested. The pricing sheet identifies CLIN 00001AA as one lot of “First Article Test Report (FATR),” while the delivery schedule refers to FAT unit(s) under CLIN 0001AA. Please confirm:
a. whether five physical FAT units are required;
b. whether those five units are included within the 102-unit production quantity or are additional units;
c. whether destructive-test samples, if required by the TDP/QAP, are additional to the five FAT units; and
d. how the FAT units/testing/report should be priced on the Pricing Sheet.
5. Data CLIN pricing. Please confirm whether CDRL items A001 through A006 are to be priced separately or included in the production/FAT prices. The released Pricing Sheet shows $0.00 on several data lines and a blank price on A005.
6. Option CLIN. Please confirm that CLIN 00003AA has a unit of measure of EACH and whether the option quantity is included in the total evaluated price for award.
7. Nonmanufacturer Rule. FAR 52.219-33 is included in the RFOP. Please confirm whether the Nonmanufacturer Rule applies to this order and whether any SBA class or individual waiver applies to NSN 1005-01-592-1520.
8. Origin inspection/acceptance. The Technical & Quality Requirements require the exact name, address, and CAGE of the origin inspection and acceptance facility. If a small-business prime uses a qualified small-business manufacturer/subcontractor, may the manufacturer’s facility be identified as the inspection/acceptance point?
9. Higher-level quality requirement. The clause table references ISO 90001:2015 under FAR 52.246-11. Please confirm that the intended requirement is ISO 9001:2015 and identify whether certification is required at the manufacturing/inspection facility.
10. First Article waiver. Is a First Article Test waiver available based on prior production/approval history for NSN 1005-01-592-1520? If so, please advise what information or form must accompany the proposal.
