About this file
This is a Sources Sought Notice and Market Research Survey issued by the Army Contracting Command - Detroit Arsenal (ACC-DTA) for the Mobile Tactical Retail Refueling System (MTRRS) follow-on production. The MTRRS (NSN 4930-01-691-6188) is a bulk fuel carrier and retail dispenser designed to replace aging Tank & Pump Unit (TPU) and Tank Unit Liquid Dispensing (TULD) systems. The system provides fuel storage, filtration, and unit-level retail capabilities for refueling military ground vehicles and equipment at the maneuver level across all operational environments. The MTRRS supports multiple transport configurations including cargo trucks, trailers, and Load Handling System (LHS) flat-racks, with dimensions of 132.1 inches length, 78.6 inches width, and 69.5 inches height, and a curb weight of 2,910 pounds empty.
The Government seeks to identify interested vendors' capabilities and qualifications for production of estimated quantities of 644 units in FY29 and 648 units in FY30. Responses must be submitted by September 7, 2026, at 5:00 p.m. to Thomas Bashur (Contract Specialist) or Rebecca Bernock (Procurement Specialist) at ACC-DTA. The survey requests detailed information including vendor profile and business type (8(a), HUBZone, women-owned, service-disabled veteran-owned, or small business status), current manufacturing capabilities, production facility location, experience with First Article Testing (FAT) and Production Verification Testing (PVT), quality management certifications, warranty offerings, production timelines, tooling requirements, lead times, production rates, unit costs, and Average Unit Manufacturing Cost (AUMC) by year. Technical requirements include the ability to work from a Level (3) Product Level Technical Data Package (TDP) in SolidWorks CAD format, experience with Government-provided detailed designs per MIL-STD-31000, and proficiency in managing Engineering Change Proposals (ECPs) and configuration management per EIA-649-1. Access to the distribution-restricted TDP (Distribution Code D) requires vendors to have a current DD 2345 Militarily Critical Technical Data Agreement certification on file with the Defense Logistics Information Service (DLIS). Participation is voluntary with no compensation provided, and the Government is not obligated to issue a solicitation or award a contract as a result of this market research survey.

Sources Sought Notice Mobile Tactical Retail Refueling System (MTTRS)
DESCRIPTION OF INTENT
This is a SOURCES SOUGHT NOTICE/MARKET RESEARCH SURVEY to request information for Government planning purposes only. The Army Contracting Command – Detroit Arsenal (ACC-DTA) is seeking to gain knowledge regarding the interest, capabilities and qualifications of industry, to include both small and large businesses, for production of the item identified below. Responses to this Sources Sought Notice/Market Research Survey will assist ACC-DTA in planning its acquisition strategy for a potential future acquisition.

MTRRS will serve as a bulk fuel carrier and retail dispenser for military vehicles and ground support equipment, providing fuel at the maneuver level in all operational environments. It replaces refueling operations currently performed by the aging Tank & Pump Unit (TPU) and the Tank Unit Liquid Dispensing (TULD). The MTRRS allows for different configurations and transport platforms including cargo trucks, trailers, and Load Handling System (LHS) flat-racks. The system can be removed from the transport platform, using Material Handling Equipment (MHE), and operated on the ground. The MTRRS provides fuel storage, filtration, and unit-level retail capabilities to refuel ground vehicles, ground equipment, and fuel containers.
The MTRRS is the key enabler for company size units to receive, store and issue fuel to internal assets. The multiple transport modes enable units to utilize internal assets and issue fuel in accordance with Mission, Enemy, Terrain and weather, Troops and support available, Time available and Civil considerations (METT-TC).
TECHNICAL DATA PACKAGE
There is a Technical Data Package (TDP) associated with this procurement. It is distribution code D, which limits access to Department of Defense (DoD) and U.S. DoD contractors only. To be eligible to gain access to the TDP, the vendor must have a current DD 2345, Militarily Critical Technical Data Agreement certification on file with the Defense Logistics Information Service (DLIS). If the vendor has a current certification, they are required to submit a request to access the TDP in SAM.gov. Access will be granted, pending verification of the contractor’s active registration in the Joint Certification Program (JCP). The TDP will then be provided to the requesting vendor via the DoD SAFE site. Upon completion of the purposes for which Government Technical Data has been provided, the offeror, and all subcontractors, vendors, and sub-vendors of the offeror, are required to destroy all documents, including all reproductions, duplications, or copies thereof as may have been further distributed. Destruction of this technical data shall be accomplished by: shredding, pulping, burning, or melting any physical copies of the TDP and/or deletion or removal of downloaded TDP files from computer drives and electronic devices, and any copies of those files.
FIRST ARTICLE TESTING
A Production Verification Test (PVT) is anticipated to be conducted as First Article Testing (FAT).
NOTE: All survey input is voluntary, and no compensation will be made for your firm’s participation. Since this is a Sources Sought Notice, and not a solicitation for receipt of proposals or quotations, the Government does not encourage questions concerning this market research. Furthermore, the Government is not obligated to issue a solicitation or award a contract as a result of this announcement.
