About this file

This is a Sources Sought Notice and Market Research Survey issued by the Army Contracting Command - Detroit Arsenal (ACC-DTA) for the Mobile Tactical Retail Refueling System (MTRRS) follow-on production. The MTRRS (NSN 4930-01-691-6188) is a bulk fuel carrier and retail dispenser system designed to replace aging Tank & Pump Unit (TPU) and Tank Unit Liquid Dispensing (TULD) equipment. The system provides fuel storage, filtration, and unit-level retail capabilities for military vehicles and ground support equipment in operational environments. It supports multiple transport configurations including cargo trucks, trailers, and Load Handling System flat-racks and can be removed and operated on the ground using Material Handling Equipment. Estimated production quantities are 644 units in FY29 and 648 units in FY30.

Responses must be submitted by August 24, 2026, at 5:00 PM to Thomas Bashur (Thomas.d.Bashur.civ@army.mil) and Rebecca Bernock (Rebecca.k.Bernock.civ@army.mil). The survey requests vendor information across multiple categories including business classification (NAICS 333914), current manufacturing capabilities, production facility locations, quality management systems, warranty offerings, storage capacity, production timelines, lead times, production rates, and unit costs. A Technical Data Package (TDP) in SolidWorks CAD format with distribution code D (DoD and U.S. DoD contractors only) is available to vendors with current DD 2345 Militarily Critical Technical Data Agreement certification. Vendors must have manufacturing experience with Government-provided detailed designs (Level 3 Product Level TDP per MIL-STD-31000), FAT/PVT testing experience, and capability in reading and editing SolidWorks CAD data. The survey also addresses Engineering Change Proposals, configuration management per EIA-649-1, logistics product data updates, and technical manual revisions. No compensation is provided for participation, and the Government is not obligated to issue a solicitation or award a contract based on this market research.

DESCRIPTION OF INTENT

This is a SOURCES SOUGHT NOTICE/MARKET RESEARCH SURVEY to request information for Government planning purposes only. The Army Contracting Command – Detroit Arsenal (ACC-DTA) is seeking to gain knowledge regarding the interest, capabilities and qualifications of industry, to include both small and large businesses, for production of the item identified below. Mobile Tactical Retail Refueling System (MTRRS)

MTRRS will serve as a bulk fuel carrier and retail dispenser for military vehicles and ground support equipment, providing fuel at the maneuver level in all operational environments. It replaces refueling operations currently performed by the aging Tank & Pump Unit (TPU) and the Tank Unit Liquid Dispensing (TULD). The MTRRS allows for different configurations and transport platforms including cargo trucks, trailers, and Load Handling System (LHS) flat-racks. The system can be removed from the transport platform, using Material Handling Equipment (MHE), and operated on the ground. The MTRRS provides fuel storage, filtration, and unit-level retail capabilities to refuel ground vehicles, ground equipment, and fuel containers.

The MTRRS is the key enabler for company size units to receive, store and issue fuel to internal assets. The multiple transport modes enable units to utilize internal assets and issue fuel in accordance with Mission, Enemy, Terrain and weather, Troops and support available, Time available and Civil considerations (METT-TC).

TECHNICAL DATA PACKAGE
There is a Technical Data Package (TDP) associated with this procurement. It is distribution code D, which limits access to Department of Defense (DoD) and U.S. DoD contractors only. To be eligible to gain access to the TDP, the vendor must have a current DD 2345, Militarily Critical Technical Data Agreement certification on file with the Defense Logistics Information Service (DLIS). If the vendor has a current certification, they are required to submit a request to access the TDP in SAM.gov. Access will be granted, pending verification of the contractor’s active registration in the Joint Certification Program (JCP). The TDP will then be provided to the requesting vendor via the DoD SAFE site. Upon completion of the purposes for which Government Technical Data has been provided, the offeror, and all subcontractors, vendors, and sub-vendors of the offeror, are required to destroy all documents, including all reproductions, duplications, or copies thereof as may have been further distributed. Destruction of this technical data shall be accomplished by: shredding, pulping, burning, or melting any physical copies of the TDP and/or deletion or removal of downloaded TDP files from computer drives and electronic devices, and any copies of those files.
FIRST ARTICLE TESTING
A Production Verification Test (PVT) is anticipated to be conducted as First Article Testing (FAT).

NOTE: All survey input is voluntary, and no compensation will be made for your firm’s participation. Since this is a Sources Sought Notice, and not a solicitation for receipt of proposals or quotations, the Government does not encourage questions concerning this market research. Furthermore, the Government is not obligated to issue a solicitation or award a contract as a result of this announcement.
