About this file
This file is a Questions and Answers (Q&A) document from a federal contract solicitation addressing ice machine maintenance services.
The document clarifies three key issues raised by potential offerors. First, the Government confirms that inline water filtration systems are present on some covered ice machines, though specific filter model and part numbers are unknown. Contractors must perform all preventive maintenance per manufacturers' specifications, including water filter replacements, and should factor standard commercial water filter replacement costs into their pricing. Second, regarding two Hoshizaki B-1650SS ice storage bins (ECN 95211 and ECN 95212), the Government cannot verify the specific ice machine head model numbers prior to award and will not conduct site visits. Offerors must assume standard, commercially available Hoshizaki ice machine heads compatible with the B-1650SS bin for pricing purposes, with any material cost differences post-award to be addressed through the applicable Changes clause. Third, the Government declined to adjust the pricing schedule structure to separate preventive maintenance, corrective repairs, and replacement parts into distinct cost categories or Contract Line Item Numbers. The current structure requires offerors to submit one firm-fixed-price CLIN per Equipment Control Number (ECN) that is all-inclusive of preventive maintenance, corrective repairs, and replacement parts as specified in the Performance Work Statement.

Question 1: Several of the listed ice machines are available with optional inline water filtration systems. Could you please confirm whether any of the covered equipment is equipped with inline water filters? If so, would the Government please provide the applicable filter models or part numbers and confirm whether filter replacement is expected as part of the preventive maintenance requirements?
Answer 1: The Government confirms that inline filters are present on the equipment;
however, specific filter model and part numbers are unknown at this time. In accordance with PWS Section 2.2.3, the contractor is required to perform all preventive maintenance in accordance with the manufacturers' specifications, which includes the replacement of water filters. Offerors should factor the cost of standard commercial water filter replacements into their preventive maintenance pricing.
Question 2: The equipment list identifies ECN 95211 and ECN 95212 as Hoshizaki B- 1650SS, which is an ice storage bin. Could you please provide the corresponding Hoshizaki ice machine head model numbers installed with these units?
Answer 2: The Government is unable to verify the specific model numbers for the ice machine heads attached to the two Hoshizaki B-1650SS bins prior to award, and site visits will not be conducted. For proposal pricing purposes, Offerors shall assume the maintenance of standard, commercially available Hoshizaki ice machine heads that are compatible with the B-1650SS bin. Should the actual equipment be identified post-award as a different model that materially impacts the cost of maintenance, the Government will address it at that time via the applicable Changes clause.
Question 3: After reviewing the solicitation and the PWS, we respectfully request consideration of an adjustment to the pricing schedule to allow for a firm-fixed price for scheduled preventive maintenance, separate labor pricing for major corrective repairs, and separate reimbursement for replacement parts. Including unknown repair costs into the preventive maintenance price requires us to significantly increase our proposed price. Will the Government adjust the pricing schedule to separate these costs?
Answer 3: No. The Government will not be adjusting the pricing schedule, creating separate labor categories, or adding reimbursable Contract Line Item Numbers (CLINs) for parts.
The current structure of one Firm-Fixed-Price CLIN per Equipment Control Number (ECN) remains unchanged. Offerors must provide a firm-fixed price that is inclusive of all preventive maintenance, corrective repairs, and replacement parts as required by the Performance Work Statement.
