About this file

This is a Questions and Answers document for a Request for Information (RFI) regarding Facilities Sustainment Services at Aberdeen Proving Ground (APG). The government is planning to award a single-award, Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 10-year ordering period from August 11, 2026 through August 10, 2036, with an anticipated maximum ceiling value not to exceed $99.2 million. Current annual funding is estimated at $9 to $10 million. The contract will service 5 buildings at ATEC/OEC and potentially up to 500 buildings at ATC, requiring facilities sustainment and Above-Common-Level-of-Service (ACLS) work including project management, construction management, and special projects outside of Garrison DPW's Common Level of Service scope.

Key requirements include emergency and expedited services to address catastrophic events occurring approximately 16 times annually (storm damage up to 10 events, natural disasters 1 event, and system failures 5 events). Contractor personnel working in restricted areas behind security fences must undergo fingerprinting and background checks. Offerors must maintain a minimum performance bond of 100 percent of annual contract value and $1 million per occurrence/$2-5 million general aggregate insurance coverage. The government has not yet determined whether this will be set aside for small business concerns or 8(a) participants versus full-and-open competition, and the RFI responses will inform that decision. A site visit is a possibility for interested parties prior to RFP release. No incumbent contracts are being replaced, as this is a new requirement, though the Directorate of Public Works and a $4.5 million small business contract currently provide some ACLS services.

Questions Received in Response to the Request for Information (RFI) for Facilities Sustainment Services

Q1: What is the estimated order of magnitude of this contract (cost per year) and budget for facility improvements for the overall contract?

A1: Current yearly estimates are $9 - $10M.

Q2: Will the Base Period be one (1) year, or multiple years? Will every Option Period, if applicable, be one (1) year at a time, or multiple years at a time?

A2: No, this contract shall be Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 10-year ordering period.

Q3: Most contracts have periods of performance of five (5) years, why is APG interesting in a period of performance for ten (10) years?

A3: A contract period longer than five (5) years is necessary to ensure continuity of services, which is vital for long-term test programs and the retention of institutional knowledge. More frequent changes in contractors could introduce significant risks of mission disruption, learning curves, and potential safety and security issues.

Q4: Is this potential opportunity replacing multiple smaller contracts? If so, are there any incumbents for contracts being replaced by this opportunity?

A4: No, this is a new requirement.

Q5: To provide the most relevant project experience and best demonstrate Offeror’s ability to perform the contract, please provide the number of facilities and approximate number of

FTE.

A5: ATEC/OEC have 5 buildings that this contract will service; while ATC has 500 buildings that may require services under this contract.

Q6: The Performance Work Statement identifies “… a critical need to perform expedited or emergency services as needed to restore services or clean-up after catastrophic events or equipment failures”. What catastrophic events are being considered and how often, on average?

A6: Based on previous incidents and realistic potential(s) - the following are considered catastrophic, and estimated occurrences.

• Storm Damage (Snow, wind, and rain) up to 10 events annually

• Natural Disaster (Sizmek and flooding) 1 annually

• System Failures (HVAC, IT and Electric) 5 annually

Q7: Please provide expected insurance requirements.

A7: Expected insurance requirements include: $1 million per occurrence and $2-$5M general aggregate.

Q8: Please provide expected bonding requirements and their value. Depending on the bonding requirements, this could be prohibitive for some Offerors to submit bids, or add an increased risk factor that may deter responsible Offerors.

A8: Contractor’s bonding requirement should be at a minimum 100% of the annual contract value.

Q9: Reference RFI; Issue: Acquisition Strategy/Set Aside – The market research summary states that “Small businesses and/or 8(a) [are] strongly encouraged.” Has the Government made a determination on whether this single-award FFP IDIQ will be set aside for small business concerns, including 8(a) participants, or will it proceed as full-and-open competition?

A9: The Government has not determined whether this single-award FFP IDIQ will be set aside for small business concerns, including 8(a) participants, or full-and-open competition. This RFI is a market research component that will be used in the determination.

Q10: Reference RFI; Issue: Site visit/Industry Engagement - Will the Government schedule a site visit or virtual industry day prior to RFP release so potential offerors can better understand the current facility conditions, ACLS-specific requirements, and the volume of non-real-property fabrication/testing support needed?

A10: Yes, a site visit is a possibility for interested parties to gain a better understanding prior to formal RFP release.

Q11: Reference: RFI; Issue: IDIQ Ceiling /Size Standard - Given the ten-year ordering period (11 Aug 2026 – 10 Aug 2036) and the $47 M small-business size standard for NAICS 561210, can the Government provide the anticipated maximum ceiling value (or realistic expected total contract value) for the IDIQ? This information will allow potential 8(a) and small-business offerors to confirm their ability to perform within applicable size and financial-capacity thresholds.

A11: The anticipated maximum ceiling value (or realistic expected total contract value) for the IDIQ is expected not to exceed $99.2M over the 10-year ordering period.

Q12: Reference: 1.2 Background; Issue: Incumbent/Backlog - Who is the current provider(s) performing the Above-Common-Level-of-Service (ACLS) work for ATEC/ATC at APG, Edgewood, and Churchville? What is the approximate annual value and typical task-order mix (PM/CM vs. special projects) that has been executed outside of Garrison DPW’s CLS scope?

A12: While this is a new requirement –Directorate of Public Works and a $4.5M small business contract have been servicing ATEC/OEC facilities for some ACLS requirement.

Q13: Reference: 2.2 Security Requirements; Issue: Security/Access Requirements - Will all contractor personnel require CACs and full IACS processing, or will a local background check plus contractor-issued ID suffice for certain non-restricted areas? Is a facility clearance (FCL) anticipated for any portion of the work?

A13: For restricted areas behind the security fence, individuals will be required to be fingerprinted and a background check.
