About this file

This document is a Questions and Answers (Q&A) addendum to a Sources Sought notice for Unmanned Aerial System (UAS) components procurement. The Government is in the preliminary information-gathering phase to identify interested vendors and assess market capabilities before establishing a formal contracting mechanism.

Regarding compliance requirements, vendors are not required to provide Defense Contract Management Agency (DCMA) Blue List items, as these will be procured directly through DCMA channels; however, all other components must meet National Defense Authorization Act (NDAA) compliance standards for cybersecurity, performance, and UAS platform compatibility. The Government is still finalizing estimated annual quantities for required components, with preliminary quantities subject to change; vendors are encouraged to provide information on production capacity and scalability. For response to this Sources Sought solicitation, vendors should provide company name, address, point of contact information, Unique Entity Identifier (UEI) or CAGE Code, core competencies and UAS experience overview, information on potential products, and a capabilities statement if available. Detailed specifications such as specific component names, quantities available, pricing, or Bills of Materials are not required at this stage. The Government acknowledges potential overlap with the Army Marketplace initiative but maintains this Sources Sought as a separate vehicle to ensure comprehensive contracting mechanisms and maximum vendor participation. Regarding timeline extension requests, the Government will review and notify all vendors if extensions are granted. A capabilities statement will suffice for this phase, with additional information requirements to be communicated in subsequent guidance.

1. Must requested parts already be listed on the Blue Cleared List, or is NDAA Compliance all that is required?

Currently, we are projecting that all items identified on the Defense Contract Management Agency (DCMA) Blue List will be procured directly through DCMA channels as required by applicable regulations. However, this approach is subject to change based on evolving requirements and procurement strategies. Vendors responding to this Sources Sought notice are not required to provide Blue List items. For all other components, NDAA compliance is sufficient, and vendors should ensure that their products meet the necessary standards for cybersecurity, performance, and compatibility with UAS platforms.

2. We did not see any posted annual quantities; please elaborate.

The Government is in the process of finalizing the list of estimated annual quantities for the components required under this effort. While the attached reference material provides examples of categories and types of components, the quantities listed are preliminary and subject to change. Vendors are encouraged to provide information on their production capacity and ability to scale to meet potential demand.

3. What information are you looking for from our company to respond to this Sources Sought solicitation?

At this stage, we are primarily seeking general information about your company and its capabilities. If available, you may choose to provide:

• Company name, address, and point of contact information.

• Unique Entity Identifier (UEI), and or CAGE Code.

• A brief overview of your company’s core competencies and experience in providing UAS components.

• Information on potential products you can supply.

• A capabilities statement, if you have one prepared.

Please note that detailed information, such as specific component names, quantities available, pricing, or a Bill of Materials (BOM), is not required at this time. This effort is focused on identifying interested parties and gathering preliminary information to ensure broad participation in the anticipated procurement process.

4. How does this differ from what will be asked to list our parts on the Army Marketplace launching next month?

This effort may overlap with the Army Marketplace initiative, but it is being established as a separate vehicle to ensure the Government has a comprehensive contracting mechanism in place to meet mission requirements. While the Army Marketplace may serve as a centralized platform for listing parts, this Sources Sought notice is focused on identifying interested vendors and gathering information to maximize participation in anticipation of an expected contract.

5. Please advise if more salient information is required, and we request a one-week extension to provide the information.

At this time, we are soliciting for interested parties to ensure maximum participation in the upcoming procurement process. If your company has a capabilities statement, that will suffice for this phase of the solicitation. Should additional information be required, we will provide further guidance in subsequent communications. Regarding your request for an extension, we will review the timeline and notify all vendors if an extension is granted.
