About this file
This is a Request for Quote (RFQ) for hazardous waste testing and sampling services for the U.S. Army at Schofield Barracks, Hawaii. The contract is a firm-fixed-price requirements contract with a base year from February 1, 2026 to January 31, 2027, and four additional one-year option periods through January 31, 2031. The solicitation is set aside for Women-Owned Small Business (WOSB) with a size standard of $47,000,000.
The services include comprehensive hazardous waste testing across multiple categories: sampling/testing, full range testing for liquid and solid wastes (with and without pesticides/herbicides), Toxicity Characteristic Leaching Procedure (TCLP) testing, and Total RCRA 8 Metals testing. The Project Manager must have a bachelor's degree or five years of experience, HAZWOPER certification, and EPA RCRA training. Quotes are due by January 6, 2026 at 10:00 AM HST, with a 90-day acceptance period. The award will be made to the lowest-priced quote that meets the performance work statement requirements, with evaluation based on key personnel qualifications and price.
