About this file

This document contains Questions and Answers (Q&A) related to a federal contract opportunity for hazardous waste characterization and transportation services for U.S. Army military installations on the Island of Oahu. The Q&A addresses clarifications about contract scope, including analytical sampling, waste characterization, and sample transportation. Key details include the requirement for the contractor to transport waste characterization analytical samples from the Transfer Accumulation Point (TAP) at Building 6040 on Schofield Barracks to a Department of War (DOW) accredited testing facility. The document indicates approximately 104 total samples and tests will be required per contract year, with scheduling dependent on specific circumstances. The previous contract (W912CN-20-D-0013) was held by ENVIROSERVICES & TRAINING CENTER LLC with a total contract value of $308,882.22.

1. The Offeror Price Quote CLIN sheet includes scope items for analytical sampling for waste characterization, waste profiling, form preparation, and documentation;

however, the PWS includes additional services and materials that are not well identified in the list of CLINs such as Section 3.4.1.1 Processing of Containers, includes containers and drums provided by the contractor and Section 3.5.1.1 Repackaging, This may include tasks such as pumping oil-water separators, as well as pumping under and above ground storage tanks.

Answer: See responses below.

a. Can the Government provide an estimated quantity for containers and drums and/or Not to Exceed CLIN item for drums and containers since the CLIN description in the Offeror Price Quote indicates Subsection 3.4.1.1 of Section

3.4 is included in every CLIN item?

Answer: The exact quantity of containers and drums will be determined by the contractor, as it depends on the requirements of the specific laboratory they choose for testing.

b. If pumping OWS units, underground, and aboveground storage tanks are required, can the government please provide a number of tanks, sizes, and frequency of pumping's estimated each year to better estimate level of effort, drums, etc.?

Answer: There will be no pumping required from any OWS units or storage tanks. This language was officially removed from the PWS in Section 3.5.1.1.

To help you estimate your level of effort, please note that while there is no pumping, we anticipate approximately 104 total samples and tests will be required per contract year. The scheduling for these events is random and will depend on specific circumstances as they arise.

c. Subsection 3.5.1.1 of Section 3.5 is included in CLIN items 0002 through 0007. Please indicate which CLIN tank pumping level of effort should be included.

Answer: Since the language requiring tank pumping has been removed from the Performance Work Statement, that level of effort should not be included in any of the CLIN items.

2. Section 3.5 Transportation, states "The contractor is responsible for transporting hazardous waste containers and receptacles to Department of War (DOW) accredited testing facilities from various U.S. Army military installations located on the Island of Oahu".

a. Section 3.4 Sampling/Testing indicates that all waste requiring sampling is already located at the Transfer Accumulation Point (TAP). Please clarify whether the contractor is required to transport waste from various U.S. Army installations on Oahu to the TAP, or if this statement instead implies the transportation of waste characterization analytical samples collected at the TAP to a DOW-accredited laboratory for sample analysis in accordance with Section 3.4.2 Full Range Testing.

Answer: The language in this section refers to the contractor's responsibility for the transportation of waste characterization analytical samples collected at the TAP to a DOW-accredited laboratory for sample analysis, in accordance with Section 3.4.2 Full Range Testing. The contractor is not required to transport waste from various U.S. Army installations to the TAP.

For additional clarity, the language in Section 3.5 has been updated to define the origination point as the Transfer Accumulation Point (TAP), located at Building 6040 on Schofield Barracks.

3. Can the Government please provide the current contract number, contractor performing services, and total contract value if there is a current contract in place for these services?

Answer: Prior Contract # W912CN-20-D-0013

Contractor: ENVIROSERVICES & TRAINING CENTER LLC

Total Contract Value: $308,882.22
