About this file
This document contains Questions and Answers (Q&A) related to a hazardous waste testing and sampling contract. The Q&A addresses three key inquiries about the contract's technical specifications. First, the response clarifies the initial sample screening process, explaining that CLIN X001 is used for detecting hazardous waste characteristics, with subsequent testing performed under CLINs X002-X007 using the same initial test material. Second, the document defines "full range" testing, specifying that while the contractor must be capable of performing a comprehensive suite of tests, not every test will be conducted on every sample. The testing varies by sample type (Liquid, Solid, or Metal), with specific analytical procedures tailored to the sample's characteristics, including tests for ignitability, corrosivity, reactivity, volatile organic compounds, and RCRA metals. Lastly, the Q&A addresses documentation, noting that Safety Data Sheets (SDS) are typically unavailable for mixed samples, but will be provided if the mixture's components are known.

1. For Item 001, it is described as sampling/testing and hazardous waste form preparation, referencing PWS 3.1, 3.2, 3.3, and 3.4 - why is the sampling/testing referenced here for 3.4 when 3.4 is also listed for every other item regarding testing?
Is Item 001 primarily just for the pumping, materials/equipment, and labor hours for preparation for sampling but not the actual sampling itself? Otherwise my assumption is that for each work order request, we would receive qty 1 of Item 001 along with other line items. This would result in a duplicate of PWS 3.4.
Answer: The established procedure begins with an initial sample screening under CLIN X001 to detect the presence of any hazardous waste characteristics. In the event of a positive finding, the contractor will perform additional testing as required by CLINs X002- X007. It is to be understood, as referenced in PWS Section 3.4, that all subsequent analyses will be conducted using the same material from the initial test.
2. What exactly does "full range" mean? Can we use generator information to eliminate certain testing? For example, we wouldn't need to test for D003 in a paint, acid, or solvent waste, as cyanides and sulfides would not be anticipated.
Answer: To clarify, the list of analyses detailed in the Performance Work Statement (PWS) constitutes what the Government defines as a 'full range test.' This suite of tests represents the required capabilities for the contract, and the Contractor is required to possess the capability to perform all of them.
However, this does not mean every test will be performed on every sample. For any given work order, the specific analytical procedures will be selected by the Government from this list and will be tailored to the specific characteristics of the sample provided (Liquid, Solid or Metal Refer to PWS Section 3.4.2 Full Range Testing).
Liquid Samples: Ignitability, corrosivity, reactivity, total volatile organic compounds (TVOCs), total semi-volatile organic compounds (TSVOCs), and total RCRA metals.
Solid Samples: Ignitability, corrosivity, reactivity, total RCRA metals, TVOCs, and TSVOCs.
Metal Testing: RCRA 8 metals and will also include the Toxicity Characteristic Leaching Procedure (TCLP).
3. Will additional documentation such as Safety Data Sheets be provided?
Safety Data Sheets (SDS) usually aren't available, as the samples are typically mixtures of different substances, which don't have a single, specific SDS. However, in cases where we do know the components of the mixture, we will be sure to provide you with the SDS for each substance or any other relevant product details we have on hand.
