About this file

This document is a Draft Salient Characteristics document for a Commercial Heavy Armored Vehicle (CHAV) procurement by the Department of the Army. The requirement specifies a commercially heavy armored sedan with detailed technical specifications, including a gasoline 6-liter turbocharged 12-cylinder engine, automatic 8-speed transmission, and black/dark grey/dark blue exterior. The vehicle must meet VPAM BRV 2009 VR6/CEN B6 certification, with advanced armoring requirements involving complex structural protection, including no gaps between armor surfaces, reinforced suspension, and brake system modifications.

The associated federal contract opportunity seeks six heavy armored BMW sedans through a competitive, firm-fixed price procurement. The solicitation is a pre-solicitation notice issued by the Regional Contracting Office at USAG Wiesbaden, Germany, with responses due by December 26, 2025, at 12:00 noon CET. Delivery is required within 180 days after contract award, and interested parties must be registered in the System for Award Management (SAM). The procurement allows for brand name or equal products, with any "equal" product required to meet the detailed salient characteristics outlined in the draft documentation.

SALIENT CHARACTERISTICS

for Commercial Heavy Armored Vehicle (CHAV) Basic: The Contractor shall provide one commercially heavy armored vehicle with all SOW required features and protection customization requirements.

Vehicle: The Contractor shall provide one commercially heavy armored sedan with the following minimum specifications:

Nomenclature:
Auto Sedan Special Protected, left-hand drive
Engine:
Gasoline, 6 liters turbocharged 12 cylinders
Transmission:
Automatic 8 speed TC
Other:
Air Conditioning; AM/FM radio, Navigation System w/software in the English language
Color:
Exterior: color shall be black, dark-grey, or dark blue.
Carrying Capacity:
4000kg or greater including 4 passenger capability.
Convoy Driving:
LED convoy driving display
Intercom System:
To communicate with person(s) outside the vehicle without the need to compromise the seal of the passenger compartment.
Fuel Tank
Self-sealing fuel tank
Air Intake
Fresh air intake system

Armored Body/Protection: The vehicles shall be minimum VPAM BRV 2009 VR6/CEN B6 certified.

Construction shall integrate opaque/transparent materials and vehicle structural design in such a manner as to withstand and balance structural loads while affording optimum protection throughout the entire passenger compartment (component design). Vehicle’s design-operating dynamics is a critical factor (original equipment manufacturers, OEM, rated payload capacity), and armoring method/materials shall take into account a variety of factors relating to protection level specified, vehicle balance, structural load and safety.

No gaps shall be permitted between opaque armor mating surfaces; opaque to transparent armor transition at front side; rear of passenger or cargo compartment; along all passenger compartment door lines. All opaque armor materials joining on the same plane shall be overlapped.

Armor materials shall be incorporated in such a manner as to allow maximum passenger comfort while limiting alterations to the original design.

Suspension system, attachment points and related infrastructure components shall be modified to meet after armoring mass of vehicle (a minimum of 25% upgrade as compared to the OEM standard).

Brake system shall accommodate after-armoring mass of vehicle and be of such design as to ensure against excessive brake fade and/or failure at high speed (180 kmph) and/or repeated use.

Drive shaft and couplings (attachment points) and related infrastructure components shall be reinforced to accommodate increased vibration/stress due to additional weight of the armor mass.

Specific vehicle acceleration, braking and cornering at after armoring mass weight on dry surface should allow for positive controls at all times; performance degradation over unarmored comparably equipped make, series, model should not exceed 15% in braking distance.

Interior: The vehicle shall have a dark gray or black interior with four (4) leather, power, heated, ventilated memory bucket seats. The vehicles shall have quad-zone climate control, independent rear Heating Ventilating and Air Conditioning (HVAC) with independent controls, independently controlled reading lights for all compartments, built-in cup holders for all occupants, rubber molded floor mats, rear passenger footrests, rear seat pockets, and retractable shades for rear cabin.

Tires: The vehicle shall have one (1) full-sized spare tire, one (1) set of snow chains/snow socks, one (1) set of summer tires, and one (1) set of winter tires. Tires shall have run flat tire inserts and allow the vehicles to travel above 20 KPH after puncture. The rims must have capacity to meet or exceed the load imposed on each wheel (armor mass and full passenger load). Applicable tire pressure labels shall be provided by the Contractor at the time of delivery.

Warranty: Basic vehicle maintenance services and upkeep shall be available in Germany and within NATO countries without extra cost to the government.
