About this file
This is a series of asbestos testing and inspection reports prepared by Harness Environmental Testing and Consulting for Colorado Springs School District 11 regarding the Palmer High School Building C Vocational Arts demolition project. The reports, completed in March 2025, detail comprehensive pre-demolition asbestos inspections conducted on March 10 and 24, 2025, involving 66 bulk material samples collected from various locations within Building C. The samples were analyzed by Atlas Technical Consultants Laboratory using Polarized Light Microscopy and EPA-approved methods to identify potential asbestos-containing materials (ACM).
The laboratory analysis revealed multiple instances of asbestos-containing materials throughout the building, including floor tiles with asbestos mastic (approximately 1,200 square feet), hallway floor tiles and mastic (about 2,900 square feet), drywall joint compound in multiple rooms (around 900 square feet), plaster in various locations (estimated 8,900 square feet), and additional materials like roof drains, chalk boards, and thermal system insulation. The reports recommend that a licensed abatement contractor be engaged for proper removal and disposal, noting trigger levels for asbestos removal that vary depending on the type of facility (school, residential, commercial) and specific OSHA and Colorado Department of Public Health & Environment regulations.

Pre-Demolition Asbestos Inspection Report Prepared for: Colorado Springs School District 11
5240 Geiger Court Colorado Springs, CO 80915
Inspection Site: Palmer High School 301 North Nevada Avenue Colorado Springs, CO
Inspection Date: 03/24/2025
Attention: Hannah White
Project Manager Report Date: 03/31/2025
Project Overview At the request of Colorado Springs School District 11, Harness Environmental Testing and Consulting performed a pre-demolition asbestos inspection at the site referenced above to identify and sample suspect asbestos-containing material (ACM) prior to the planned demolition of Building C Vocational Arts at Palmer High School at 301 N Nevade Ave, Colorado Springs, CO. On March 10, 2025, Harness Environmental reviewed a report conducted by Dominion Environmental and additional samples were collected. Once results for the initial samples were received from the laboratory, additional samples were collected to augment the results of the report from Dominion Environmental and verify amounts of asbestos containing materials. Additional sampling was conducted after hours during the week of March 17-21, 2025.
Bulk Sampling Process Sixty-Six (66) bulk samples of the suspect materials as stated above were taken per Colorado Regulation 8, Section III.A.3.e.(iv)(C) with consideration of Colorado Regulation 8 Section, III.A.3.c.(i)(D) in the areas to be disturbed.
The samples were collected in sealed bags and were sent to ATLAS Lab, a National Institute of Standards and Technology (NIST)-accredited laboratory participating in the National Voluntary Laboratory Accreditation Program (NVLAP), for bulk analysis by standard EPA-approved methods. The samples were analyzed by Polarized Light Microscopy, a method of visual estimation used for the identification of asbestos concentrations in bulk materials. Point counts or composite done will be listed in the table.

Total SF represents only an estimate and should not be used for bidding purposes and these same materials may exist in other areas of the home.
SF SD represents the amount of Significant Damage in the HA, if applicable.
Point counts can be requested to determine if the amount of asbestos is >1%.
Building materials are sampled using the following categories:
• Miscellaneous Material: a minimum of two samples are taken from each homogeneous material.
• Thermal System Insulation (TSI): three samples of each type of TSI are taken.
• Surfacing Material: three samples of each homogeneous surfacing material are taken up to 1,000 square feet, five samples of each homogeneous surfacing material are taken for each material greater than 1,000 square feet but less than 5,000 square feet, and seven samples of each surfacing material greater than 5,000 square feet.
HETC 7
Samples were taken to facilitate compliance with state regulations set forth in Colorado Regulation 8 Section III.A.3
Samples of the suspect materials were taken as locations to potentially be disturbed. Please note that once demolition begins, should any other suspect material show up not listed in this report, additional sampling may be required OR it can be assumed to be ACM and treated appropriately.
If the amount of ACM to be removed as determined by the mitigation company exceeds the trigger levels a licensed abatement contractor must be used for proper removal and disposal.
• Trigger levels for a school are any amount greater than 3 square feet or 3 linear feet.
• Trigger levels for a single-family residence are any amount greater than 32 square feet or 55 linear feet.
• Trigger levels for all other building are any amount greater than 160 square feet or 260 linear feet.
• Trigger levels for a Class I OSHA are any amount greater than 10 square feet or 25 linear feet of TSI
Surfacing ACM or PACM {1926.1101(g)(4)(i)}.
Trigger level values are established by the Colorado Department of Public Health & Environment (CDPHE) that determine when requirements such as abatement permits, mandatory cleanup procedures, worker training levels, worker certifications, etc. are needed. Although removal or disturbance of materials in quantities less than the trigger levels is not regulated by CDPHE, OSHA regulations still apply.
Conclusion Asbestos was identified during the sampling.
Asbestos was identified in the 9x9 floor tile and mastic in rooms and stairs. All black mastic should be assumed as asbestos. Approximately 1,200 SF
Asbestos was identified in floor tile and mastic under flooring in the hallways Approximately 2,900 SF
Asbestos was identified in the drywall joint compound (no texture) room 258B. Approximately 900 SF
Asbestos was identified in the drywall joint compound and texture and overspray in room 258A.
Approximately 800 SF
Asbestos was identified in the plaster; all plaster should be assumed as asbestos containing.
Approximately 8,900 SF
Asbestos was identified in the gray mastic above the ceilings in room2 156, 157, and 158. Approximately
300 SF
Asbestos was identified in the chalk board in room 256. Approximately 76 SF
Asbestos was identified in the TSI on the roof drain and elbow in room 258. Additionally, approximately 30 hand pack elbows were identified and are assumed to be asbestos containing with the possibility for additional TSI in the wet walls, estimated 45 additional. Approximately 75 total
HETC 8
Wiring is assumed to be asbestos containing and should be tested or removed during abatement Approximately 500LF total
Fire doors were observed and should either be tested prior to disturbance or treated as asbestos containing Approximately 5 total
Fluorescent lights were observed and should be checked for PCB’s prior to disposal Approximately 243 total
Other hazardous materials may be present and should be checked prior to disposal
During final demolition you may encounter hidden materials such as transite pies for water and sewer.
Any suspect material not identified as non-asbestos material should be tested or assumed as asbestos containing.
This survey is specific to the needs of Colorado Springs School District 11 regarding their demolition activities and should NOT be used by any other entity.

These samples were analyzed by layers. Specific layer or component asbestos content is indicated when relevant. Unless requested by Client, building material manufactured with multiple layers are reported as a single sample. The EPA considers a material to be asbestos containing only if it contains more than one percent asbestos by Calibrated Visual Area Estimation (CVAE). EPA regulations also indicate that Regulated Asbestos Containing Materials (RACM) -- materials which are friable or may become friable -- be further analyzed by point counting when the results indicate less than ten percent asbestos by CVAE. Our laboratory utilizes CVAE on a routine basis and does not include point counting unless specifically requested. The results may not be reproduced except in full, and should not be used as a scope of work for abatement without consulting with Atlas Technical.
