About this file
This file contains construction and electrical design drawings for the Theater Lighting Renovations project at Palm Harbor University High School, one of three high school locations in the Pinellas County School District's sealed bid procurement. The project encompasses complete removal of existing theatrical lighting systems and installation of new theatrical lighting control systems with LED fixtures, video projection systems with motorized screens, and house lighting control systems. The deliverables include disconnection and removal of existing components, provision and installation of new equipment with complete programming and functionality, eight hours of contextual operator training with video documentation, patching and painting of affected areas, and comprehensive closeout documentation including as-built drawings, warranties, maintenance manuals, and spare parts lists. The mandatory pre-bid conference for all three locations is scheduled for February 24, 2026, with the Palm Harbor University High School meeting at 10:30 am, and sealed electronic bids are due by 4:00 pm on March 10, 2026, through the District's e-Procurement Portal. The contract period shall commence upon Notice to Proceed and conclude no later than July 31, 2026, with a maximum duration of 120 days, and no renewal options are identified.
Evaluation and contractor selection will occur between March 11-13, 2026, with the Notice of Intent to Award posted approximately April 10, 2026, and School Board approval anticipated for April 14, 2026. Bidders must be current Florida Licensed Electrical Contractors with five years of continuous operation under the same legal entity and documented evidence of completing a minimum of two comparable theatrical lighting installation projects within the previous five years. The total contract value is approximately $1,680,000 across all three locations, with awards made on an all-or-none basis by location to the lowest responsive and responsible bidder; each location includes a separate $50,000 contingency line item with no contractor markup reserved for unforeseen circumstances. Liquidated damages of $1,000 per calendar day are assessed for failure to achieve substantial completion within the specified timeframe. There are no designated set-aside restrictions for disadvantaged enterprises or minority-owned businesses. Bidders must submit General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate for projects under $500,000. All work must comply with Florida Building Code State Requirements for Educational Facilities, NFPA Standards, UL Standards, the National Electric Code, EIA/TIA Standards, and OSHA Standards, with materials and equipment required to carry manufacturers' standard warranties and all work warranted free from defects for not less than one year from final completion.
