Palladium offers DCLI experience, content, and tools
Palladium implements the Data for Local Impact Innovation Challenge (DLIIC), one of the current Data
Collaborative for Local Impact (DCLI) projects in Tanzania. The DLI Innovation Challenge supports local innovators, entrepreneurs, developers, and solution providers to design innovative solutions for problems associated with data gaps and ineffective use of data for decision-making in the areas of HIV/AIDs, global health, gender, and economic growth in Tanzania. Palladium collaborates with the lead implementer, Dar
Teknohama Business Incubator (DTBi), to design and implement successive “challenge windows.” Drawing on experience from previous challenge fund projects, including the DFID-funded Human Development
Innovation Fund, Palladium helped create frameworks, procedures, and standards that guide DLIIC project implementation. Palladium also leads the communication and mentorship aspects of the DLIIC project. We develop content and tools as well as manage the website and online challenge application in two languages, along with four social media channels, a quarterly newsletter, and live chats with data experts. The website can be viewed at www.dliinnovationchallenge.com. All of these products and services can be leveraged for the Data for Youth Services Collaborative project.
Palladium provides global expertise on a range of data solutions and services
Palladium is an international development consulting firm, with over 2,000 employees implementing projects in 90+ countries across Africa, Asia, the Middle East, Europe, the Americas, and the Caribbean. We work with governments, corporations, and non-profits to deliver solutions that transform lives and create enduring value for businesses, communities, societies and economies. Through our expertise in health system strengthening, agricultural supply-chain management, strategy design, and performance evaluation, Palladium provides cross-cutting solutions to address the world’s most complex problems.
Palladium has over 50 years of experience collecting, managing, and analyzing data across low- and middle-income countries. This includes previously serving as a prime on the MCC ‘Community Based Rangeland and Livestock Management’ Project in Namibia. Palladium is a consortium member of MEASURE
Evaluation, USAID’s flagship monitoring and evaluation project, now in its fourth phase of operation, which includes data demand and use, dashboard design, and monitoring and evaluation activities in 28 Sub-
Saharan African countries. Palladium also serves as the prime contract holder for the Centers for Disease
Control’s ‘Kenya Health Management Information Systems II’ Project, a follow-on from phase one where we initiated and are now expanding the implementation of electronic medical records in Kenya. Through our subcontractor role in the E3 Analytics’ Project, Palladium provides performance measurement trainings for
USAID staff and implementing partners.

Data Collection & Quality Assurance
Over the past decade, Palladium’s expertise in Collecting and Assuring Data Quality has spanned large public health programs across Africa, Asia, the Americas and the Caribbean. Palladium has extended the principles and methodologies for robust data quality methodology to the cycle of continuous quality improvement (CQI) of clinical services. Palladium has developed data quality protocols that are easily replicated within other public health domains that may be applied beyond healthcare or within industry specific quality improvement (QI) approaches, such as ISO 9000, Kaizen, Six Sigma and others.
Research & Evaluation
Palladium tests hypotheses and innovations to foster data-informed decision-making with a focus on measuring effectiveness, efficiency and scalability. We apply state-of-the-art methodologies to promote program and organizational learning and transformative change, and strengthen skills and capacity to advance excellence in evaluation practice. Our expertise in social impact measurement and dedication to social justice define our approach to achieving positive impact.
Modeling, Economics & Data Visualization
Palladium’s Modeling, Economics and Data Visualization unit provides a wide spectrum of decision-oriented data analytics and communication tools for policy and program decision-making in the economic and social sectors. Modeling has been a key offering of Palladium’s legacy company, Futures Group, for over 40 years, and our models have facilitated policy analysis, advocacy and policy decisions in the public sector up to the highest levels. Our team of experienced economists specializes in studies and analyses that can help policy makers and program managers make the right resource allocation decisions. Finally, because data is often best understood visually, our data visualization helps clients understand complex data.
Performance Measurement
Palladium’s work in Performance Measurement impacts decision makers by providing the right information, at the right time, for the right decisions. Our team understands the basics of measurement supporting development and prioritization of indicators, the processes to support capture of high quality data and applying ICT solutions to provide more timely and relevant access to data. Our team is ready to respond to education, agriculture, governance and health public sectors, as well as to provide data systems to ensure the right products are hitting the market to serve impact-driven decision-makers.
Strengthening Leadership, Governance & Accountability
Palladium’s work in strengthening leadership, accountability and governance impacts every aspect of our approach, driving data-informed decision making to deliver positive impact and improved outcomes. Our data use conceptual framework articulates interventions that increase demand for, and use of, data. Our advisory team understands the intricate linkages between leadership, accountability and governance to deliver positive impact across divergent sectors, audiences and data sources. Impact of data and information systems relies on the convergence of strong governance systems, leadership competence and trust in accountable, transparent data. Our tools, frameworks and systems are designed to support, inform and promote data use and capacity for data stewardship across all Palladium engagements.
System Design & Product Development
Palladium’s Digital Systems Design and Product Development team applies a user-centric design approach to develop, implement and sustain data systems. We improve outcomes by collecting, analyzing and visualizing data to support decision-making through open source and Palladium-developed, custom solutions. This ensures cost-efficiency and sustainability while delivering maximum positive impact across our products, systems and services. Our advisory team, consisting of software developers, business analysts, data scientists and program managers provide a multifaceted approach to implementing decision-support solutions that span functions, sectors and disparate data systems in developing countries.
