About this file

This is an Amendment #1 to a Request for Proposal (RFP) for Paintsville Marina operations issued by the Commonwealth of Kentucky, specifically the Parks division. The amendment clarifies that the campground adjacent to the marina is not included in this solicitation and addresses procedural questions from prospective bidders. The amendment references an attached letter dated November 17, 2020, from the U.S. Army Corps of Engineers Real Estate Division confirming the Corps' intent to honor the Commonwealth's request and initiate renewal procedures for a twenty-five (25) year lease renewal of the prime lease.

The amendment provides historical commission payment data demonstrating that the current lessee has paid a consistent 5.5% commission to the state Parks department for the five-year period from 2015 through 2019, with annual payments ranging from $11,875.77 to $16,374.78. The amendment clarifies that veteran's preference points are not applicable to this solicitation as the procurement is not utilizing small purchase authority. No other pricing terms, set-asides, response deadlines, or award information are specified within this amendment document.
