About this file

This document is a Request for Information (RFI) issued by the Pennsylvania Department of Corrections (PADOC) seeking information from vendors on specific technology solutions capable of identifying, authenticating, and tracking the movements of individuals, including staff, inmates, and reentrants, at the state correctional facilities. The RFI provides background information on the PADOC's twenty-five (25) State Correctional Institutions (SCIs) and twelve (12) Community Corrections Centers (CCCs), and the purpose of the RFI is to gather information to determine the feasibility of implementing a standard device solution that meets the PADOC's business goals of reducing violence in prisons and improving staff wellness. The RFI includes a list of 26 specific questions for vendors to address, covering topics such as identification and authentication, movement tracking, infrastructure requirements, integration with existing systems, data privacy, and cost considerations.

The RFI does not provide any specific pricing terms, set-asides, or information about incumbents. However, it does note that the PADOC will attempt to afford protection from disclosure of any trade secret information provided by vendors in their responses. The RFI also states that vendors must submit their responses via email by 5:00 p.m. EST on January 20, 2020, and that the PADOC will evaluate the information to determine if it is feasible to implement the desired technology solution.

Request for Information (“RFI”) Event Name: Movement Tracking and Identification Research Project RFI # PADOC Movement Tracking and Identification Research Project 2019-1

I. INTRODUCTION

The Pennsylvania Department of Corrections, herein referred to as “PADOC”, is seeking information from experienced, qualified vendors for specific technology solutions (hardware) capable of identification, authentication, and tracking movements of individuals (i.e., staff members, inmates, and/or reentrants) at the state correctional facilities.

The Department is also seeking information on biometric devices that are used for suicide prevention that integrates with the identification and movement-tracking device.

Ideally, the technology solution will be a single device. Implementation should be achievable using the DOC’s existing infrastructure at the state correctional facilities. There is no wi-fi connection available, so the solution should consider this. The information presented should also include any networking/bandwidth requirements for the proposed technology solutions, as well as details related to implementation timeline considerations, that includes the preliminary work for establishing the solution.

II. BACKGROUND

The PADOC has twenty-five (25) State Correctional Institutions (SCIs) and twelve (12) Community Corrections Centers (CCCs) throughout the state. The PADOC is evaluating the concept of implementing a standard device that is capable of identifying and tracking movements of PADOC facility staff, inmates, and reentrants that can integrate with existing applications (CAPTOR-Corrections and Parole Total Online Repository, Sapphire-Medical Management System, Identity Verification System, and Meal Management System). The implementation of this technical solution aligns with the PADOC business goals of reducing violence in prisons and improving staff wellness.

III. PURPOSE OF REQUEST FOR INFORMATION (RFI)

The purpose of this RFI is to survey the service provider community on behalf of the PADOC to gather information on specific technology (hardware) solutions as noted within this RFI. The PADOC will evaluate the information to determine if it is feasible to implement a standard device solution that meets the needs of the business.

IV. QUESTION AND RESPONSES

#
PADOC Question
Vendor Response
1.
How does your solution identify and authenticate individuals quickly and accurately?
2.
How does your solution verify and authenticate the scanned individual’s identity?
3.
Is the device tamper-resistant and highly durable? If yes, provide specific features/details.
4
If an individual’s identity is not authenticated by a scan, how can the user override the system?
5.
How does your system track the location and movement of individuals?
6.
How will the proposed solution be amenable to a facility with multiple buildings that may have outdated infrastructures?
7.
Can the device software record timestamps for movement at various locations that can later be recalled? If so, how does this work?
8.
How is the accuracy of the system measured/ determined?
9.
How does the proposed solution provide for staff and inmate accountability both within and outside a secure perimeter? (i.e., inmates who leave the facility for work assignments, inmates with housing outside the secure perimeter, administrative buildings outside the secure perimeter, etc.)
10.
If you are proposing a cloud solution, what are the requirements for implementation?
11.
If the proposed solution requires Wi-Fi connectivity, what are the requirements and how will the solution be implemented securely?
12.
What is the hardware lifecycle of your proposed technology solution?
13.
What are the general support terms for the type of device you are recommending as part of this RFI?
14.
What preliminary work is required for implementing your solution?
15.
What are the network requirements for implementing your solution?
16.
What are the bandwidth requirements for implementing your solution?
17.
What are the storage requirements for implementation your solution?
18.
What is the estimated timeline for implementing your solution?
19.
Can your solution integrate with existing MiFare devices (ID cards)?
20.
How will you protect Personally Identifiable Information (PII) and Health Insurance Portability and Accountability Act (HIPAA) data?
21.
What are the perceived advantages and disadvantages of your proposed solution?
22.
Will you provide a Software Development Kit (SDK) so that the solution can integrate with existing PADOC applications?
23.
Does your solution provide a tethered and portable device capable of scanning? If so, how does it work?
24.
Does your device include biometric functionality that can be used to aid in suicide detection/protection? If so, how does it work?
25.
If known, what are the cost considerations for your solution?
26.
Are you willing to work with a third party vendor for integration of the solution at PADOC?
