Request for Quote (RFQ) P17PS02556
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 01/19/2017.
This requirement is set-aside for small business concerns. The applicable NAICS is 238220 Plumbing, Heating, and Air-Conditioning Contractors, and the Size Standard is $15M.
The resultant contract will be a firm-fixed price purchase order with one line item. The line item will be a quantity of one with a lump sum unit of issue. Submit pricing using the issued SF-18.
Notice of Pre-Bid Site Visit: One pre-bid site visit will be conducted at Ozark National Scenic Riverways, Alley Mill, Eminence, MO on 5 September 2017 at 9:00 AM Central Time for the purpose of examining the site and verifying conditions. Offerors are highly encouraged to attend this scheduled site visit. Meet at the Alley Mill, which is six miles west of Eminence, MO off of Route 106. From state route 106, take County Road 305 north to the mill. For directions, consult the park map or call the park headquarters at 573 323 4270. RSVP to terri_dyke@nps.gov. Offerors are requested to submit questions to terri_dyke@nps.gov no later than 7 Sep 2017, 8:00 AM Central Time. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. A record of the visit shall be made and furnished to all prospective offerors via www.fbo.gov. The record should include a list of attendees, minutes of the meeting, and questions/answers, if applicable.
To be considered, offerors must be registered in the System for Award Management (SAM.gov) and possess and maintain a valid Dun & Bradstreet number at the time of contract award. Lack of an active registration in SAM will make an offeror ineligible for contract award. For more information on SAM Registration, please visit the Small Business Administration's website and sam.gov. Offerors can receive free help with SAM registration and other government contracting issues from their local Procurement Technical Assistance Center (PTAC).
Quotes are due to National Park Service, Missouri Major Buying Office on or before12:00 PM Central Time, 8 Sep 2017. Late quotes may not be considered. Quotes may sent via email to terri_dyke@nps.gov on or before the specified due date/time.

The Missouri MABO seeks a qualified firm to provide the following:
The Contractor shall design and install a Fire Suppression and Alarm System to replace the systems currently protecting the Alley Spring Mill. The new sprinkler system shall be a hydraulically designed dry-pipe sprinkler system. The Contractor shall provide all supplies, equipment, materials, tools, skilled labor and supervision needed to design and install the system.
This includes complete removal of the entire existing fire suppression and alarm system in place at the Alley Mill. A tax exempt certificate will be issued post-award.

Addenda to 52.212-1, Instructions to Offerors – Commercial (Jan 2017) (b) Replace with the following: (10) Past Performance – Offeror must identify and submit a minimum of three projects (references) which have been completed by offeror within the past five (5) years. Projects identified should be of at least the type of work (particularly in a historic structure), size and scope as described in this solicitation. Offeror shall use Attachment 3 – Past Performance Reference to submit past performance information. Reference shall complete questionnaire. Questionnaire may be sent to the contracting officer by the offeror or by the reference. Send completed questionnaires to terri_dyke@nps.gov.
(11) Submit the proposed price using the issued SF18. Complete fill-ins as requested on the form.
(12) Submit proof of current certification as a NICET Level III designer or Fire Protection Engineer for certified personnel who will be responsible for work as specified in the solicitation. Name on certificate shall match the name as submitted in the SF-18 fill-in in order to be considered for award.
52.212-2, Evaluation -- Commercial Items (Oct 2014) (tailored)
(a) Simplified Acquisition evaluation procedures pursuant to FAR Part 13, will be applied in the evaluation of offers/proposals received. Only those offers deemed responsive will be evaluated. Failure to submit the information called for in this solicitation may render the offer nonresponsive.
(b) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
• Past Performance
• Proof of certification as a NICET Level III designer or Fire Protection Engineer. Names of certified personnel shall be incorporated into the contract at time of award. Name of certificate holder shall match the name as completed in the offeror’s SF18 to be considered eligible for award.
• Price
The Government will evaluate offeror’s past performance using the following adjectival ratings.
Adjectival Description of Ratings – Past Performance Neutral No past performance available for evaluation. Offeror has asserted that it has no directly related or similar relevant past performance experience. Offeror receives no merit or demerit for this factor.
Outstanding Based on the Offeror’s record of past performance, no issues, concerns, or risks are associated with receiving quality products, timely services and comprehensive

Good The Offeror’s record of past performance indicates there is very little risk associated with receiving quality products, timely services and comprehensive contract performance.
Past performance reviews indicate the Offeror will meet or exceed requirements of the contract.
Acceptable The Offeror’s record of past performance indicates that there is some potential risk associated with receiving quality products, timely services, and comprehensive contract performance. Past performance reviews indicate the Offeror may have some problems during performance of the contract.
Unsatisfactory The Offeror’s record of past performance indicates it will be unable to perform successfully on the contract.
Technical (proof of certification) and past performance, when combined, are equal in importance, when combined, when compared to price.
(c) Unbalanced/Unreasonable Pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more price elements is significantly over or understated as indicated by the application of cost or price analysis techniques. Unreasonable or unbalanced prices submitted may be grounds for eliminating an offer from further consideration if prices are determined to be incompatible with the scope of the effort to be accomplished and/or create performance risk on the basis the offeror does not understand the requirement.
(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
