SCOPE OF WORK
Design and Install Alley Spring Old Mill Fire Protection Systems
Part 1 - GENERAL
1.1 SUMMARY
A. Project Location: Ozark National Scenic Riverway, Alley Spring Old Mill, Eminence MO, 65466
B. The work consists of the following: The Contractor shall design and install a Fire Suppression and Alarm System to replace the systems currently protecting the Alley Spring Mill. The new sprinkler system shall be a hydraulically designed dry-pipe sprinkler system. The Contractor shall provide all supplies, equipment, materials, tools, skilled labor and supervision needed to design and install the system. This includes complete removal of the entire existing fire suppression and alarm system in place at the Alley Mill.
The Alley Springs Mill is a historic 1894 roller grist mill. The mill is type IV Heavy Timber construction with few enclosed spaces. The mill has a footprint of 1447.5 square feet and a total gross square footage of 4088 sq. ft. The mill has a basement, 2 floors, and an attic.
C. Conduct Acceptance testing in accordance with applicable codes and standards for the following:
1. Fire Suppression Sprinkler System
2. Backflow prevention (Double Backflow Prevention)
3. Fire alarm system - to include all initiating and notification devices
1.2 CONTRACTOR USE OF SITE
A. General: Contractor shall have limited use of the site for onsite operations. Limit use of premises to the Contract limits indicated. Do not disturb portions of Project site beyond areas indicated.
1. Limits: Confine operations to the buildings/locations as directed by the Contracting Officer’s Representative (COR)1.
B. Storage of Materials: No on site storage of materials permitted except in the parking lot across the bridge from Alley Mill. Materials and equipment will have to be manually transported from the parking lot to the mill.
C. Preservation of Historic Features:
1. Take measures to prevent damage to the buildings historic features and materials.
2. All penetrations of historic materials for pipe or wire pathways must be approved by the COR D. Preservation of Natural Features:
1 The term COR may be used interchangeably with Project Inspector throughout this document.
1. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.
E. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.
1. Schedule deliveries to minimize use of driveways and entrances.
2. Contractor may use designated access ways as directed by the COR from the
Parking areas to work locations to off load needed materials & supplies to a given work site. All vehicles must return to a designated parking area except as noted below.
3. Parking, and a Staging Area, for the Contractor may be considered; however, the contractor should consider such space very limited – if available.
4. The Contractor will be allowed one Service-Type Vehicle to be parked near the work as directed by the COR.
1.3 PUBLIC USE OF SITE
A. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public. System closures will be permitted, when required, upon specific approval of Contracting Officer.
1.4 OCCUPANCY REQUIREMENTS FOR BUILDINGS
A. Existing Buildings
1. Full Government Occupancy: Government will occupy the Alley Mill, the location of performance, during the entire contract period. As part of this occupancy, the Contractor shall ensure the following:
A. Cooperate with Government during onsite work to minimize conflicts and facilitate Government usage.
B. Perform the Work so as not to interfere with Government's day-to-day operations.
C. Maintain existing exits, unless otherwise indicated.
D. Maintain access to existing walkways, and other adjacent operational and public use facilities.
E. Obstructions to walkways or other adjacent facilities shall be considered upon written request and a favorable response with permission from the Contracting Officer (CO).
1.5 CONDUCT OF OPERATIONS
A. At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent.
B. Work on Saturdays, Sundays, Federal holidays or at night may not be performed without prior consent from the Contracting Officer. Submit requests 24 hours in advance of the work to the Contracting Officer for approval.
C. No signs or advertisements shall be displayed on the job site or within the park unless approved by the Contracting Officer.
1.6 WORK RESTRICTIONS
A. On-Site Work Hours: Work shall be generally performed during normal business working hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, except when otherwise indicated.
1. Weekend Hours will be considered upon written request and permission from the CO.
2. Early Morning Hours: If approved 24 hours in advance.
B. The Alley Spring Mill Site conducts School Tours and is the host for annual events. The contractor shall adjust onsite operations to accommodate these events and tours, after consulting with the CO.
C. Work will not occur during these events. All extra supplies and materials not yet installed must be removed from the buildings/locations by the end of the work day prior to events.
D. The following black-out periods have been identified:
1. 15 October 2017 during as water at the job site may be shut off during the day
2. No weekend work prior to 30 November 2017
E. Existing Utilities:
1. Existing Utilities: Notify Contracting Officer and utility companies of proposed locations and times for any foreseen excavation.
2. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.
3. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.
F. Existing Utility/System Interruptions: Do not interrupt utilities/systems serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility/system services according to requirements indicated:
1. Notify Contracting Officer not less than two days in advance of proposed utility/system interruptions.
2. Do not proceed with utility/system interruptions without Contracting Officer’s written permission.
3. Hours for Utility/System Shutdowns: Coordinate with COR.
G. Nonsmoking Building: Smoking is not permitted within the building or within 25 feet of entrances, operable windows, or outdoor air intakes.
1.7 SPECIAL REQUIREMENTS
A. The work of this project will be in a historic building. The interiors are utilized for adaptive use as public use space. Special care should be taken to avoid unnecessary damage to the historic structure and finishes. Damage to the historic structure and finishes will be repaired by the contractor using materials matching the existing as closely as possible and approved by the COR. Repairs will be made at no cost to the government.
1.8 REQUESTS FOR INFORMATION (RFI)
A. General: Immediately on discovery of the need for additional information or interpretation of the Contract Documents, Contractor shall prepare and submit an RFI.
1. CO will not respond to RFIs submitted by other entities controlled by Contractor.
2. Coordinate and submit RFIs in a prompt manner to avoid delays in the work.
B. Content of the RFI: Include a detailed, legible description of item needing information or interpretation and the following:
1. RFI number, numbered sequentially.
2. Date.
3. RFI subject.
4. Specification Section number and title and related paragraphs, as appropriate.
5. Drawing number and detail references, as appropriate.
6. Field dimensions and conditions, as appropriate.
7. Contractor's suggested resolution. If Contractor's suggested resolution impacts the Contract Time or the Contract Sum, Contractor shall state impact in the RFI.
8. Contractor's signature.
9. Requested date for response.
10. Attachments: Include sketches, descriptions, measurements, photos, Product
Data, Shop Drawings, coordination drawings, and other information necessary to fully describe items needing interpretation.
11. Include dimensions, thicknesses, structural grid references, and details of affected materials, assemblies, and attachments on attached sketches.
C. Contracting Officer’s Action: CO will review each RFI, determine action required, and respond. CO will determine the critical nature of each RFI and issue a response accordingly.
1. The following are not considered to be RFIs and will receive no action:
a. Requests for approval of submittals.
b. Requests for approval of substitutions.
c. Requests for approval of Contractor's means and methods.
d. Requests for coordination information already indicated in the Contract
Documents.
e. Requests for adjustments in the Contract Time or the Contract Sum.
f. Requests for interpretation of Contracting Officer's actions on submittals.
g. Incomplete RFIs or inaccurately prepared RFIs.
1.9 SUBMITTALS
A. Bid Submittals:
1. A resume of qualification shall be submitted with the Contractor’s proposal indicating the following:
a. A list of five recently completed projects of similar type and size with contact names and telephone numbers for each.
b. A technical resume of experience for the Contractor’s project manager and on-site installation supervisor who will be assigned to this project.
B. Schedule: Submit, to the COR within 7 calendar days of notice to proceed, the proposed work schedule. This schedule shall indicate, as a minimum, the time necessary for:
1. Project start-up.
2. Shop drawing submittals.
3. Demolition plans for removing the existing Fire Suppression and Alarm Systems from the Alley Mill after completion of the new systems.
4. Installation, identifying specific areas or floors. Installation shall include demolition, wiring, devices, patching, painting, and restoring where aqpplicable.
5. Pre-testing.
6. Final acceptance tests.
C. Shop Drawing and Product AHJ and COR Approval Required Prior to Installation (Provide electronic pdf and three(3) hard copies of each submittal):
1. Shop Drawings
a. Prepare Project-specific information, drawn accurately to scale.
b. Preparation: Fully illustrate requirements in the Contract Documents.
Include the following information, as applicable:
1. Dimensions.
2. Identification of products.
3. Fabrication and installation drawings.
4. Roughing-in and setting diagrams.
5. Wiring diagrams showing field-installed wiring, including power, signal, and control wiring.
6. Shopwork manufacturing instructions.
7. Templates and patterns.
8. Schedules.
9. Notation of coordination requirements.
10. Notation of dimensions established by field measurement.
11. Relationship to adjoining construction clearly indicated.
12. Seal and signature of professional engineer if specified
13. Wiring Diagrams: Differentiate between manufacturer-installed and field-installed wiring
c. Sheet Size: Except for templates, patterns, and similar full-size drawings, submit Shop Drawings on sheets at least 8-1/2 by 11 inches but no larger than 30 by 40 inches.
d. Designer Qualifications:
1. Fire protection systems shall be designed by a NICET Level III designer or Fire Protection Engineer.
2. Drawings to include certification, signature and registration number of the certified technician.
e. Submit detailed data and complete layout of fire protection systems
(sprinkler systems, alarm and signal devices, etc.) approved by authorities having jurisdiction and prepared in accordance with the requirements for Plans and Calculations described in NFPA 13 Chapter 23.
f. Include calculations prepared in accordance with the requirements for Hydraulic Calculations described in applicable NFPA standards.
g. Certification that all plans and calculations, including sprinkler flow calculations have been approved by all agencies with jurisdiction.
2. Product Data: Manufacturer's data sheets for each system component.
a. Submit a detailed equipment list, identifying specific types, models and quantities of all materials, devices and equipment proposed. This submittal shall include manufacturers' data sheets showing the specific types and models of all equipment, appliances, devices, materials, and conductors and cable proposed. Evidence of UL listings and local approvals, if required, shall be submitted with the data sheets.
b. The proposed product shall be clearly indicated by arrows or other suitable means when a data sheet shows more than one product
D. The following items shall be submitted a minimum of one week prior to the Pre-performance Conference. Contracting Officer will notify Contractor of tentative date for the Pre-Performance Conference.
1. Letter designating Site Supervisor.
2. Performance Schedule.
3. Accident Prevention Plan.
4. A list of Subcontractors for this project.
5. Satisfactory evidence of liability insurance coverage and workman’s compensation for the Contactor and all subcontractors.
6. Quality Control Plan.
E. Close out:
1. Record (As-Built) Drawings: Submitted to the COR within 20 calendar days of acceptance
2. Hard copy and electronic PDF format
3. As-build drawings shall contain the following information:
a. Drawings shall not be smaller than ISO A1 sheets 600 mm (24 in) by 900 mm (36 in) in size and minimum 1/8” scale.
b. Revision number and date.
c. Name and organization of the system designer and any applicable stamps or seals.
d. Symbols conforming to NFPA 170.
e. A legend for all symbols used.
f. Scale used, North indication, and match lines (if applicable).
g. Actual location and type of all equipment and devices on floor plans.
h. Sprinkler and alarm layout may be shown on the same page.
i. Sprinkler riser diagram, showing the actual types and quantities of devices on each circuit.
j. A schedule showing the number, type, and size of all sprinkler heads and riser components in the system (including existing devices not replaced)
k. Alarm riser diagram, showing the actual types and quantities of devices on each circuit.
l. Conductor and conduit identity, end of line devices, risers, conduit, junction, and pull boxes.
m. A schedule showing the number and type of all alarm devices installed.
n. A schedule showing the number, type, and size of all conductors and conduit used.
o. Device address or zone and device number for each device.
p. Identification labels, numbers, and references for all conductors.
q. Identification labels, numbers, and references for all junction/splice boxes.
r. Details of all terminations in floor terminal boxes, field devices, and panels as installed.
s. Actual conduit routing as installed.
t. Location and connection of AC power disconnecting means.
u. Alarm Matrix of operation in graphical form. Matrix to show all alarm and supervisory input devices on the left side and all possible indications of the fire alarm system across the top, including bypass functions.
1. Operating and Maintenance Data:
a. Provide PDF electronic file and two (2) Hard Copies of assembled
Operations and Maintenance information with all required contents as listed within this specification. Assemble each manual into a composite electronically indexed file. Submit on digital media acceptable to Contracting Officer, and two (2) Hard copies of the Final Approved O&M Manuals.
b. Name each indexed document file in composite electronic index with applicable item name. Include a complete electronically linked operation and maintenance directory.
c. Enable inserted reviewer comments on draft submittals.
d. Manual shall include, but shall not be limited to, the following:
1. A Complete Index. Contractor may submit the index to the Contracting Officer for review prior to submittal of complete manuals if desired.
2. Names, Addresses and Telephone Numbers. This list shall include the manufacturer and local representative who stocks or furnishes repair parts for all items of equipment and shall be typed on a single page in front of the binder.
3. Startup, Operation and Shutdown Procedures. Provide a written description of procedures for startup, operation and shutdown of each item or system. This description shall include motors to start, valves to open, etc., in proper sequence, and the location of switches, starters, pushbuttons and valves. Description shall include item references or labels used in the contract documents unless otherwise instructed in advance by the Government.
4. Equipment Accessory Schedule. Upon completion of the work, furnish the Government with a complete equipment accessory schedule listing each piece of equipment and the related size, type, number required and the manufacturer of all renewable items.
5. Lubrication Schedule. Provide a chart listing each piece of equipment, the proper type of oil or grease required, and recommended frequency of lubrication.
6. Manufacturer's Operation and Maintenance Manuals and Parts Lists.
7. Emergency Procedures. Provide a written description of emergency operating procedures or a list of service organizations (including addresses and telephone numbers) capable of rendering emergency services to the various parts of the system.
8. One copy of all product data, clearly marked for each item furnished using the designation label specified or indicated on Drawings.
9. Signed letters of certification of inspection and similar information.
10. All manufacturers' warranty information.
11. Provide documentation that training was performed for each item specified to include Owner training. Include name of Owner’s representative(s) present, date and time of training.
12. Normal Maintenance Schedule. Include a listing of work to be performed at various time intervals; i.e., 30, 90, 180 days and yearly.
13. Inspection and Test Reports:
a. Submit documentation of satisfactory inspections and tests.
b. Submit NPS FA-2 Fire Alarm Record of Completion and
Acceptance Form filled out.
c. Submit NPS AS-5 Aboveground Piping Acceptance Test
Form filled out.
d. Submit NPS BF-1 Backflow Prevention Assembly Test Form filled out.
1.10 QUALITY ASSURANCE
A. General:
1. Provide products listed and labeled by testing firm acceptable to the authority having jurisdiction as suitable for the purpose indicated.
2. Use only new material of first class performance, designed and guaranteed to perform service required.
3. Provide fully operational systems.
4. Provide complete fire protection systems as described in the Contract Documents and according to criteria of authority (ies) having jurisdiction (AHJ).
i. Where system requirements as described in the Contract Documents exceed those of the AHJ, meet requirements of both.
ii. Where discrepancies exist among the AHJ requirements, and Contract Documents, the most stringent requirements shall take precedence.
B. All work will be in compliance with the following codes and standards:

11. Building Code:
i. a. International Code Council (ICC) - International Building Code and associated standards, referred to herein as Building Code.
C. Designer Qualifications:
1. Fire protection systems shall be designed by a NICET Level III designer or Fire
Protection Engineer.
2. Drawings to include certification, signature and registration number of the certified technician.
D. Installer qualifications: Company to be licensed by NICET or equal, with a minimum of 5 years of experience. On-site supervision must be NICET II (2) factory trained technicians.
E. Pre-performance Meeting: The Contractor shall meet with the Contracting Officer to review the following:
1. Discuss constraints.
2. Delivery dates for Government-furnished products.
3. Schedule of work.
4. Time required for review of submittals and re-submittals.
5. Time required for completion and startup procedures.
1.11 WARRANTY
A. Provide manufacturer's warranty that sprinkler, backflow preventer, and alarm system components are free from defects and will remain so for 1 year after date of Substantial Completion.
B. Any manufacturers' warranties concerning any item installed will run to the benefit of the Government.
C. Provide installer's warranty that the installation is free from defects and will remain so for 1 year after date of Substantial Completion.
D. Repair or replace, at no additional cost to the Government, any item which may become defective within the warranty period.
E. The Contractor agrees not to void or impair, or to allow Sub-Contractors to void or impair, any warranties regarding products or items installed as part of this project.
F. The repair of faulty workmanship shall be considered to be included in the contract.
1.13 PERMITS
A. The Contractors shall familiarize themselves with all requirements regarding all permits, fees, etc., and shall comply with them.
B. All permits, licenses, inspections and arrangements required for the work shall be obtained by the Contractor at his expense.
C. All utilities shall be installed in accordance with the local rules and regulations and all charges shall be paid by the Contractor.
1.12 PRE-BID SITE VISIT
A. Participation in the pre-bid site inspection is strongly recommended. See Request for
Quote for organized site visit information.
1.13 QUESTIONS OF INTERPRETATION DURING BIDDING PHASE
A. If questions arise during the bidding process regarding the meaning of any portion of the contract documents, the prospective bidder shall submit the questions to the Contracting Officer for clarification.
B. Any definitive interpretation or clarification of the contract documents will be published by addenda, properly issued to each person holding documents, prior to the bid date.
C. Verbal interpretation or explanation not issued in the form of an addendum shall not be considered part of the bidding documents.
D. When submitting questions for clarification, adequate time for issuance and delivery of addenda must be allowed.
E. The Contracting Officer shall be the sole judge regarding interpretations of conflicts within contract documents.
Part 2. PRODUCTS
2.1 FIRE ALARM SYSTEM
A. Where possible all equipment shall be from the same manufacturer.
B. Products provided shall be subject to change and Contracting Officer’s approval as determined through the Final Design. See Section 2.8.
C. Alarm Control Panel: Combined fire / intrusion panel.
1. Bosch D7412GV4-B or approved equal.
2. Addressable
3. Communication over 2 PSTN lines (primary and secondary) with line capture capability.
4. Capable of IP and cellular communication (potential future use)
D. Remote Key Pad: Bosch B925F Fire Keypad or approved equal. Equal shall have the following characteristics:
1. Combination fire and intrusion keypad
2. Fire function keys: ACK, SILENCE, RESET, and DRILL
3. 2-line LCD display with up to 32 character point, user, and area names
4. Simple menu-style user interface with dedicated function buttons for common commands, including status indication
5. Quickly identifiable, visual indicators for critical system statuses
6. Includes fire status indicators and fire function keys
7. When several events occur, shows each event in order of priority.
E. Smoke Detector: Bosch F220-P or approved equal. Equal shall have the following characteristics:
1. Four wire base
2. Compensates for dust build up.
3. Self-diagnostic for sensitivity calibration outside of factory listed range.
4. Able to clean chamber without removal or disassembly
5. Give 30 ft minimum and 45 ft maximum of coverage per unit, between detectors
6. Include operation and sensitivity test function
7. Initiates a trouble signal
8. Has a mechanical tamper lock to prevent unauthorized head removal
F. Notification Device:
1. Interior Horn/Strobe
2. Exterior Horn/Strobe: Wheelock ASWP-2475W-FR or approved equal. Equal shall have the following characteristics:
i. Weatherproof
ii. Dual Listed strobe model (UL 1638 and UL 1971) G. System power supplies:
1. Primary power supply – AC Power
a. The primary power supply for all control units and NAC extender panels:
b. Shall be obtained from a dedicated branch circuit connected to the building standby power system, where on exists.
c. Shall be installed and terminated in accordance with Chapters 1-4 of
NFPA 70, National Electrical Code.
d. Shall be provided with circuit breakers having a suitable guard or listed circuit breaker locking device that allows the toggle to trip under fault conditions.
e. Shall be used only for the fire alarm system.
f. Shall be provided with surge protection at the power input to each cabinet.
g. Shall be identified as “FIRE ALARM CIRCUIT”.
h. Location shall be permanently identified at the fire alarm control unit(s).
2. The secondary power supply for all control units and NAC extender panels:
a. Shall consist of batteries in accordance with NFPA 72
b. Shall supply energy to the system shall comply with NFPA 72 requirements under maximum quiescent load and at the end of that period shall be capable of operating all alarm notification appliances used for evacuation for not less than five (5) minutes or fifteen (15) minutes in accordance with NFPA 72.
c. Shall provide automatic battery-charging circuitry for each standby battery bank in the system. All FACU battery charge rates and terminal voltages shall be read using the fire alarm control panel LCD display in the service mode, indicating directly in volts and amperes.
d. Shall be capable of recharging all secondary power supply batteries in 48 hours or less.
2.2 CIRCUITS
A. Fire alarm signaling line circuits (SLC) shall be Class “A” or “X” as described in NFPA 72, National Fire Alarm Code in conduit.
B. Fire alarm notification appliance circuits may be Class “B” as described in NFPA 72, National Fire Alarm Code. Audible and visible notification appliances shall be installed on separate circuits in conduit.
2.3 FIRE SPRINKLER SYSTEM VALVES
A. Fire System Valves, General:
1. UL listed and FM approved.
2. Body: Ductile or cast iron.
3. Pressure rating: 175 PSI non-shock cold-water working pressure.
4. 2 IN and smaller: Threaded.
5. 2-1/2 IN and larger: Flanged or grooved.
6. Trim to meet NFPA requirements.
7. Trim to meet construction as indicated in descriptions of fire protection systems.
B. Dry Pipe Valves:
1. Tyco DPV-1 or approved equal.
2. Cast bronze clapper, clamp ring, and valve seat.
3. Teflon coated valve seat.
4. Neoprene diaphragm and rubber seat.
5. Bronze seat-rubber retaining ring.
6. Locks open upon actuation.
7. Pre-trimmed for priming, connecting alarms, testing alarms, draining system, preventing water logging, reading air and water pressures, and connecting air supply.
C. MANUAL VALVES
1. Isolation Valves:
a. Gate valves:
1. 2 IN and smaller: Gate valve, UL-FM, 175 psi WWP, bronze body, union or screwed bonnet, solid wedge disc, OS&Y, threaded.
Example: Nibco T-104-O.
2. 2-1/2 IN and larger: Gate valve, UL-FM, 175 psi WWP, cast iron body, bolted bonnet,resilient or solid wedge, OS&Y, flanged.
Example: Stockham G-634.
b.Butterfly valves:
1. 2 IN and smaller: Butterfly valve, UL listed, 175 psi WWP, bronze body, stainless steel stem and disc, Viton seal, threaded. Example:
Milwaukee BB2-100.
2. 2-1/2 IN and larger: Butterfly valve, UL-FM, 175 psi WWP, ductile iron body, O-Ring seals, aluminum-bronze or ductile-iron disc, stainless steel stem, Buna-N seal, manual geared operator with visual position indicator, lugged. Example: Stockham LD-72UF.
c. Butterfly valves with tamper switches:
1. 2-1/2 IN and smaller: Butterfly valve, Butterfly valve, UL listed, 175 psi WWP, bronze body, stainless steel stem and disc, Viton seal, threaded with tamper switch. Example: Milwaukee BB2-100.
2. 3 IN and larger: Butterfly valve, UL-FM, 175 psi WWP, coated cast or ductile iron body, aluminum bronze or ductile iron disk with EPDM coating, manual geared operator with visual position indicator, grooved. Example: Victaulic 708.
d.Check Valves 2-1/2 IN and Larger: Check valve, T-pattern, horizontal swing, UL-FM, 175 psi WWP, cast iron body, bolted bonnet, bronze trim, renewable bronze or cast-iron disc and seat, flanged. Example: Stockham G-939 or Check valve, in-line, spring-operated single or double door(s), UL-FM, 200 psi WWP, cast iron body, renewable bronze door and rubber or EPDM seat, stainless steel spring, wafer or grooved. Example:
Stockham WG-990.
e.Automatic Ball Drip Valve:
1. 1/2 IN straight or angle cast-brass ball drip shall close against pressure.
a. When pressure drops, valve shall open to drain pipe.
2.4 SPRINKLERS
A. Sprinklers - General:
1. Provide UL listed sprinklers of style and type required to replace existing Central A-1 standard response heads, 5.6k, ½” orifice, 1”NPT.
2. Tyco DS-1, Viking VK-150, or approved equal
3. Finish of exposed parts: Brass.
B. Sprinkler Types: Metallic fusible link or glass bulb.
1. Where non-standard applications exist, use higher rating.
a. Use sprinklers rated at least 50 Degrees Fahrenheit higher than anticipated ambient temperature.
C. Spare Sprinklers: Provide spare sprinklers of each type and sprinkler wrench for each type in quantities required by NFPA-13
2.5 SPRINKLER SYSTEM ACCESSORIES
A. Pressure Gages: UL listed and FM approved.
B. Water flow alarm switch: UL listed and FM approved.
C. Air pressure switch: UL listed and FM approved.
D. Low temperature switch: UL listed and FM approved.
2.6 BACKFLOW PREVENTER
A. Double Check Valve backflow preventer Watts 909 or approved equal.
B. Backflow preventers consist of two (2) check valves, test cocks and relief valve, all assembled as an integral unit.
2.7 PIPE, FITTINGS, AND SUPPORTS
A. Meet or exceed applicable NFPA standards.
B. Working pressure: Not less than 175 PSI.
C. The following are not permitted:
1. Lightwall and Less than Schedule 40 pipe.
2. Plain end, pressure fit type fittings.
3. Hole cut mechanical tee fittings.
4. Plastic Pipe.
5. Galvanized Pipe
2.8 SUBSTITUTIONS
A. Proposed substitutions will be judged on the basis of quality, fabrication, appearance and on the governing space limitations. The reputation of the manufacturer, delivery time requirements, and the availability of repair or replacement parts may also be considered.
B. The Contracting Officer shall be the sole and final judge as to the suitability of substitution items.
Part 3. EXECUTION
3.1 GENERAL
A. Do not begin installation until after AHJ approvals have been submitted to the COR.
B. Interruption of Existing Fire-Alarm Service is only permitted under the following conditions:
1. Notify COR no fewer than seven days in advance of proposed interruption of fire-alarm service.
2. Do not proceed with interruption of fire-alarm service without COR’s written permission.
C. Installation: Install systems in accordance with System Description, manufacturers' instructions, and approved Shop Drawings.
a. Modifications to system design or arrangement after approval of Drawings may only be made after receiving written approval of authority(ies) having jurisdiction.
b. Such modifications do not include minor relocations in piping or sprinkler placement.
c. Make revisions in accordance with NFPA.
D. Schedule: The installation shall be completed within the approved schedule.
E. Fire Alarm Power Supply Disconnect: The fire alarm system power supply shall be red in color and labeled "FIRE ALARM." Identify the location of the disconnecting means by a placard mounted on FACP cabinet door.
F. Equipment Removal:
1. After acceptance of new fire alarm system, all existing disconnected fire alarm equipment, accessible conduit, and wire shall be removed.
2. Package and legally dispose of the operational fire alarm and detection equipment that has been removed.
3. Damaged surfaces shall be patched and painted with like materials approved by the COR.
3.1 WATER SUPPLY TESTING AND EVALUATION
A. Provide water supply flow test to ensure design performance.
3.2 FIRE ALARM SYSTEM
B. Install new fire/intrusion alarm control panel in lower level utility room per NFPA 72, NFPA 70, and manufacturer’s instructions.
C. Install smoke detector (1) in lower level utility room.
D. Install keypads (2) in lower level utility room and main level.
E. Verify location of all equipment with COR.
F. Connect control panel to existing phone lines (2) G. Connect sprinkler system flow and tamper switches H. Program alarm system to report to NPS monitoring center at the Jefferson National
Expansion Memorial Dispatch Center in St. Louis MO.
I. After acceptance testing is complete, demo existing fire alarm system, including but not limited to:
1. Alarm panel
2. Initiating devices
3. Notification appliances
4. Wiring
3.3 SPRINKLER SYSTEM
A. Demo and replace existing dry pipe system with a new hydraulically designed dry pipe sprinkler system B. Install in strict accord with approved Shop Drawings.
C. Install all piping, valves, and connections from mains to building fire protection systems D. Reuse existing penetrations when possible. New penetrations must be approved by the
COR.
E. Piping - General:
1. Install sprinkler piping within first 6 IN of space under floor construction.
i. Where conditions of work require piping installation at a lower elevation, route piping to avoid interference with work of other trades.
2. Pitch branch lines, cross mains, feed mains and riser to drains.
3. Flush outside fire-main piping prior to connecting to inside system. Flushing of main must be witnessed by the COR or AHJ Representative and documented.
F. Sprinklers - General:
1. 1. Install in accord with approved Shop Drawings.
2. 2. Modifications made to system design or arrangement after approval of
Drawings by local authority may only be made after receiving written approval of authority and Engineer.
3. 3. Such modifications do not include minor relocations in piping or head placement.
4. 4. Make all revisions in accord with NFPA 13.
5. 5. Extend 2 IN main drain(s) and 1 IN inspector's test connections on ends of sprinkler branches to safe discharge outside the building.
G. Alarm and Signal Devices
1. Install Valve Tamper Switch on each Isolation Valve.
2. Install flow switch
H. Drains:
1. Permit complete draining of systems without disconnection of piping.
2. Drain consists of dirt leg, valve, and piping.
3. Extend drain piping to nearest floor drain or mop sink.
4. Required locations:
i. At low points of systems.
ii. At fire pump.
iii. At alarm test loops.
iv. At fire system valves.
v. At bases of risers and standpipes.
5. Size drain valve and piping according to alarm test loop.
3.4 ACCEPTANCE TESTING
A. Notify the COR and AHJ 10 working days in advance of the proposed acceptance testing date.
B. The NPS AHJ or their representative will visit the job site to witness final acceptance tests when advised by the Contractor that the work is completed and ready for test. If the work has not been completed or the final acceptance tests are unsatisfactory, the Contractor shall be responsible for the Government’s extra expenses for re-inspection and witnessing the re-testing of the work. Such extra fees shall be deducted from the payments made by the Government to the contractor.
C. Sprinkler System:
1. Perform Air, Hydrostatic, and Operational (full trip) tests required under NFPA 13
Ch.25.2 (2016)
2. Complete and sign the appropriate contractor's material and test certificate, NPS
AS-5 (attached).
3. Remove all caps and straps prior to placing the sprinkler system in service D. Backflow Preventer:
1. The backflow prevention assembly shall be forward flow tested to ensure proper operation.
2. Complete and sign the Backflow Prevention Assembly Test and Maintenance Record, NPS BF-1 (attached)
E. Fire Alarm System:
1. All equipment and devices to be tested per NFPA 72 Ch.14 (2016)
2. Complete and sign the Fire Alarm Record of Completion and Acceptance Form, NPS FA-2 (attached)
Part 4. CLOSE OUT
4.1 AS-BUILT DRAWINGS
A. Record (As-Built) Drawings: Submitted to the COR within 20 calendar days of acceptance B. Hard copy and electronic PDF format C. As-build drawings shall contain the following information:
1. Drawings shall not be smaller than ISO A1 sheets 600 mm (24 in) by 900 mm (36
in) in size and minimum 1/8” scale.
2. Revision number and date.
3. Name and organization of the system designer and any applicable stamps or seals.
4. Symbols conforming to NFPA 170.
5. A legend for all symbols used.
6. Scale used, North indication, and match lines (if applicable).
7. Actual location and type of all equipment and devices on floor plans.
8. Sprinkler and alarm layout may be shown on the same page.
9. Sprinkler riser diagram, showing the actual types and quantities of devices on each circuit.
10. A schedule showing the number, type, and size of all sprinkler heads and riser components in the system (including existing devices not replaced)
11. Alarm riser diagram, showing the actual types and quantities of devices on each circuit.
12. Conductor and conduit identity, end of line devices, risers, conduit, junction, and pull boxes.
13. A schedule showing the number and type of all alarm devices installed.
14. A schedule showing the number, type, and size of all conductors and conduit used.
15. Device address or zone and device number for each device.
16. Identification labels, numbers, and references for all conductors.
17. Identification labels, numbers, and references for all junction/splice boxes.
18. Details of all terminations in floor terminal boxes, field devices, and panels as installed.
19. Actual conduit routing as installed.
20. Location and connection of AC power disconnecting means.
21. Alarm Matrix of operation in graphical form. Matrix to show all alarm and supervisory input devices on the left side and all possible indications of the fire alarm system across the top, including bypass functions.
4.2 TRAINING
A. Complete operating instructions for each system and item of equipment shall be provided to the Government's designated personnel.
B. Operation and Maintenance Manuals must be reviewed and accepted by the
Contracting Officer or COR and provided to the Government prior to operating training.
C. Training shall be scheduled at the convenience of the Government. A minimum of 2 hours of training shall be provided.
D. Training shall include instructions on the following:
1. Startup and shutdown procedures
2. Inspection and testing requirements
3. Periodic maintenance
4. Emergency operation
5. Safety
6. Configuration and setup.
E. In addition to the instructions required above, wherever possible perform the operations being described in order to fully illustrate system operation.
F. At the completion of training, the Contractor shall turn over to the Government all required keys and special tools for installed equipment. Each key or tool shall be labeled with its use.
4.3 OPERATIONS AND MAINTENANCE MANUAL
A. Provide PDF electronic file and two (2) Hard Copies of assembled Operations and
Maintenance information with all required contents as listed within this specification.
Assemble each manual into a composite electronically indexed file. Submit on digital media acceptable to Contracting Officer.
B. Name each indexed document file in composite electronic index with applicable item name. Include a complete electronically linked operation and maintenance directory.
A. Enable inserted reviewer comments on draft submittals.
B. Manual shall include, but shall not be limited to, the following:
1. A Complete Index. Contractor may submit the index to the Contracting Officer for review prior to submittal of complete manuals if desired.
2. Names, Addresses and Telephone Numbers. This list shall include the manufacturer and local representative who stocks or furnishes repair parts for all items of equipment and shall be typed on a single page in front of the binder.
3. Startup, Operation and Shutdown Procedures. Provide a written description of procedures for startup, operation and shutdown of each item or system. This description shall include motors to start, valves to open, etc., in proper sequence, and the location of switches, starters, pushbuttons and valves.
Description shall include item references or labels used in the contract documents unless otherwise instructed in advance by the Government.
4. Equipment Accessory Schedule. Upon completion of the work, furnish the Government with a complete equipment accessory schedule listing each piece of equipment and the related size, type, number required and the manufacturer of all renewable items.
5. Lubrication Schedule. Provide a chart listing each piece of equipment, the proper type of oil or grease required, and recommended frequency of lubrication.
6. Manufacturer's Operation and Maintenance Manuals and Parts Lists.
7. Emergency Procedures. Provide a written description of emergency operating procedures or a list of service organizations (including addresses and telephone numbers) capable of rendering emergency services to the various parts of the system.
8. One copy of all product data, clearly marked for each item furnished using the designation label specified or indicated on Drawings.
9. Signed letters of certification of inspection and similar information.
10. All manufacturers' warranty information.
11. Provide documentation that training was performed for each item specified to include Owner training. Include name of Owner’s representative(s) present, date and time of training.
12. Normal Maintenance Schedule. Include a listing of work to be performed at various time intervals; i.e., 30, 90, 180 days and yearly.
13. Inspection and Test Reports:
a. Submit documentation of satisfactory inspections and tests.
b. Submit NPS FA-2 Fire Alarm Record of Completion and Acceptance Form filled out.
c. Submit NPS AS-5 Aboveground Piping Acceptance Test Form filled out.
d. Submit NPS BF-1 Backflow Prevention Assembly Test Form filled out.
4.4 FINAL INSPECTION, SUBSTANIAL COMPLETION, AND ACCEPTANCE
PROCEDURES
A. Request a final inspection in writing when a project or designated portion of a project is B. Substantially complete. The Contracting Officer will proceed with the inspection within
10 days of receipt of the written request or will advise the Contractor of items that prevent the project from being substantially complete.
C. Provide System acceptance testing as outlined in specification Sections 3.4 D. If the work is determined to be substantially complete, following the final inspection, the Contracting Officer will prepare a Punch List and issue a Letter of Substantial Completion.
E. If the work is not determined to be substantially complete following the final inspection, the Contracting Officer will notify Contractor in writing. Contractor shall request a new final inspection after completing the work. Re-inspection costs may be charged against the Contractor.
F. Contractor shall complete the Punch List within 30 calendar days, documented weather permitting.
G. If Contractor completes all items of work on the Punch List and all contractually required items, the Contracting Officer will issue Letter of final acceptance of work.
H. If the Contractor fails to complete the work within the time frame, the Contracting
Officer may correct the work with an appropriate reduction in contract price or charge for re-inspection costs.
