RFP P17PS01913 Fort Vancouver NHS Attachment 5: Site Visit Notes

Date: August 9, 2017

Purpose: Pre-proposal site visit

Location: Fort Vancouver NHS, Vancouver WA

These notes are transmitted with Amendment #1 to the solicitation.

The National Park Service Contracting Officer’s Representative (COR) convened the group and stated:

1. Nothing said today changes the terms, conditions, requirements, or specifications of the solicitation and eventual contract. All changes will be formalized and incorporated by formal written amendment(s) to the RFP and posted at FBO.

2. We will be taking notes of today’s discussion and will provide them by amendment. We will endeavor to find answers to today’s questions within the solicitation documents, but if we are unable to, the official answers will be provided in the amendment.

3. If you have questions after you leave, e-mail them to Contracting Officer Sarah Welch as soon as possible, but no later than 1:00 pm on August 19, or 10 days prior to the due date if the RFP is extended.

4. Remember to review the information in Sections L (Instructions to Offerors) and M (Evaluation) before submitting the proposal.

5. Proposals are due by 2:00 pm on Tuesday August 29, 2017, unless extended by future amendment.

The site visit was attended by representatives of these firms: DePaolo’s Painting, One Way Painting, Pacific Northwest Environmental, Pacific Tech Construction, Precision One Coating, RJK Construction, RJS Construction, Saybr Contractors, Verdis.

These questions were posed at the site visit:

1. Has the window glazing been tested for asbestos-containing material (ACM)?

Yes, NPS performed an ACM analysis of the window glazing for all buildings in this solicitation. All tests were negative, i.e. the glazing is not ACM. Test results are provided in Attachment 5. No further testing should be required from the painting contractor.

2. Is the contractor responsible for removing and/or replacing obsolete equipment from the buildings?

Yes. The COR will determine if a specific item is obsolete and can be removed and whether it needs to be replaced.

3. What areas may the contractor use for laydown?

The parking areas adjacent to Buildings 748, 752 and 786 can be used as laydown areas.

These areas will not be secured by NPS, so contractors should be prepared to secure items during non-working hours. The contractor will not have sole use of these areas during the project and will be expected to maintain a clean, safe area that poses no risk the general public, other contractors, or NPS employees.

4. Are their restrictions for power-washing? Does washing require the containment of lead base paint that has been released?

The NPS does not generally accept pressurized water as a method for preparation on historic structures especially when bare wood is, or has the potential to be, exposed, because it can damage the historic fabric and trap moisture behind the stabile paint. Refer to Sections 028313, Lead in Construction, and 099113, Part 3.2, G.

5. For the price evaluation factor, what will be considered - the base price or the total price (base plus optional items)?

As stated on Page 26 of the solicitation, “For the purposes of price evaluation, the Government will use the total offered price, including line item prices for the basic requirement plus all options. Evaluation of options will not obligate the Government to exercise the option(s).”

6. Who is responsible for utility disconnects for each building?

The contractor is responsible for all safety precautions, including ensuring employees are working safely near power lines and any necessary utility disconnects. Refer to Section 011100, Part 1-3 F.

7. Who is responsible for fire alarm coverage during the utility outages?

NPS will maintain responsibility for fire alarm coverage.

8. Will NPS provide water for painting processes?

Yes, refer to Section 015100, Part 3-2.

9. Will additional time be granted when/if optional items are awarded?

No. As stated on Page 5 of the solicitation, the 260-day performance period is established regardless of how many options are awarded.

10. Is the metal flume on to top of the brick chimney attached to Building 746 included in the painting scope?

No.

11. Are metal gutters and downspouts included in the project scope?

Yes, refer to Section 011100, Summary of Work.

12. Is the concrete foundation of Building 748 included in the project scope?

Yes, all currently painted foundations are included.

13. Are the overhead doors of Building 748 included in the project scope?

Yes.

14. Are vent stacks included in the project scope?

Yes, if they are currently painted.

15. Are hand rails included in the project scope?

Yes, if they are currently painted; refer to the Section 011100, Summary of Work.

16. Are metal pieces covering concrete loading docks and walkways included in the project scope?

Yes; refer to Section 011100, Summary of Work. Note: the loading dock and metal covers of Building 748 are excluded and do not need to be painted.

17. Is glass and glazing repair/replace included in the 2% repair assumption in areas where they are currently hidden?

Yes. If the total quantity exceeds 2%, the NPS and Contractor will negotiate an equitable adjustment for the extra work by contract modification.

18. Is the contractor responsible for cutting back vegetation from the buildings?

No. The NPS will trim vegetation if necessary after COR discusses requirements with the contractor.

19. Is the contractor responsible for moving dirt from around side skirts of buildings that would limit paint access?

No. The NPS will remove dirt if necessary after COR discusses requirements with the contractor.
