Rodeo Valley Stables Fire Suppression A.) General Statement of Work:

The scope of this task incorporates a Design Build format to construct, subject to NPS Fire Marshal’s approval, improvements based on plans & written specifications created by the NPS, to be installed in the Golden Gate Recreation Area, Marin Headlands, Sausalito CA; Buildings FA-901 & FA-902, AKA the Rodeo Valley Stables.

Elements include but are not limited to as follows:

1) Providing a new automatic water-based fire suppression system, buried and above ground distribution piping and other related items for complete coverage of a single story historic structure.

2) Installing/ upgrading a Class A Power Addressable, Power Limited, Combination Manual/ Automatic Fire Detection System. Components include Smoke detection, Heat detection, Horn Strobes, Manual Pull Station & Burglar Alarm.

The contract will only be awarded to one qualified firm that as the Prime Construction Contractor coordinates and incorporates all systems and includes all labor, materials, equipment or any other element, to provide for a complete fully functional system that meets cited codes in the specifications and the NPS Fire Marshal’s approval.

B.) Additional Requirements, Clarifications and Information

1. The tasks contained in this project are primarily related to Plumbing and Electrical work; however the Contractor is also expected to integrate other trades and supply the project with qualified professional personnel which may be required and as approved in advance by the NPS, for carpentry, painting & landscaping oriented tasks to be installed to the satisfaction of the NPS.

This is a high profile project, with public exposure located in the Golden Gate National Recreation Area, a National Park. In addition to the requirements contained in the plans and specifications, the NPS expects and will demand a commensurate superior level of quality, standard of care and attention to detail during the performance of this contract.

2. Included in the proposal the Contractor shall submit any requirements which the proposer expects the NPS to provide within the GGNRA, such as roadway capacities, clearances to existing structures and landscapes, or any other necessary accommodations not currently present in the Park which would prevent the contractor from performing the work under this contract. There is no communication infrastructure or sanitary facilities available on site for the contractors use. Water & power are only available with prior consent of the NPS upon approval of a written plan 10 days prior to anticipated use.

3. The installation of these improvements needs to be extremely respectful of existing historic and other structures, landscapes, trails, the parking lot, cultural and natural resources of the surrounding area. NPS reserves the right to withhold payment to compensate for damages to any of the above due to contractors negligence.

4. The project site is occupied by a Leaseholder, the Presidio Riding Club (PRC) who operates the stables, facilitates the boarding and the 24 hour general care of approximately 16 horses. The contractor will be required to coordinate all activities through the NPS Project Manager to accommodate the PRC schedules for feeding and maintenance of their animals. Expect requests for daily schedule updates. The contractor is to conduct their activities with the least amount of disturbance as possible to the PRC.

5. Contractor is to provide temporary access to all areas impacted by construction activities at all times. Submit plan description with proposal. Submit formal plan with sequenced activities for NPS approval subsequent to award of contract with safety plan and other required submittals as per the schedule in the project specifications.

6. Contractor is responsible for offhaul and disposal of any excess soils off site; includes testing, characterization or waste profiling to confirm for use as non hazardous fill.

The contractor will also be responsible for preparing all disturbed soils from all construction activities to be suitable for NPS re-vegetation and re-seeding activities including implementation of soil erosion controls. Weed free straw, all natural fiber jute netting and wattles as approved by the NPS will be required on all disturbed areas.

7. The contractor shall contact underground Service Alert (USA) (1 800 642 2444) seven (7) calendar days prior to the start of each ground disturbing phase and shall be responsible for maintaining a valid USA location tag through the duration of construction.

The majority of utilities within the Park are owned by NPS. As such, very few utilities will actually be marked by USA. It is the Contractor’s responsibility to field locate, verify and mark all utilities within the project area. Contractor shall be responsible for locating and preventing damage to utilities. If damage occurs, repair utility at no additional expense to the Government.

8. The Contractor shall submit with proposal, a general schedule and sequence of events, describing dates, durations, proposed equipment and subcontractor resources utilized for the project.

9. A site visit is scheduled for 9:00 am _______, 2017 Prior to submitting a proposal, the contractor is encouraged to participate, examine the site and decide for themselves the difficulties to overcome and determine their methods for executing the contract work. Confirmation of attendance requested 24 hrs. in advance.
