Amendment 0002
SF-30 Block 14 Continued
2) Government answers to contractor questions received in response to RFP P17PS00914 are as follows:
1. SECTION 1.5.1 Provisioning and Inventory Management of Uniform Items
QUESTION: The manufacturers of COTS items normally will not share their base patterns with customers as they consider them proprietary. Can DOI review that requirement and potentially remove it?
GOVERNMENT RESPONSE: The Government will waive the requirement for base patterns for COTS items, but will require that the contractor provide the same information for the COTS items that would otherwise be publically available for the item;
including manufacturers’ style number, place of manufacture, fabric content, fit description, sizing and corresponding measurements, etc.
The Government will refer to this information as “standard public garment information” for the purpose of changes made to the RFP document.
2. SECTION 1.5.1 Provisioning and Inventory Management of Uniform Items
QUESTION: COTS manufacturers normally do not include the manufacturing date on their garments or packaging. Can DOI review that requirement and potentially remove it?
GOVERNMENT RESPONSE: Yes, the requirement to provide the date of manufacture of COTS items on the uniform item or its packaging is removed.
3. SECTION 1.5.3.5 Change Management Plan:
QUESTION: Define “quote” as used in the Change Management Plan of the RFP. What elements are to be included (e.g. freight, customization, distribution costs, etc.)?
GOVERNMENT RESPONSE: The Government expects that the “quote” will be reflective of all costs, which, when combined, make-up the basis for the fixed unit price the offeror is proposing for the specific item. The offeror shall be responsible for identifying what costs it expects are a component of that price. Those costs shall be taken into account in order to arrive at a fixed unit price for a given item. Then, in accordance with 1.5.3.5 Change Management Plan, if requested by the Government, those costs that form the basis of the fixed unit price proposed shall be identified and explained, and representative documentation sufficient for the Government to have awareness of how the contractor arrived at the fixed unit price shall be provided to the
Government.
4. SECTION 1.5.3.5 Change Management Plan:
QUESTION: Since the coefficient must include contractor profit, what is considered by the government to be a reasonable profit percentage?
GOVERNMENT RESPONSE: The language related to a coefficient for change management, as well as GFP is removed. The final fixed unit prices shall be reflective of all costs, including profit, which when combined, make-up the basis for the fixed unit price the offeror is proposing for the specific item. The offeror shall be responsible for identifying what costs it expects are a component of that price. The Government shall evaluate the fixed unit prices for price reasonableness in accordance with FAR 12.209 and Subpart 15.4.
5. SECTION 1.5.1 Provisioning and Inventory Management of Uniform Items and 1.5.3.5
Change Management Plan
QUESTION: How large will the typical field wear test be?
GOVERNMENT RESPONSE: In accordance with 1.5.3.5 Change Management Plan, if a field wear test is requested by a Bureau, that Bureau COR will coordinate with the
Contractor on the number of employees who will participate in the test. The number of participants is at the discretion of the Bureau COR, dependent upon the program needs of the relevant Bureau.
6. SECTION (C) Solicitation documents, exhibits and attachments
QUESTION: When will quantities be furnished for Attachment 1 completion purposes?
GOVERNMENT RESPONSE: The estimated quantities for uniform articles for all
Bureaus are now provided in Attachment 1 Pricing Schedule. The estimated quantities provided do not include existing inventory. Quantities are estimates only and do not commit the government to purchase the specific quantity.
7. SECTION 1.5.1 Provisioning and Inventory Management of Uniform Items
QUESTION: Commercial Off the Shelf (COTS) manufacturers will not provide their proprietary patterns. Can you waive the requirement in section 1.5.1 to provide the base patterns for COTS items?
GOVERNMENT RESPONSE: See the response to question 1.
8. SECTION 1.5.1 Provisioning and Inventory Management of Uniform Items
QUESTION: The date of manufacture is not normally available on COTS items. Can you waive the requirement in section 1.5.1 to provide that date on the uniform item or its packaging?
GOVERNMENT RESPONSE: See the response to question 2.
9. NO SECTION REFERENCE
QUESTION: How much warehouse space would you estimate is needed to house the
25,000+ units of inventory to be transferred to the successful bidder? (For example, emblems take up much less space than outerwear pieces.)
GOVERNMENT RESPONSE: The government estimates that the warehouse space required would be at least 56,250 cubic feet calculated as follows:
Averaged length of 1.5ft x averaged width of 1.5ft x averaged height of 1 ft = averaged unit volume of 2.25
AUV 2.25 x 25,000 units (estimate) = 56,250 cubic ft.
This calculation is an estimate only. The successful contractor will be required to accommodate all inventory that is to be transferred under the contract, in accordance with the warehousing approach detailed in the offeror’s solution.
10. NO SECTION REFERENCE
QUESTION: What is the location of the current inventory? Who pays the freight and transfer costs of that inventory?
GOVERNMENT RESPONSE: The location of the current inventory is Henning, TN, at a distribution center owned by the incumbent contractor.
Freight and transfer costs will be paid by the successful offeror. The current established contract unit prices of all items are inclusive of shipping and the incumbent contractor shall charge no more than the established contract unit prices at the time of completion when selling existing inventories to a new contractor.
11. SECTION 1.5.3.5 Change Management Plan:
QUESTION: How do we communicate the “determination of the adequacy of a subcontractor”?
GOVERNMENT RESPONSE: The contractor is responsible for determining the adequacy of a subcontractor in accordance with the terms and conditions expressed in the contract, as well as the laws of the United States. The Government shall not dictate the offerors solution with respect to the specific approach or mechanism(s) used to make the determination(s) or to deliver the information to the Government.
12. SECTION 1.5.3.5 Change Management Plan:
QUESTION: The example of a 2% coefficient in section 1.5.3.5 would not provide any profit (in fact, it would be a large loss). What is the coefficient supposed to include?
Does it include all profit, expenses, freight and inventory carrying costs?
GOVERNMENT RESPONSE: See the response to question 4.
13. SECTION Addendum 8, Table 3:
QUESTION: In Addendum 8.0, Table 3, the deliverable for additional first article samples for field wear tests is 15 calendar days for custom manufactured items. This is not feasible for many reasons. Can the government research this and come up with a more reasonable requirement?
GOVERNMENT RESPONSE: The deliverable due date timeframe is changed from 15 to
45 days.
In accordance with 1.5.1 Provisioning and Inventory Management of Uniform Items, the
Government requires delivery of First Article Samples for non-COTS that are manufactured, within 45 days from the date of CO and Bureau-COR approval of the Base
Patterns.
In accordance with 1.5.3.5 Change Management Plan and Addendum 8.0 CONTRACT
SCHEDULE AND MILESTONE DATES, Table 3: Non-Uniform Deliverables, if additional first article samples are required for field wear testing, the due date for the delivery of the additional first articles for manufactured items shall be within 45 calendar days of the Uniformed Bureaus’ request for the additional first articles.
14. SECTION Addendum 18.0 ADDITIONAL CLAUSES INCORPORATED IN FULL
TEXT, FAR 52.216-22 INDEFINITE QUANTITY (OCT 1995):
QUESTION: On page 72, FAR clause 52.216-22, it seems to state that the Department of the Interior is only required to purchase $25,000 worth of supplies under this contract. Is that a correct interpretation?
GOVERNMENT RESPONSE: In accordance with the subject FAR Clause, the
Government is required to identify a guaranteed minimum for the contract. For the purpose of this contract the identified guaranteed minimum is $25,000.00.
15. NO SECTION REFERENCE
