# Question Answer
1 Per detail 2/G-6 there is detailed information on protection of the Cheneau along cornice roof. The protection details 6 mil plastic, 2” insulation and plywood fastened to framing. How is GC to attach framing to the façade of the memorial? PWC believes the requirement is to NOT fasten directly into the building. Is there another means of fastening plywood (keynote 06-02) to the building?
OR could we install multiple layers of plastic as means of protection.
This same question can apply to the terrace wall protection detail as well, fastening framing to vertical surfaces.
General note #2 on drawing G6 states, “DO NOT
FASTEN PROTECTIVE COVERING AND
FRAMING TO EXISTING GRANITE
TERRACE WALL. RETAIN IN PLACE WITH
SANDBAGS.” and General note #3 on drawing G6 states, “DO NOT FASTEN PROTECTIVE
COVERING AND FRAMING TO EXISTING
MARBLE SURFACES. RETAIN IN PLACE
WITH SANDBAGS.”
The cheneau, terrace wall and other vulnerable building components must be adequately protected throughout construction without damaging the masonry. No physical attachments to the Memorial are permitted. Using multiple layers of plastic is insufficient as a means of protection. The details in the construction drawings with the plastic, insulation, and plywood are to be followed. As stated in the general notes, provide sand bags as necessary to hold the protection in place.
2 Is GC able to install trash chute at location of stair tower on west side of building? Trash chute would feed dumpster on the below laydown area. OR is trash only permitted to be hand-carried down the stair tower.
A chute would be acceptable pending a required submittal and review. Note that protection of the Lincoln Memorial contract requirements would also apply to the use of a chute.
3 On page 142 of the solicitation; section TAB A – SUBFACTOR 1.1 under “NOTE”: We have a SBA approved All Small Mentor Protégé Program Joint Venture. The joint venture is a separate entity formed as a LLC and has its own registration in sam.gov with its own DUNS. This JV LLC entity consists of 2 venturers/members; company A and company B. Thus, the Offeror in block 14 of SF 1442 will be the name of this separate entity LLC JV. Do you consider this to be one contractor listed in block 14 of the SF 1442, or do you consider this to be more than one contractor listed in block 14 of the SF 1442?
Given this situation again, are we required to submit a signed joint venture agreement? If we are required to submit a signed JV agreement, what specific place in our proposal should we include it (ie: a separate binder, in the technical binder as the very last new tab or at the end/as a part of Tab A – Subfactor 1.1 Prime Roof Contractor Experience)?
Will the number of pages of our JV agreement count towards any of the proposal’s page limitations?
Even though the JV LLC entity has its own DUNS, are we required to submit the DUNS for each member of the JV? If still required, where should we include the DUNS of each party of the JV?
If you are submitting as a JV, then you should submit with the JV's DUNS and the JV will be considered the Prime Contractor under that DUNS number. A signed JV is not required to be submitted with the proposal.
Following up on the questions below and the current bid timeline – bids are currently due on Tuesday 8/15 which is 1 week from today. We are assuming questions will be answered timely, but in the interest of having ample time to compile our bid, we are respectfully requesting the bid date be extended with your response to the Q&A (by at least 1 week). There are several trades involved in this project (roofing, masonry, concrete, electrical, scaffold, fencing, landscaping, etc) and a job of this magnitude will require additional time to estimate properly.
All questions were to have been received by August 7, 2017 and will not be extended.
5 Would NPS allow the construction of an access road on the assigned grounds?
Within the Construction Storage and Delivery area, as shown on Sheet G-3 of the drawings, the contractor may construct an access road.
Contractor shall follow the General Notes on Sheet G-3, and the specifications including Temporary Facilities and Controls, Section 01 50 00.
6 Would NPS consider a Cold Fluid-Applied membrane system in lieu of Hot Fluid-Applied membrane? This would eliminate the need to lift up a Melter up on the roof, thus reducing risks of melter related injuries or accidents.
The suggested system will not be considered. The contract requirements remain.
7 A new topping slab would require the normal 28 days cure before we can install the Final Fluid- Applied membrane. In order to speed up the process, would NPS consider the use of a low density, lightweight concrete on which we can attach a vented Base sheet?

Please note that Specification 071413 Hot Fluid- Applied Rubberized Asphalt Roofing, 3.1 D.2.a notes the Contractor should allow for up to 3 months for proper curing of the new concrete slab.
8 Ref Spec Section 070150, Par. 3.2.C. Do we know the current deck capacity? We need to know in order to ensure the deck would not be overloaded.
See the “Design Load and Parameter Table,” sheet S1 and the General Notes on Sheet S2 for the structural capacity criteria of the roof.
9 Will there be water readily available for both the concrete mixes and the specified water test required per Spec Section 070150?
Yes, water will be available on site. NPS will work with the selected contractor to achieve this.
10 Lightning Protection Spec 264113 Paragraph 1.5 Submittals E is asking for ground resistance testing around the site for the ground rods installed at grade. The drawings do not show the location and type of grounding system (ie. ground rods, ground ring). Is this required? Is there a drawing showing the location and type of grounding systems?
This requirement is hereby removed from the contract.
11 The height of the flat lightning rods behind each marble antefix on the lower roof perimeter appear to be flush with the top of the antefix. This positioning does not meet current lightning protection standards. The height of the lightning rod must be a minimum of 10" above what it is protecting. Reinstalling this arrangement will not be certifiable. Will new lightning rod positioning be acceptable?
With the exception of the new lightning conductors on the Upper Roof parapet, the lightning protection scope is limited to remove and reinstall of the existing system as required to accomplish the roof and masonry work. NPS acknowledges that the existing system may not meet current code. However, lightning rods above the Memorial roof are not desirable as they would visually impact the resource.
12 The flat lightning rods behind each marble antefix is soldered to the copper flashing at the base of the parapet. In order to qualify as a primary conductor for lightning protection, the copper flashing must be a minimum of 115,00 circ. mils of cross sectional area. This flashing strip must also be electrically continuous around the entire perimeter.
Please confirm that this flashing component meets this requirement.

13 On drawing S-2, please clarify what the unit of measure is in detail 03-01, 03-02 and 04-01.
03-01 - Assume repairs over 20 of the upper roof in base bid-20 what?
03-02 – Assume 4” of new clay tile fill over 25 of the lower roof – 25 what?
04-01 – Assume replacement of brick around 50 of the perimeter – 50 what?
Please reference the answer to question #1 in Addendum 1.
14 In reference to the masonry repair scope, will damaged areas or repairs for “conditions not noted” be addressed?
The drawings and specifications include all masonry repair work determined by the Contracting Officer to be necessary. If during construction additional work not shown in the drawings is discovered, it will be addressed on a case by case basis via contract's Changes Clause.
15 In the report and testing results by Terracon, asbestos and lead were found present at the project site. Will the prime contractor be responsible for this abatement?
The referenced report performed a survey throughout much of the Lincoln Memorial. On page 7, 5.0 Findings, Asbestos Containing Materials (ACM's) were found in Black Mastic on East Wall in Skylight Room, Black Mastic on West Wall in Skylight Room, and Joint Compound in the Police Room. As per page A-1, Asbestos Survey Sample Summary, Tests 34-48 sampled the Upper Roof and Main (Lower) Roof with Lab Results of "None Detected". Therefore, there is no abatement in this contract.
16 It was stated at the site visit that NPS intends to award the contract as soon as possible and that NPS intends to give NTP within 10 days of award to get the project started as soon as possible this year. Realizing this please address the following questions:
a. Section 011100, paragraph 1.4.A.1 states requirements for each employee of the contractor, subcontractors and vendors to undergo security clearance checks and badging. Please clarify if the badging period will be complete BEFORE the NTP is issued similar to GSA projects or will NPS issue the NTP when the contractor has not cleared the work force necessary to complete the project?
b. How long does this security clearance process take for best and worst case scenarios?
c. Please explain how paragraph 1.4.A.1.a of section 011100 will affect the period of time after award required to set NTP.
d. Requirements for security clearances and Div 1 submittals appear to be significant time issues that will extend the period between award and NTP. Please clarify NPS’s position on reasonably processing all required documentation, planning and security clearances for this important project. Will NPS grant the contractor a reasonable period of time to meet these requirements? If so, please state how NPS anticipates the overall project schedule from award to completion to be effected by the Div 1 requirements and security clearances.
Please reference ASF 1442 and the statement that "contractor shall begin performance 15 calendar days and complete it within 240 calendar days.
The US Park Police checks are allowed 10 days, and are often completed more quickly. The NPS experience is that clearances, submitted in a timely manner, do not delay a project. Further the NPS anticipates that not all workers need be on-site on the first day of construction and the contractor would prioritize clearances with the work.
17 Section 011100, paragraph 1.4.B states requirements for material deliveries and security requirements for inspection of delivered materials.
The requirements contained in this paragraph establish very strict limitations for delivery of all materials that is equivalent to working on an island with a VERY limited ferry schedule. Coordination of this magnitude escalates costs of all such projects. Please confirm it is NPS’s intention to limit all deliveries to two days per week at specific times. For example, if the contractor has a piece of equipment go down that requires a common replacement part to be operational again, on a normal construction site the part is retrieved and the equipment is operational again in hours. Under the requirements of paragraph 1.4.B the contractor will have to wait 5 business days to give notice and to bring that part through security. This will create an environment that is similar to working on an island. It will escalate the costs of this project by creating needs for redundancy in everything to avoid lost time. Please confirm the interpretation above is correct.
Part 1.4 B.1.d of specification section #011100 states "(for example: every Tuesday and Thursday morning, etc. Times to be confirmed after award based on Contractor input)."
This section requires the Contractor to plan ahead and schedule deliveries with the NPS Contracting Officer. Planning deliveries reduces potential delays. The Contractor may propose other regularly scheduled delivery times so that US Park Police is scheduled too. Such scheduling has worked on other projects.
18 Section H of the solicitation states requirements for key persons. Please confirm if onsite Superintendent, onsite Safety Officer and onsite Q/C Officer can be the same person? Or if they all must be independent persons?
The on-site Superintendent must be one on-site, full time person and cannot be the on-site person responsible for Quality Control. The on-site prime contractor employee responsible for on-site safety and the on-site prime contractor employee responsible for on-site quality control may be the same person.
19 Please confirm requirements for a construction office for the C.O. designated in section 015000 paragraph 2.2.B is correct?
The specification section is correct. The NPS will accept a 250 square foot minimum size trailer for the Contracting Officer's Representative.
20 Field office for C.O. referenced in Section 015000 paragraph 2.2.B contains requirements for a restroom. Please verify locations in the designated staging area for connection to water and sanitary as well as electric for hook up of the trailer. If these utilities are not in proximity please state the distance to closest utility connections and requirements for trenching or other means of connections.
Water - A water connection will be available within 200' of the field office trailer. The waterline shall be trenched into place. The water line shall be removed after completion of the project and the disturbed area is to be restored to its original condition. Contractor to determine method to protect the water line from physical damage and freezing.
Sewer - Utilize bladder tank for field office wastewater. Contractor shall be responsible for emptying bladder tank and disposing of wastewater properly.
Electric - Power can run from the main breakers located at the NE corner, basement level, of the memorial. Electrical service shall be conspicuously mounted away from the view of the general public when routed on or through the memorial. Within landscaped areas, the electrical service cable shall be direct bury and trenched below grade. The electrical cable and mounting hard shall be removed after project completion and distrubed areas shall be restored to their original condition.
21 Specifications section 015000 and others contain provisions for temporary heat and enclosure of work areas on a 24 hour basis to achieve work results. Realizing this project will commence going into cold weather months the contractor will be required to include considerable costs for cold weather protection and temporary heating. At the site visit meeting it was stated by NPS that the project will run through cold weather months without breaks for adverse weather. The comment was made “perhaps it will be another mild winter”.
This is not something the contractor can assume.
Costs for temporary enclosure and heat for this project in the event of a bad winter with consistent freezing temperatures and extremely low temperatures will be many hundreds of thousands of dollars from November through April. Please consider if NPS’s budget includes these provisions and confirm if contractor should include temporary heat on this basis. We MUST assume worst case scenario and include sufficient costs to handle those anticipated costs if these temporary heat and enclosure provisions will remain in the specification without some type of controls for how NPS will require schedule to be maintained or reasonably delayed through cold weather months.
The period of performance given in the solicitation is believed to more than adequate to complete the work. Further, it is not a contract requirement that work requiring temporary heat (masonry repairs for example) be performed during the winter months and there are plenty of tasks that could be done in the cold (submittals, setting up construction and storage area on site, concrete demolition, raking joints, etc.). It is up to the Contractor to schedule and sequence the work so as to complete the job within the specified period of performance and to include whatever costs are necessary to provide heat or weather protection in their bid.
22 Section 030130 paragraph 1.1 designates warranty requirement by the contractor for five years.
Surety companies will not bond a warranty by a contractor for this period of time. Please clarify if NPS will remove this warranty requirement or state that this warranty is not bonded?
This requirement is hereby removed from the contract.
23 Section 030130 paragraph 1.1 designates warranty requirement by the manufacturer for ten years. For this requirement has NPS verified with each of the specified manufacturer’s of the concrete repair mortar that specified warranties (10 years in length) are possible with the specified concrete repair products and for applications on this specific project.?
This requirement is hereby removed from the contract.
24 Section 076200 paragraph 1.10 requires a special warranty on finish. In particular the warranty is to cover changes in color and chalking which are typically properties of painted metal surfaces. Metal specified for use on this project is copper and aluminum. Please clarify if special warranty on finish only applies to prefinished aluminum installed roofing components?
Correct. The finish warranty only applies to the pre-finished aluminum components.
25 Details in the plans require re-use of existing flashings or maintaining existing counter flashings in the existing roof system. Contractor is instructed to tie new roofing materials into existing flashings.
What if existing counter flashings are not in suitable condition to meet warranty requirements of the specification as determined at a later time by the manufacturer or the contractor responsible for this project. Has NPS vetted all warranty requirements through one or more roof manufacturer’s by inspection of existing conditions and providing a letter of acceptability of all existing flashings for said warranty realizing the manufacturer will be required to offer said warranty to include ALL existing flashing that remain?
The design intent is to reuse the existing metal flashing as noted on the drawings. This is a counter-flashing that goes over the roofing system and termination bar. The existing metal appears to be in good condition and of sufficient thickness to be uncrimped and re-crimped to the new flashing. Further, in most cases the new flashing also receives a new cleat. If during installation and discussion with the roofing manufacturer the ability to obtain a warranty is called into question, the issue will be addressed at that time.
26 The copper bar air terminals are not a minimum of 10" above the object they are protecting (roof line) and the terminals are not blunt safety tip as required in the specs.
Please refer to the response to Question #13.
27 Currently roof flashing is being used as the conductor for the copper bar air terminals. The flashing must be a minimum of 3/16" thick or greater in order to be used as a conductor for the copper bar air terminals. Main sized lightning protection conductor shall be used in lieu of copper flashing if the system is to obtain the master label certification.
Please refer to the response to Question #14.
28 Will new down conductors be installed or will the existing down conductors be reused? If reused, is the correct number currently installed in order to meet the standards (7).
With the exception of the new lightning conductors on the Upper Roof parapet, the lightning protection scope is limited to remove and reinstall of the existing system as required to accomplish the roof and masonry work. New down conductors were not anticipated and the exact number of existing down conductors will not be known until the slate roof pavers are removed. NPS acknowledges that the existing system may not meet current code. However, modifying the system at the Memorial is not desirable as this would visually impact the resource.
29 Will the electrical contractor be responsible for conduit rough in only for the security camera work?
Correct, the Contractor is responsible for the conduit rough-in only as it relates to the security.
